The vacancy
Following the promotion of our present postholder, the NHS Confederation is seeking an outstanding leader to serve as Chief Executive of NHS Employers, representing NHS organisations on people policy and leading a high-impact team at the heart of the NHS Confederation.
About the role:
- Act as the key representative for NHS organisations on workforce and people policy, working closely with government, NHS bodies, and trade unions, influencing health and employment policy to improve workforce management and support more equitable, healthier communities.
- Lead our people in the delivery of the NHS Employers contract and work programmes, ensuring high-quality services for the DHSC, other commissioners and our members
- Support the renewal and integration of the wider organisation as NHS Confederation and NHS Providers come together to represent and support the health sector.
- Drive continuous improvement across all programmes and ensure operational excellence, financial health, and compliance, reporting to the Board of Trustees.
About you:
- Proven executive leadership in complex environments.
- Ability to define and communicate clear direction, translating vision into action.
- Demonstrates inclusive leadership values, with a commitment to fairness, equity, diversity, and staff development.
- Strong track record in financial stewardship and people management, ideally with NHS and HR experience..
- Excellent communicator and advocate, credible in high-profile settings, and adept at building coalitions and engaging diverse stakeholders.

The vacancy
We are looking for a Data Scientist to play a central role in informing national pay negotiations and supporting employers across the NHS. This is a unique opportunity to use your analytical expertise to influence policy, support fair and sustainable pay systems, and help build a resilient NHS workforce for the future.
About the role
As a Data Scientist you will:
- Extract, analyse and interpret large amounts of data from a range of sources using statistical tools, in order that it can be used to inform policy decisions about pay and workforce issues and support national pay negotiations.
- Present the results of analytical insights in a clear and engaging way for non- specialist audiences.
- Create and maintain query databases holding workforce and pay data.
- Build complex ‘what if’ costing models to forecast the potential future costs of changing pay policy.
- Develop and maintain effective relationships with employers in the NHS, Department of Health & Social Care, Office for the Pay Review Bodies and in the NHS Trade Unions e.g. UNISON, RCN, BMA.
- Produce tools/guidance to support employers in understanding the financial impact of new pay systems.
- Support programme planning, reporting and risk management, ensuring delivery of high‑quality outputs on time.
About you
We’re looking for someone who:
- Has excellent technical ability in Excel or other statistical packages.
- Can build robust costing models to support ‘what‑if’ policy analysis.
- Enjoys complex problem‑solving and takes a systematic, methodical approach to challenges.
- Has a keen eye for detail, able to spot inconsistencies or emerging trends in large datasets.
- Can explain complex analysis clearly to non‑specialists and senior leaders.
- Communicates confidently and builds strong, influential relationships across a wide range of stakeholders.

We are looking for a Senior Research and Evidence Manager to lead and strengthen the research and evidence function at Understanding Patient Data (UPD). This is a unique opportunity to shape national conversations about the use of health and care data and ensure public attitudes and concerns are at the heart of decision‑making.
About the role & UPD
Established in 2016, Understanding Patient Data (UPD) is an independent initiative, hosted by the NHS Confederation, designed to support better conversations about the use of health data to improve patient care, population health, planning and research. Working with patients, charities, researchers and healthcare professionals, UPD has built a solid reputation as a trusted source of advice and objective, engaging research and information about the use of patient data in the UK.

The Senior Research and Evidence Manager will:
- Lead UPD’s research and evidence function, ensuring UPD remains an authoritative and trusted source of insight on public attitudes to health and care data.
- Monitor emerging trends, evidence gaps and policy developments, providing strategic insight to inform UPD’s planning, influencing and communications.
- Design, commission and oversee research and synthesis projects, ensuring delivery to a high standard and proportionate to organisational needs.
- Translate research findings into accessible, high-quality outputs such as research-informed resources, briefings, reports, dashboards and presentations, working collaboratively across UPD.
- Build and maintain strong relationships with research partners, patient and public groups, and policy stakeholders.
- Contribute to funding proposals, partnership development and evidence-based project justifications that support UPD’s sustainability.
- Provide senior oversight of project planning, timelines, risks and budgets, intervening early where issues arise.
- Represent UPD externally and deputise for the Head of Understanding Patient Data as appropriate.
- Provide line management, mentoring or informal leadership to support capability building within the team.
About you
We are looking for someone who has:
- Substantial experience leading research and evidence work, from scoping and commissioning through to delivery and proven impact.
- Strong judgement and intellectual curiosity, with the ability to identify what evidence matters most and how it can be used to influence policy, practice and public debate.
- A good understanding of the health and data landscape, including public attitudes, policy developments and the perspectives of different stakeholders.
- Excellent communication and influencing skills, with the ability to present complex evidence clearly, build trust, and challenge constructively at a senior level.
- Strong judgement and the ability to prioritise effectively in a fast-moving environment, balancing competing demands without losing quality or focus.
- A high level of autonomy and accountability, with a track record of managing multiple priorities and seeing work through from scoping to delivery.
- Confidence working in a matrix or cross-functional environment, building alignment and collaboration across teams.
