The Role of our Shop Managers
Commercially aware and constantly looking for new business opportunities, shop managers motivate their teams and create a safe and energised work environment. They have high standards, a strong drive to achieve results and are accountable for their business.
The role of the shop manager is empowered, varied, busy and gives the opportunity to work with some amazing people. Shop managers are pivotal for the success of our business and can make a real difference. Oxfam operates a volunteer operating model, in which volunteers are empowered to take over most of the tasks within the shop, including running the shop in the manager’s absence.
Often the only paid member of staff, our managers are comfortable in this environment, really enjoy working with others and are great at delegating to their teams. Excellent communicators, they are creative, and always look for opportunities to attract new supporters every day.

This role will provide strategic financial leadership and will ensure efficient financial management and operations within Oxfam Pilipinas and with the organisations we are in partnership with and accountable to.
Essential
- Graduate of BS Accountancy or its equivalent.
- Strong knowledge of accounting standards, GAAP, and statutory requirements.
- Five to seven years of senior financial management experience, including improving financial systems, risk management, budgeting, forecasting, reporting, audits and reviews, and relating with Boards and governance bodies, as well as evidence of effective decision-making skills.
- Strong analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems and suggesting improvements; able to understand complex issues and translate them into simple workable actions and plans.
- A strategic perspective and approach with the ability to develop long-term plans and implement them effectively.
- Excellent leadership and people and project management skills, including activity planning, prioritization delivery against agreed deadlines. Able to manage and develop other people’s performance and professional standards and potential. Ability to work with others to develop vision into strategy and communicate and influence this to a wider audience.
- A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively, effectively and in an innovative manner, adjusting to constantly changing situations while maintaining focus on delivery and follow-through. Ability to work in demanding situations under pressure in a team or independently with minimum supervision and deliver against team objectives.
- Strong computer literacy, and proven experience of computerized accounting packages, preferably MS Dynamics 365 and the like. Strong proven experience in using Excel spreadsheets. Experience in using Internet-based programs and e-mail systems.

1. Ensures that the appropriate, effective, and efficient financial and risk management policies, systems, controls and ways of working are in place, documented, understood, complied with, and regularly reviewed and improved.
a. Proactively monitors and assesses the quality of existing financial controls and introduces new controls/measures, as appropriate, to minimize the risk of fraud, wastage, and leakage.
b. Monitors the implementation and application of the financial controls and compliance with all organizational, legal and statutory reporting requirements, identifies solutions to problems and ensures that they are implemented in a timely, effective, and efficient manner.
2. Responsible for planning, preparation, and execution of annual budgeting and financial monthly, quarterly, and year-end processes and ensuring that submission of annual budget and year-end returns are in line with corporate and regulatory requirements and standards.
3. Manages the organization’s financial activities in line with Oxfam’s policies, donor obligations and procedures, and legal and statutory requirements.
a. Develop financial analysis tools to assist in the management and monitoring of budgets, income, and expenses.
b. Ensure proper cash flow and expenditure management and control and efficient grants management.
c. Ensures adherence to donor financial requirements and procedures and timely reporting. Periodically reviews actual vs budget variances, analyzes trends, identifies areas of concern and risks, follows up and resolves all budget variance and financial issues with the budget holders, and provides financial management advice about resource utilization and underlying budget forecasts.
d. Reviews and verifies monthly/quarterly account returns and balance sheet reconciliations; ensures appropriate course of action is followed to address significant/extraordinary movements in asset and liability accounts and adjust any outstanding balances.
e. Promptly reviews and verifies donor financial reports ensuring that financial reports correspond to the narrative reports and reconcile with funding data.
f. Reviews and verifies reconciliation of restricted contract balances and ensures that issues arising as a result are addressed and dealt with promptly.
g. Reviews and verifies restricted income debtor balances and works proactively to clear income debtor’s balances when due.
h. Ensures appropriate and secure record keeping for financial transactions in line with donor, Oxfam, and all statutory requirements.
4. Be actively involved in senior leadership and decision-making groups of the organization and relate with the Board of Trustees and other governance bodies as required.
5. Set up efficient ways and contribute to business development and resource mobilization.
6. Leads the review of donor contracts, ensuring that all details are complete and accurate and clearly reflects the interests of both parties.
