About the role:

This new role of Technical Project Manager, Operational Delivery will sit within our growing Strategy, Planning and Performance team. 

This role exists to create the conditions for successful delivery: enabling teams to collaborate effectively, responding constructively to change, and ensuring that technology solutions are deployed safely, efficiently, and with measurable business value.

The Technical Project Manager will lead the end-to-end delivery of complex initiatives, ensuring that solutions are delivered iteratively, efficiently and in alignment with business and technical objectives.


About you:

Responsibilities include:

Project Leadership and Delivery:

  • Lead end-to-end delivery of complex technical projects, ensuring outcomes are delivered to agreed scope, timelines, and quality standards.
  • Develop and maintain delivery plans, RAID logs, dependencies, and resource forecasts across multiple workstreams
  • Coordinate cross-functional engineering, data, and product teams to ensure smooth execution and alignment. 
  • Ensure project teams follow appropriate delivery methodologies (Agile, Waterfall, or hybrid) based on project needs. 
  • Represent the Strategic Planning & Performance function in cross organisational meetings and governance boards when required.  
  • Act as the main interface between delivery teams, business owners, suppliers, and technical specialists on behalf of the function. 
  • Identify opportunities to streamline tools, templates, processes, and governance within the PMO, ensuring they are effective, scalable, and user friendly. 
  • Build strong, trusted relationships with stakeholders at all levels, ensuring clarity, alignment, and timely decision making. 


Agile Ways of Working:

  • Facilitate Agile ceremonies (Stand-ups, Sprint Planning, Reviews, Retrospectives) and support teams in applying Agile practices effectively. 
  • Maintain a clear, prioritised backlog with business and product owners and SMEs, ensuring work is well-defined and ready for delivery. 
  • Foster a culture of continuous improvement, using metrics and team feedback to optimise flow and performance. 


Scrum Master-Style Team Enablement:

  • Identify and remove impediments, escalating where necessary to unblock team progress. 
  • Coach team members and stakeholders in Agile behaviours, collaboration, and self-organisation.
  • Work as part of a Project Management team to protect teams from external disruption and maintain focus on committed sprint objectives. 


Stakeholder Engagement & Communication

  • Maintain clear, proactive communication with stakeholder, including status reporting, risk updates, and decision requests. 
  • Manage expectations, facilitate governance forums, and ensure stakeholders remained aligned with project delivery. 
  • Coordinate with vendors or implementation partners to ensure integrated, coherent delivery.


Essential experience required: 

  • Agile Delivery & Frameworks: Understanding of Agile methodologies (Scrum, Kanban, Lean) and experience in applying them in real delivery environments. Including facilitation across Agile ceremonies, backlog refinement, and iterative planning. 
  • Technical Delivery: Solid grasp of modern technology delivery (e.g., cloud services, APIs, integration patterns etc)
  • Project & Delivery Management: Expertise in planning, monitoring, and controlling delivery across scope, risks, dependencies, and timelines. With a strong grounding in both Agile and traditional project management techniques and familiarity with hybrid delivery environments. 
  • Stakeholder & Communication Skills: Ability to manage senior stakeholders, run effective governance forums, and support decision-making. 
  • Problem Solving & Continuous Improvement: Mindset oriented towards experimentation, adaptation, an incremental enhancement


Desirable: 

  • Previous experience gained in a Life Sciences or Healthcare setting would be beneficial 


Education:

  • Professional certification in project or programme management (e.g., PRINCE2, MSP, PMP)
  • Professional certification in Agile Delivery or Methodologies (e.g., CSM, PSM, APMG, SAFe)

  • Adaptability: Comfortable navigating ambiguity and change, with a proactive approach to continuous improvement. 
  • Agile Thinking: Embraces the iterative mindset behind Agile Delivery and promotes collaboration and transparency. 
  • Results Orientation: Focused on delivering measurable outcomes and driving value through operational efficiency.
