Registered First Line Manager

Hull is at the centre of our growth plan, and this role will play a key role in developing our newly opened services. The key focus of this management role is to lead and be accountable for the safe, effective, and person-centred care services.
You will lead a dedicated support team working with individuals with high acuity, multifaceted needs including mental ill health and challenging behaviours. Working with the quality and PBS team, you will implement specialist behaviour support strategies, using structured behaviour support approaches, effectively managing periods of crisis or escalation, and maintaining a clear focus on reducing restrictive practice.
As the CQC Registered Manager, for supported living and outreach services, the role is accountable for service performance including quality, financial sustainability and trauma-informed care. You will also lead the development of the outreach service to enable growth in the Hull area. Main duties of the job
Person‑Centred Care: Lead the delivery of high-quality, person-centred care that promotes dignity, choice and independence. Maintain oversight of practice, intervene where required to uphold standards, and ensure support remains consistent, responsive and tailored to individual needs, strengths and aspirations.
Support Planning: Lead service-level planning, case management oversight and risk to ensure plans are person-centred, outcome-focused and responsive to changing needs.
People Management: Lead, develop and manage the staff team through effective recruitment, supervision, induction, coaching and performance management, setting the culture for the service and leading by example in values-led, accountable and person-centred practice.
Safeguarding & Risk: Take lead responsibility for safeguarding, risk management, Positive Behaviour Support (PBS), behaviour support strategies, health and safety, and professional boundaries, promoting a culture of professional curiosity to ensure concerns, incidents and safeguarding alerts are recognised, reported, recorded, followed up and escalated appropriately. Maintain a safe environment for individuals and staff, ensuring effective and proportionate responses to complex and unpredictable situations.

Detailed job description and main responsibilities
Partnership Working: Develop and maintain effective relationships with commissioners, health, housing, criminal justice and other external partners to support coordinated, responsive care for individuals with complex needs. Represent the service in multi-agency meetings, lead referrals and escalations as required, and contribute to the development of local pathways, service improvements and strategic partnerships that improve outcomes and manage risk.
Quality & Compliance: Lead on service quality, compliance and governance, ensuring records, support plans and risk assessments are accurate, timely and audit-ready. Take responsibility for ensuring the service remains compliant with CQC registration requirements, is prepared for inspection, and meets all relevant notification and reporting obligations. Oversee audits, spot checks and quality assurance activity, lead the management of complaints, serious incidents and investigations, ensure psychologically informed and trauma-informed approaches are embedded in practice, and use themes and findings to support continuous improvement, organisational learning and best practice development.
Operational Leadership: Provide clear operational leadership across the services, ensuring effective shift coordination, rota management, staffing decisions, communication and service continuity. Respond to operational pressures, maintain service stability, ensure consistency of practice, and take overall responsibility for the day-to-day running of the service.
Financial & Business Management: Be accountable for the efficient use of resources across the service, including staffing, rotas and day-to-day financial oversight. Contribute to the growth and sustainability of the service through effective business planning, occupancy management, strong external relationships and the continued development of high-quality, responsive provision. Ensure staffing levels reflect risk, acuity and service need while supporting stable, effective service performance

- NVQ Level 5 in Leadership and Management for Adult Care
Experience
Essential criteria
- Experience of leading and managing Complex Care services for individuals with complex and multifaceted needs, including mental ill health, autism, learning disabilities and challenging behaviours
- Experience of holding full management accountability for a regulated service, including service quality, compliance, staffing, performance, budget management, and continuous improvement