7. Manages the performance of outsourced day-to-day accounting services and the annual tax return filing and other requirements as required by law.
8. Plans, prepares for, and engages statutory, external, and internal audits. Ensures that recommendations of audits, concerning the finance function, are implemented in a timely, effective, and efficient manner, and reports progress on implementation of the recommendations periodically.
9. Leads and is a Champion of Anti-Fraud and Corruption efforts.
10. Ensures that the Delegation of Authority, bank mandates and list of account signatories are up to date.
11. In relation to Partner Management, together with the program team and other colleagues and in cooperation with the finance team:
a. Ensures that the financial aspects of partnership agreements are accurate and in accordance with the implementing guidelines of donors and Oxfam.
b. Ensures provision of technical finance support/training to partner organizations in the implementation of joint projects.
c. Ensures that partner organizations are aware of and adhere to Oxfam’s accepted financial management standards and practices; ensures that donor regulations and requirements are fully understood and implemented by partner organizations.
d. Leads on the assessment of Finance function at partner organizations as part of the partner selection and due diligence process.
e. Ensures periodic partner financial monitoring visits.

TEAM PURPOSE:
To oversee YEM Oxfam BALADI Building Agile Leadership and Development Initiative with technical support from advocacy, gender justice, and partnership departments.
JOB PURPOSE:
To supervise implementation of SDC project titled as “YEM Oxfam BALADI Building Agile Leadership and Development Initiative” ensuring activities are aligned with the log frame objective, measurable indicators, and strategic interventions outlined to achieve gender-responsive localization. The coordinator is going to facilitate the co-creation of solutions with stakeholders by applying a design thinking approach – engaging deeply with local and national actors to identify challenges, prototype solutions, and refine activities for sustained impact. The project’s activities would be divided between Oxfam, the co-applicant, international partners, and Women and Training Research Center (WTRC) in Aden university as per approved proposal. Therefore, the coordinator would closely work with gender justice, advocacy, and partnership departments within Oxfam as well as with the co-applicant, international partners, and (WTRC) to make sure that the project’s activities are on track based on developed work plan at the beginning on the project.
The coordinator would be responsible to prepare narrative reports as well as working closely with finance team to make sure that financial report is in alignment with narrative one. The coordinator would act as main focal point between Oxfam team, the co-applicant, international partners and WTRC during implementation phase as well as to seek any technical advice from Oxfam team when required.
DIMENSIONS
- The role requires extensive experience in capacity building programs working with WROs, CSOs, and other stakeholders such public university.
- This role requires extensive knowledge and experience on how to develop training model using participatory approach where inputs of targeted WROs, CSOs, and CBOs are taken into consideration.
- Ensure the operationalization of the Humanitarian Development Studies Center aligns with the overarching goal of gender-responsive localization as specified in the log frame’s impact indicator.
- The role requires a high level of coordination between Oxfam team, the co-applicant, international partners, SDC as donor, and WTRC to ensure flawless implementation of activities by these actors. Therefore, candidate with similar skills is encouraged to apply.
- The role requires close follow-up on monthly basis therefore carrying out monthly meeting with these actors is essential to be updated about progress in term of implementation, challenges, recommendation and required support from Oxfam.
- Act as main focal point between Oxfam and its co-applicant, international partners, and WRTC as well as meeting with donors when required. The candidates is expected to showcase these skills and required documents to handle such tasks are required.
- The role requires strong experience in integrating gender justice principles particularly with WROs, WLOs, and CSOS with a strong focus on gender transformative programming.
- Manage positive and productive relations between the project’s different actors.
- This role would be responsible to work with funding team and program to identify second and third years’ international partners as only first year’s international partner identified so far.
- Has wide knowledge about local constrains and restrictions of WROs and CSOs working in Yemeni context as well as enabler factors to overcome these restrictions to facilitate sustainable capacity strengthening as long-term investment for meaningful participation of local actors at decision-making levels.
KEY RESPONSIBILITIES
- Conduct participatory sessions to map stakeholders needs including WROs, CSOs, and local authorities, ensuring their insights directly inform project’s priorities and lead iterative workshops to test and refine training curricula, operational strategies, and capacity-building approaches in collaboration with stakeholders.
