Oxfam GB in Myanmar is looking for Senior Programme Manager (Enterprise Development and Innovation).

The Senior Programme Manager (Enterprise Development & Innovation) will provide strategic leadership and overall management for Oxfam's enterprise development, innovation, and livelihood portfolio in Myanmar.

The role will be responsible for strengthening SMEs, supporting entrepreneurship and community innovation, promoting market systems development and facilitating sustainable livelihood opportunities for vulnerable communities. The position will oversee programme implementation, grants management, enterprise support, partnership development, innovation incubation, market linkages and scale-up strategies to help transform promising ideas and enterprises into sustainable and resilient economic opportunities.

The Senior Programme Manager will work closely with local organisations, producer groups, women entrepreneurs, artisans, social enterprises, private sector actors and development partners to identify, support, and scale innovative solutions that contribute to resilient and inclusive economic development.

This Role Report To:                              Deputy Head of Programme (Matrix management by Country Director)  

Staff Reporting to this Post:                1-2 programme/technical positions, matrix management to finance/grant and MEAL positions assigned for the Enterprise Development and Innovation programme. This position requires managing 5+ partners and 20+ SMEs under Enterprise Development and Innovation.

Programme Leadership and Management

• Provide overall leadership and management of enterprise development and innovation programmes.
• Lead programme planning, implementation, monitoring, learning and reporting.
• Oversee management of the project portfolio and ensure market based, innovation approaches/principles are followed; and make regular visits to project sites to ensure that activities remain on track through program documentation mechanisms.
• Develop annual workplans, budgets and implementation strategies.
• Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
• Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor compliance and Oxfam policies and procedures.
• Provide oversight of programme finances, budgeting, donor reporting, grants management and compliance, ensuring accountability, value for money and adherence to organisational and donor requirements.
• Manage programme risks and support adaptive management approaches.
• Supervise technical specialists as required.

Enterprise Development and Market Systems Strengthening

• Lead support to SMEs, producer groups, cooperatives, and emerging enterprises.
• Facilitate enterprise growth, business development, and market expansion.
• Support enterprises to improve productivity, competitiveness, and sustainability.
• Promote women-led enterprises and inclusive business models.
• Facilitate access to business development services, technical assistance, and market opportunities.
• Conduct and oversee market systems and value chain analyses.
• Strengthen linkages between producers, enterprises, buyers, service providers, and financial institutions.

Innovation and Entrepreneurship Support

• Lead the implementation of innovation and entrepreneurship initiatives.
• Manage the full cycle of grant programmes, including calls for proposals, selection processes, grant management, monitoring, and reporting.
• Identify and support innovative ideas emerging from local organisations, women-led enterprises, artisan groups, youth groups, and social entrepreneurs.
• Promote digital solutions and innovative business models that enhance livelihoods, enterprise growth, and market access.
• Provide mentoring and technical support to innovators and grant recipients.
• Support enterprise incubation, business model development, product innovation, branding, and market readiness.
• Organise innovation showcases, learning events, and enterprise marketplaces.
• Identify high-performing initiatives with potential for scaling and replication.
• Facilitate partnerships with investors, private sector actors, and development partners to support sustainability and growth.

Partnership and Stakeholder Engagement

• Identify, build and manage collaborative partnerships and strong relationships with SMEs, producer groups, cooperatives, financial institutions, private sector actors and development partners.
• Represent Oxfam in relevant coordination forums, networks and technical working groups.
• Build strategic partnerships that support enterprise growth, innovation and market development.
• Engage with technical agencies, research institutions, and business support organisations where appropriate.

Monitoring, Evaluation, Learning and Knowledge Management

• Establish systems to monitor programme performance and impact.
• Track enterprise growth, innovation outcomes, and market-level changes.
• Document lessons learned, success stories, case studies and innovative models.
• Promote evidence-based learning and adaptive programming.
• Support the generation of knowledge products and learning materials.

Safety and Security

• Complying with all security policies, procedures, directions, instructions, regulations or plans.

Safeguarding

• Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.

• Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policies (PSEA, Child Safeguarding etc) or Oxfam Code of Conduct.

In addition:

• Master’s degree in business administration, Economics, Entrepreneurship, Agribusiness, Agriculture, Rural Development, Market Systems Development, Development Studies or a related field.
• At least 8–10 years of relevant experience in enterprise development, livelihoods, private sector development, market systems development, agribusiness, innovation programmes, or similar areas.
• Proven experience managing complex development programmes and working with multiple stakeholders.
• Experience supporting SMEs, producer groups, cooperatives, entrepreneurs, social enterprises.
• Experience managing grants, innovation funds, challenge funds, business incubation programmes or entrepreneurship initiatives.
• Experience managing donor-funded programmes.
• Experience working in fragile, conflict-affected or humanitarian settings is an advantage.
• Ability to provide strategic leadership and lead complex programmes in changing environments.
• Strong knowledge of SME development, entrepreneurship, value chains, agribusiness, and market systems approaches.
• Good understanding of business planning, enterprise finance, investment readiness and market development.
• Excellent communication, facilitation, negotiation and representation skills.
• Strong stakeholder engagement, networking and relationship management skills.
• Ability to work effectively in complex and uncertain situations while maintaining programme quality and achieving results.

Desirable

Preference will be given to candidates who have experience in women's economic empowerment, social entrepreneurship and enterprise incubation. Experience in managing innovation or challenge funds, supporting green businesses and circular economy initiatives and working on climate-smart agriculture or sustainable food systems will be an advantage. Candidates with knowledge of financial inclusion, access to finance for businesses and market systems development are also encouraged to apply. Previous experience working in Myanmar and a good understanding of the local context will be highly desirable.
