We are recruiting a Programme Officer - Digital Economic Empowerment to support the planning, coordination, and delivery of programme activities that improve employment and entrepreneurship outcomes for young women and men with disabilities.

Sightsavers and Mastercard Foundation is partnering with Digital Futures, a bold initiative under the Foundation’s Young Africa Works strategy and Sightsavers’ mission to promote inclusive development. The programme aims to improve access to dignified and fulfilling work for young people with disabilities across Africa, with a strong focus on young women.

Over five years, the programme will enrol 12,200 young people with disabilities, at least 70% of whom will be women and reach over 14,700 others through community engagement. By providing market-relevant digital, IT, and entrepreneurship training, seed funding, and systemic engagement with employers, policymakers, and representative organisations, the programme addresses barriers to inclusion in the digital economy and supports the development of inclusive ecosystems and workforce practices.

Role purpose
We are recruiting a Programme Officer - Digital Economic Empowerment to support the planning, coordination, and delivery of programme activities that improve employment and entrepreneurship outcomes for young women and men with disabilities. The role focuses on strengthening participants’ access to in-demand IT skills, employability competencies, and practical entrepreneurship capabilities, working closely with implementing partners and ecosystem stakeholders to deliver results on time, within scope and budget.

Responsibilities

In this role you will:

  • Provide technical support to partners delivering digital economy training modules across academy pathways.
  • Coordinate set-up and effective functioning of IT academies in line with organisational standards and project objectives.
  • Develop and track implementation plans, timelines, deliverables and budgets; ensure quality and donor compliance.
  • Mobilise and support participants through progression so learners complete training successfully.
  • Engage government, private sector, civil society and digital ecosystem actors to strengthen inclusive employment pathways.
  • Support MEL by collecting, verifying and reporting programme data; contribute to learning, case studies and success stories.
  • Provide financial/administrative support including purchase requests, budget preparation/tracking and partner financial compliance follow-up.
  • Identify and escalate operational/contextual risks; support safeguarding, data protection and do-no-harm in all activities.

Skills and Experience

Person specification (essential)

  • Bachelor’s degree in economics, development studies, information systems, business administration, public policy (or related field) or equivalent experience.
  • Demonstrated capability to support programme/project implementation (e.g., digital economy, digital skills, entrepreneurship, financial inclusion, youth employment, or related), evidenced through delivery responsibilities shown on your CV/application.
  • Experience supporting donor-funded and/or multi-partner programmes, including planning, budgeting, scheduling and reporting.
  • Familiarity with Ghana’s digital economy landscape and barriers faced by persons with disabilities.
  • Proven stakeholder engagement with government, private sector, NGOs/OPDs, training institutions and other ecosystem actors.
  • Strong coordination, communication and analytical skills; confident using data for reporting and decision-making.
  • Commitment to inclusion, safeguarding and ethical standards; ability to work with minimal supervision.
  • IT proficiency (Excel, Word, email and familiarity with an accounting package).
  • Desirable: Experience in ICT/digital skills training ecosystems (tech hubs, academies, platforms); awareness of emerging digital workforce trends (AI, digital marketing, e-commerce, coding, gig work); experience in accessibility-focused programming and/or assistive technologies.