- Aligning project management activities with log frame structures, including developing and tracking indicators, managing data sources, and reporting on impact and outcomes.
- Oversee the development of localized, conflict-sensitive, and gender-responsive training curricula that address the capacity needs identified in participatory assessments.
- Collaborate with local actors to design a business model and resource mobilization strategy for the humanitarian and development studies centre, ensuring alignment with the log frame’s sustainability outcomes.
- Establish and manage structured feedback loops with stakeholders to regularly evaluate progress against log frame targets and adapt project strategies based on findings.
- Use design thinking principles in initial workshops to co-create a shared understanding of the log frame objective, jointly prioritize activities, and collaboratively identify potential risks and mitigation strategies.
- Be responsible to organize kick-off workshop with related Oxfam departments, WTRC, and co-applicant’s employees. Donor’s requirement from programmatic and compliance perspective should be discussed with the co-applicant, WTRC and Oxfam staff during this workshop.
- Track progress against outcome indicators such as board composition, curriculum quality and satisfaction rates, and ensure these are met as per the log frame and facilitates continuous learning reviews to adjust project activities based on real-time feedback from local actors and partners.
- Be responsible to finalize work plan, risk and mitigation matrix, forecast, activities description/Term of reference for Oxfam’s assigned activities as well as provide support to finalize similar requirements for the co-applicant’s and WTRC activities.
- Support on signing sub-agreement with local authorities in the south (Aden) in coordination with liaison department.
- Act as focal point during donor’s monthly/quarterly meeting and be responsible to develop an action point matrix for this project based on these meeting. It is important to share this matrix with related technical department such as advocacy, gender justice, and programme humanitarian coordinator therefore anyone can refer to that matrix in time of either annual or emergency leave of the coordinator.
- Be responsible to finalize donor’s narrative reports and working with finance department to finalize financial reports as well. s/he shall coordinate with co-applicant, WTRC, and international partners to receive their narrative and financial reports as per a signed letter of agreement between Oxfam and them.
- Work closely with HST-LHL’s project coordinator to ensure smooth coordination for reporting to SDC.
- Support in development of training courses working closely with the co-applicant, WTRC, and the international partners using “Taking the Lead” approach with close coordination of targeted WROs and CSOs in operational, institutional and technical areas.
- Lead on publishing research/policy paper with support from advocacy and campaigning department and coordination with the co-applicant during the project’s lifetime.
- Any other tasks proposed by line manager.
The ideal candidate should meet the following requirements:
Essential
- Proficiency in applying design thinking methods, including stakeholder engagement, identification, prototyping, and iterative improvement, in complex humanitarian contexts.
- Demonstrable experience in applying conflict-sensitive approaches in project design, implementation, and evaluation ensuring interventions mitigate potential conflict drivers and enhance social cohesion.
- Ability to conduct conflict analysis to identity key risks, power dynamic, and stakeholder relationships, ensuring that project activities are responsive to the local context.
- Experience in developing and delivering (facilitating) training or capacity-building program that incorporate conflict-sensitive practices, particularly in humanitarian or development settings.
- Experience in capacity strengthening programmes and preferably with SDC projects’ background.
- Strong capacity to lead and facilitate participatory process, ensuring diverse voices – particularly women and marginalized groups – are central to project decision-making.
- Proven ability to operationalize log frame framework by aligning project activities with indicators, verifying data sources, and ensuring the achievement of outcomes.

Le conseiller en économies justes garantira le soutien à l'intervention humanitaire en RDC. Il évaluera et favorisera les liens avec les partenaires stratégiques. Il dirigera les programmes relatifs à la résilience des droits et au lien entre les droits, les partenariats transformateurs, ainsi que la qualité, l'apprentissage et la responsabilité des programmes. Le conseiller en économies justes veillera à ce que le programme national en RDC travaille en étroite collaboration avec les campagnes mondiales d'Oxfam et y contribue, en s'assurant qu'Oxfam donne aux populations de tout le continent les moyens d'agir contre les inégalités, le changement climatique et pour la justice de genre.
