Manager, Country IT (and Asset Management)
JOB SUMMARY
The Manager, IT and Asset Management’s role is to plan, implement, and streamline Information Technology (IT) operations, and will have the overall responsibility for asset management in the country mission. This position is responsible for the supply, setup, and maintenance of the existing communications and computer systems, and the development of new systems to improve data exchange, collection for programs, operations/logistics, and finance. This role works closely with country management and other departments to identify and recommend cost-effective technology solutions for all aspects of the country mission and for asset management.

MAIN TASKS AND RESPONSIBILITIES
Management and Technical support
• Support and oversee the day-to-day implementation of all IT programs in central and field sites.
• Provide constructive technical supervision to the Country teams and conduct regular field visits as per Country Leadership request.
• Ensure that the IT equipment standards are enforced in the country and respected during the procurement process.
• Monitor daily operations, including server hardware, software, and operating systems, and maintain quality service by establishing and enforcing the organization’s standards.
• Provide backup support to all offices in the country mission during the absence of the IT team.
• Responsible for designing, setting up, and regularly maintaining a server network within the office with local and remote access for, but not limited to, file sharing and back up purposes.
• Responsible for training and supporting end-users with computers, printers, mobile devices, and any other IT devices as necessary.
• In a proactive manner, initiate and contribute to assessments/reports of existing IT systems and advise on corrective measures to be undertaken.
• Responsible for identifying qualified outsourced IT services and utilizing such whenever necessary in a reasonable and ethical manner.
• Serves as the focal point to find solutions for the electricity and internet access in the country with a close follow up with the Security and Logistics leadership.
• Manage the deployment, monitoring, maintenance, upgrade, support, backup, and recovery of all IT systems at country mission sites, including servers, networking, firewalls, computers, hardware/software, peripherals, and telecommunications.
• Manage country mission computer hardware/software, infrastructure assets, and communications equipment.
• Ensure all network, server, and computer components are maintained to industry best practices and provide recommendations.
• Maintain working proficiency of all hardware and software to enable maximum utilization of IT resources.
• Address and resolve internal technical support tickets.
• Create and maintain current system documentation.
• Liaise with HQ IT teams to ensure timely delivery of service and resolution of issue escalation.
• Resolve work orders in a timely and expeditious manner to ensure end-user satisfaction.
• Responsible for training and supporting staff with computers, printers, mobile devices, and various others.
• Always follows HQ IT Department policy and procedures.
• Educate staff on policy and procedures.
• Contribute to the creation of a positive image and overall credibility of the organization, notability through the application of the organization Code of Conduct, ethics, values, and standpoint with regard to internal and external actors.
Assessment, Procurement and Setup
• Identifies gaps, proposes solutions, and participates in the procurement of communications and computer related materials.
• Receive each newly purchased computer and ensure its standard configuration (network available,
printers’ drivers, photo compression software, minimum software, Outlook e-mail configuration).
• Set up radio base installations on site, and trains radio operators when needed.
• Remain updated on newly released software, propose improvements, and advise on the procurement of materials.
Maintenance
• As necessary, troubleshoot computer problems remotely, using all communication means available.
• When needed, visit field sites to carry out repair and maintenance of damaged equipment.
• Receive damaged computers and other equipment and carry out maintenance of hardware and software in a timely manner.
• Receive damaged communications equipment and complete hardware maintenance in a timely manner.
Systems
• Set up “easy to maintain” and flexible network in each site.
• Set up shared printers in each site.
• Set up automatic backup systems in each network.
• When applicable, set up Fingerprint in each site.
• When applicable, set up and assist with CCTV systems for offices and other locations as requested.
Asset Management
• Responsible for monthly check on all the asset and inventory list items.
• Maintain a list of all inventory items and update it on monthly basis in all the offices.
• Receive all new assets, record the necessary information (Serial number, Model) and add it to the Asset List/ Inventory List.
• Ensure that all assets and attractive items are recorded in the Asset List and kept up to date.
• Reconcile monthly, based on information generated through automated Cognos reports that all purchased assets have been logged into the Asset List and financial information is accurately recorded per corresponding voucher backup documents.
• Reconcile monthly, based on information provided by program and country management that any donated assets or attractive items provided as a loan are recorded in the Asset List.
• Ensure that all assets and attractive items are assigned to an eligible custodian, which is an active employee.
• Responsible for documented handover to/from custodian, in coordination with relevant departments (i.e., HR for newly hired staff/termination).
• Control accuracy of Asset List information, status, and custodian on a regular basis
• Initiate requests for asset maintenance where required.
• Initiate request for appraisal and disposal of unusable items whenever reported.
• Supervisor the country asset officer in managing the asset list for the mission.
• Initiate appraisal of item requiring repair and follow up until item is fixed.
• Inform management of need for item disposition (when identified)
• Ensure item disposals are approved and documented, documentation shared with Logistics Desk team.
• Provide asset related reports and review inventory report draft for accuracy.
• Organize spot checks and full inventory with support of asset focal points.
• Report to management any items identified as missing/lost, for investigation (when reasons are not known)
• Train Asset Focal Point and staff conducting controls over assets.
• Review list of items for insurance claim together with Logistics department prior to claim submission and ensure claims have accurate asset related data.
• Report to Logistics any risks or issues identified in relation to asset management.
Security
• Ensure that IT policy and best practice are implemented and developed in all mission sites including the respect of the local regulation.
• Maintain quality service by establishing and enforcing organization standards.
• Report any breaches of policy and disciplinary issues in coordination with the Country Logistics and Security Departments.
• Identifies opportunities for team training and skills advancement.