Le conseiller en économies justes travaillera en étroite collaboration avec les responsables thématiques des programmes et dirigera de nombreux domaines tels que le climat, le genre et la justice économique, le monde numérique émergent, entre autres. Il aura des compétences dans ces domaines thématiques spécifiques liés aux objectifs stratégiques mondiaux et aux thèmes horizontaux. En outre, la qualité des programmes sera également un domaine clé du soutien. Le conseiller en économies justes favorisera les partenariats et alliances stratégiques afin de mener à bien le programme commun et d'avoir une influence et un impact à grande échelle.
OBJECTIF DU POSTE :
Le conseiller en économies justes, en coopération avec les autres responsables de piliers, veillera à la conception et à la mise en œuvre du programme « Lutter contre les inégalités » d'Oxfam RDC, qui comprend la citoyenneté active, l'agriculture et les systèmes alimentaires, la justice fiscale, les industries extractives et la prise en compte de la dimension de genre. Le titulaire du poste garantira l'approche intégrée et la cohérence (synergie) de l'ensemble de notre travail, ainsi que des piliers « Justice de genre », « Gouvernance responsable » et « Justice climatique ». Ce poste consistera à diriger l'équipe vers une approche intégrée dans laquelle les membres chargés des politiques et du plaidoyer recueillent des informations sur le travail sur le terrain auprès des partenaires, d'Oxfam et des collègues sur le terrain, et partagent des analyses, des informations et des expériences qui, collectivement, apportent une valeur ajoutée aux politiques, au plaidoyer et à la communication.
Le conseiller en économies justes veillera à la bonne mise en œuvre de la stratégie sur le terrain. Pour ce faire, il travaillera avec nos partenaires, nos réseaux, nos bénéficiaires et d'autres parties prenantes en dirigeant des recherches et en facilitant la coordination, la formation et le plaidoyer sur toutes les questions liées aux économies justes, telles que l'agriculture, les systèmes alimentaires, les industries extractives, la justice fiscale et les inégalités, entre autres.
ESSENTIELLES :
- Formation : Master en économie, sciences sociales, droit international ou dans un domaine connexe des sciences humaines axé sur les inégalités.
- Au moins 7 ans d'expérience dans l'élaboration et la gestion de stratégies de programmes aux niveaux national et régional.
- Expérience avérée dans la gestion de programmes et de travaux de plaidoyer sur les économies justes et les inégalités au niveau continental ou multinational.
- Expérience et compétences en gestion de projets et en recherche, capacité à travailler efficacement avec les décideurs politiques, les gouvernements, les bailleurs de fonds et la société civile.
- Maîtrise de la communication (écrite et orale) en français et dans d'autres langues, en particulier l'anglais, fortement souhaitée.
- Capacité et volonté de voyager fréquemment dans des régions éloignées et touchées par des conflits, parfois pour des périodes prolongées.
- Bonne compréhension du contexte politique national et international en matière d'économies justes et d'inégalités, avec une attention particulière pour l'agriculture et les systèmes alimentaires, et bonne connaissance des industries extractives.
- Expérience de travail avec les communautés locales et de partenariat, et connaissance des économies justes, des inégalités et des industries extractives avec les gouvernements de la RDC et leurs politiques dans ce domaine.
- Leadership transformateur qui crée les conditions permettant à chaque personne de se développer et de donner le meilleur d'elle-même. En outre, il faut démontrer la capacité à gérer des équipes multidisciplinaires, même lorsqu'elles sont éloignées ou liées par des liens fonctionnels.

- To carry out food security assessments and surveys amongst emergency affected populations to advise on appropriate EFSL programming
- To Lead, develop and provide technical input to the implementation of the Food security and climate resilience programme
- Provide regular updates on the overall food security and livelihoods situation, including areas of food access & availability, food aid, market access, coping strategies, livestock and agriculture.
- Provide on-going food security and livelihood updates to link in to any South Sudan programme advocacy strategy and messages on chronic food insecurity and long-term programming.
- Ensure support to help kick start the intervention through support in developing new proposals (including the budget and log frame) and setting up of implementation and activity plans.
- Monitor the changing external environment within the programme area as it relates to the extent of cash programme. This can include interventions such as food security monitoring and surveillance, markets and price monitoring, cash-based activities (cash transfers, CFW, vouchers), general food distribution (targeting, distributions systems ration planning, monitoring), market-based interventions, agriculture or livestock support.
- Establish a framework for documenting learning from all the livelihood activities, so as to contribute towards organisational learning within Oxfam GB in a chronically food insecure environment.
- Support the EFSVL team leader as required.
- Produce regular reports and contribute donor final report on food security and livelihoods activities.
- Ensure effective communication systems are maintained between the food security/livelihoods team and other units’ logistics, finance, WASH within the programme.
- Represent Oxfam GB at certain meetings involving local government and sector ministries at state level
- Ensure adequate technical support to the food security/livelihoods and monitoring staff.
- Stand in for the EFSVL TL in his/her absence.
Ensure coordination and avoiding duplication with other EFSVL actors present in the area and ensure that cash transfer programmes are in line with donor policies and procedures
- Identify and assess the capacity needs of EFSL staff and counterparts involved in the programme, plan and implement capacity building activities.
- To carry out training and build the capacity of Oxfam staff and partners in emergency food security and vulnerable livelihoods programming (monitoring, targeting, response analysis, implication of cash-based programming, market analysis, etc.), as an integral part of assignments.
- Ensure mainstreaming of gender and protection into livelihoods programming by increasing knowledge of the staff, through gender and protection sensitive programme activities and community structures, this is done through working closely with gender staff
- Ensure that empowering approaches to working with the communities and counterparts are incorporated in the programme and clear visions for exit strategies planned from onset.

Oxfam is looking for Monitoring, Evaluation, accountability and Learning (MEAL) Officer.
The Women Leading Durable Solutions (WLDS) project is initiative to increased empowerment of women and girls in all their diversity, with regards to rights, access and control of resources and decision-making power, particularly in Rakhine State. The project has been working with difference community members, WASH groups, women rights organizations and provided skills trainings, livelihoods support, sanitation and hygiene WASH and protection activity.
The MEAL Office will be work closely with MEAL coordinator -OxSI, MEAL Coordinator-WLDS, Programme Coordinator-WLDS, Oxfam Programme Quality and Impact Team to ensure accountability and transparency in program implementation in field.
The MEAL Officer will play key role to collect CFM data, entry CFM case tracker in template and report back to MEAL Coordinator-WLDS, Field Coordinator and in a collaboration with OxSI MEAL team. This role will be strengthening community engagement, promote inherence to humanitarian standards, and enhance program quality through continuous feedback loops. Ultimately, the MEAL officer serves as a vital link between the program and the affected population, ensuring that voices from the ground inform decision making and service delivery.

- Collect and record community feedback, complaints, and suggestions accurately in logbooks or digital tools.
- Ensure timely data entry of all feedback into the CFM system/database.

- Prepare simple regular reports on feedback received, actions taken, and any challenges faced at the community level.

The "Care Connect: Action for care workers in the Philippines and Indonesia" project, spearheaded by Oxfam in partnership with six (6) local organizations, is a four-year initiative designed to transform gender dynamics and improve the lives of women and girls in these countries. The project aims to enhance empowerment, socioeconomic well-being, and the enjoyment of rights among women and girls. This initiative addresses the multifaceted challenges of care work, which includes both unpaid and paid domestic care tasks. Despite the critical role of care work in human well-being and economic sustainability, it remains undervalued and poorly compensated, with significant issues such as child labor and gender-based violence being rampant, particularly in East and Southeast Asia. The Care Connect project emphasizes the need to recognize, redistribute, and reduce unpaid care work while ensuring decent work and fair wages for paid care workers. It also promotes representation, social dialogue, and collective organizing and bargaining for DCWs, drawing on the International Labour Organization's "5R framework."
Care Connect's approach is deeply rooted in feminist and gender-transformative principles, aiming to dismantle patriarchal norms and empower women's rights actors and organizations. By integrating human rights, gender, and environmental considerations into its design, the project seeks to address poverty, inequality, and the disproportionate burden of care work on women and girls. The project involves multi- stakeholders, including employers, unions, opinion leaders, and community members, to champion the cause of care workers, specifically domestic workers, barangay health workers, and day care workers. In Indonesia, the project will focus on West Nusa Tenggara and East Nusa Tenggara, while in the Philippines, it will target Mindanao, Luzon, Eastern Visayas, and the National Capital Region for public engagement and advocacy.
To effectively address the challenges related to women’s and girls’ rights, particularly their right to participate in various activities, and to advocate for improvements in the care sector especially domestic, barangay and day care workers (such as policy and program development, changes on wage increases, decent working conditions, social protection, occupational health and safety, and social security for paid care workers), a comprehensive Social and Behavior Change Communication (SBCC) Plan is essential to be developed.
With this, Oxfam Pilipinas is seeking a consultant to develop the Care Connect SBC Strategy to transform social norms around paid and unpaid care work.
The consultant is expected to provide the following services during his/her consultancy period:
- Inception Report - A foundational document providing a preliminary desk review, methodology outline, and direction for formative research. Sets parameters for consultations, work plan, and ethical safeguards.
- SBC Formative research on Care Work in the Philippines
a. Consultation Report - Detailed account of national and regional consultations, participant profiles, and key behavioral insights. Includes an executive summary and visual data presentation for accessibility.
b. Formative Research Report - Expanded evidence-based review of past campaigns, behavioral systems, and media messaging. Builds on the inception report to deepen understanding of care work dynamics. - SBC Strategy - Comprehensive roadmap for advocacy and communication interventions, integrating MEAL and HLS approaches. Defines objectives, strategies, channels, and risk mitigation. The document also outlines the first cycle of communication interventions and indicative campaign activities. Provides materials for pre-testing before full rollout.
- Communication Materials Set - Designed outputs (e.g., posters, social media content, toolkits) aligned with the SBC Strategy. Tailored to resonate with diverse stakeholders in the Philippines and will be packaged as knowledge products.
a. Pre-testing Report - Captures feedback from target audiences on clarity, cultural relevance, and resonance of materials. Ensures refinement before implementation.
b. Refined Campaign Materials - Finalized communication products adjusted based on pre-testing results. Ready for deployment in SBC interventions (advocacy and community engagement).

WASH PROJECT MANAGER – RÉPONSE EBOLA
RESPONSABILITES PRINCIPALES: (Leadership stratégique pour la réponse Ebola)
- Assurer le leadership technique et apporter son expertise dans le cadre des activités liées à l’eau, à l’assainissement et à la prévention et contrôle des infections (PCI) dans la phase de résilience post-épidémique d’Ebola, notamment en supervisant le personnel, en travaillant avec les communautés, en renforçant les capacités du personnel de santé et en planifiant et mettant en œuvre des activités conformes aux standards PCI/OMS.
- Collaborer autant que possible avec : le ministère de la Santé Publique, l'OMS, l'UNICEF, les autorités locales, les partenaires de mise en œuvre, ainsi qu’avec les leaders communautaires et les organisations de la société civile impliquées dans la surveillance, la prévention des risques et la résilience post-épidémique.
- Lancer la mise en œuvre de nouvelles activités WASH/PCI en collaboration avec les équipes techniques d’Oxfam et des partenaires, en veillant à fournir aux formations sanitaires et aux communautés les outils, infrastructures et compétences nécessaires pour maintenir un niveau élevé de préparation et réduire les risques de transmission.

- En tant que responsable de la base avancée d’Oxfam à Bulape, le/la titulaire du poste assure la gestion opérationnelle quotidienne de la base, y compris la supervision de la logistique, l’appui administratif nécessaire aux activités, la planification des mouvements du personnel et des biens, ainsi que la coordination avec les équipes support basées à Kinshasa. Il/elle s’assure que le fonctionnement de la base respecte l’ensemble des procédures d’Oxfam en matière de sécurité, finance, logistique, ressources humaines et sauvegarde. Le/la titulaire représente Oxfam auprès des autorités locales, des partenaires techniques et des acteurs humanitaires présents dans la zone, garantit une communication régulière avec le Humanitarian Coordinator et veille à ce que les conditions de travail de l’équipe permettent une mise en œuvre efficace et sûre des activités WASH/PCI dans la phase de résilience post-épidémique.
- Formuler des recommandations à long terme, en particulier pour la stratégie de sortie, en reliant les interventions humanitaires à la stabilisation et au renforcement durable du système de santé, en mettant l’accent sur la maintenance des infrastructures, la formation continue du personnel et la gestion locale des risques.
- Travailler avec l'équipe PHP pour assurer une coordination efficace et une intégration cohérente des activités CE/RCCE avec les services WASH et PCI, au niveau des communautés, des ménages et des formations sanitaires.
- Créer des canaux de dialogue entre les intervenants techniques et les populations touchées, afin de garantir que les interventions soient adaptées aux besoins locaux et de permettre à Oxfam d’être tenue responsable de la qualité de la réponse Ebola dans la phase de résilience.
- Formuler des recommandations et assurer une bonne gestion des ressources matérielles et financières liées aux activités WASH/PCI, en coordination étroite avec les partenaires, les autorités et les autres départements d’Oxfam.
- Furnir un soutien technique pour les tests de qualité de l’eau, la préparation et l’utilisation des solutions chlorées, la désinfection, et les bonnes pratiques d’hygiène dans les structures de santé et les communautés.
- Fournir une analyse technique sur la pertinence et la qualité des interventions WASH/PCI déployées dans la phase post-épidémique, et proposer des améliorations lorsque nécessaire.
- Soutenir Oxfam et ses partenaires dans le recrutement, la formation et l’accompagnement des ingénieurs locaux, agents de santé et relais communautaires impliqués dans la prévention et la réponse à Ebola.
- Veiller à ce que les programmes soient conçus et mis en œuvre de manière consultative, participative et sensible au genre, conformément aux principes humanitaires et aux politiques d’Oxfam.
Approche du programme :
- Connaître et respecter les normes humanitaires internationales, notamment le Code de conduite des ONG/Croix-Rouge, SPHERE, les directives PCI de l’OMS, les procédures d'Oxfam International, et veiller à ce qu’elles soient appliquées dans la mise en œuvre des activités WASH/PCI, y compris en sensibilisant et en renforçant les capacités du personnel sur ces normes.
- Garantir la responsabilité envers les bénéficiaires, en concevant et en mettant en œuvre une communication régulière, transparente et bidirectionnelle avec les communautés et parties prenantes, en mettant l’accent sur la participation active des femmes, des jeunes et des groupes marginalisés.
- Réfléchir à l'expérience acquise dans les programmes WASH/Ebola afin de contribuer aux évaluations des apprentissages, de documenter les bonnes pratiques, et de participer activement aux réunions sur la qualité du programme.
- Soutenir l'intégration de la dimension de genre, de protection et d’inclusion dans toutes les activités WASH/PCI et communautaires.
Gestion
- Gérer directement les ingénieurs PHE, officiers PHP et sous-traitants, le cas échéant.
- Fournir un encadrement technique et une gestion quotidienne globale aux équipes WASH/PCI, y compris la gestion de la performance, le coaching, la planification et l’appui opérationnel.
- Veiller à ce que tous les membres de l'équipe maintiennent des relations positives avec les entrepreneurs, les autorités sanitaires, les partenaires, les bénéficiaires et les autres parties prenantes clés.
Coordination
- Participer aux réunions WASH, Ebola, PCI ou RCCE au niveau local, sous-national ou national selon les besoins.
- Assurer une représentation interne et externe appropriée, en partageant régulièrement des rapports d’avancement avec le Humanitarian Coordinator et les équipes concernées.
Compétences techniques, expérience et connaissances essentielles
Le/la candidat(e) retenu(e) possédera :
- Un diplôme universitaire en santé publique, ingénierie WASH, PCI, environnement ou domaine apparenté.
- Au moins 5 ans d'expérience pratique dans les programmes WASH ou PCI dans des contextes humanitaires, idéalement avec expérience dans les réponses aux épidémies à haut risque.
- Une excellente compréhension des directives PCI/OMS et des normes WASH applicables aux structures sanitaires.
- Une expérience avérée dans le renforcement des capacités du personnel de santé, la supervision technique et la gestion de projets WASH.
- Une aptitude confirmée à présenter des rapports concis, reflétant les problèmes techniques et les solutions possibles.
- Une bonne expérience dans l’organisation de formations pour le personnel de santé et les communautés.
- D’excellentes aptitudes à la communication et aux relations interpersonnelles.
- Une bonne compréhension des enjeux de genre, inclusion et participation dans le travail humanitaire.
- La maîtrise du français et du lingala est obligatoire ; le tshiluba constitue un atout.
- La capacité à travailler efficacement sous stress dans un environnement isolé.
- Une lettre de motivation dans laquelle vous mentionnerez le numéro de cette offre ;
