Interim Senior Safeguarding Manager

Our vision is for safe and effective nursing and midwifery practice across the four countries of the UK – regulated and supported by the NMC – a fit for the future organisation, with fairness and equity at the heart of everything we do.

Our role is to protect the public and maintain confidence in the nursing and midwifery professions. As the largest independent regulator in Europe of more than 860,000 nursing and midwifery professionals, we have a crucial role in making this a reality.

We do this by setting and promoting high education and professional standards for all future and registered nurses and midwives in the UK and nursing associates in England.

We also ensure every nurse, midwife and nursing associate on our Register meets clear standards of conduct and practice which protects the public and the reputation of our professions.

We have a duty to investigate concerns and to take steps to protect the public in the relatively rare instances where we need to limit or restrict a nurse, midwife or nursing associate’s right to practise.

We are building a new NMC with integrity, fairness, respect, equity and effectiveness at its core.

We are determined to improve and modernise our culture and ways of working. This will ensure that the public and professionals feel confident in our work.

About the team

This role is offered on an initial fixed term contract until 30th April 2027.

Safeguarding is at the heart of everything we do. As the regulator of more than 850,000 nursing and midwifery professionals across the UK, we have a responsibility not only to protect the public through our regulatory functions, but also to safeguard the wellbeing of everyone who comes into contact with us.

Our Safeguarding Team plays a critical role in ensuring that vulnerable adults, children and young people are protected, that risks are identified and managed appropriately, and that safeguarding is embedded throughout the organisation. Working across all areas of the NMC, the team provides expert advice, drives organisational learning, supports complex decision-making and helps ensure we meet our legal and regulatory obligations.

This is a highly visible team, working on some of the most sensitive, complex and high-risk issues encountered by the organisation. We influence decision-making at the highest levels, support colleagues managing challenging situations and help shape how safeguarding is understood and delivered across the NMC.

Your role & impact

Your role & impact

This is an opportunity to provide safeguarding leadership in an organisation where public protection is our core purpose.

As Senior Safeguarding Manager, you will lead the day-to-day operational delivery of safeguarding across the NMC, ensuring that safeguarding is embedded into organisational decision-making, regulatory processes and culture. You will provide expert advice and oversight on some of the most complex safeguarding concerns encountered by the organisation, often involving significant risk, vulnerable individuals and sensitive circumstances.

You will drive the delivery of the Safeguarding Hub, ensuring that safeguarding concerns are identified early, risks are assessed effectively and appropriate action is taken to protect those who may be at risk of harm. Working closely with colleagues across Fitness to Practise, Public Support Services, Professional Support and Engagement, Legal Services and other functions, you will help ensure that safeguarding expertise informs decision-making across the organisation.

You will be accountable for providing specialist advice on high-risk and complex safeguarding cases, making difficult decisions where there may be competing considerations, significant organisational risk or potential impact on public protection. You will also work directly with safeguarding partners and statutory agencies to ensure concerns are escalated appropriately and robust action is taken where required.

Beyond individual cases, you will play a pivotal role in shaping and delivering the NMC's safeguarding ambitions. You will identify emerging themes and risks, lead strategic improvement initiatives, oversee quality assurance activity, contribute to organisational learning and support the implementation of an ambitious safeguarding work programme.

As a senior leader within the safeguarding function, you will manage and develop safeguarding colleagues, deputise for the Head of Safeguarding when required and represent the NMC at internal and external meetings, case conferences and stakeholder forums.

The impact of your work will be felt across the organisation, helping to strengthen safeguarding practice, reduce organisational risk and ensure that vulnerable people remain protected throughout their engagement with the NMC.

What you'll bring

You will be an experienced safeguarding leader with the expertise, credibility and confidence to influence at senior levels and navigate complex safeguarding challenges.

You will bring:

  • Significant senior-level experience within safeguarding, health, social care, regulatory or related environments, providing expert advice on complex and high-risk safeguarding matters.
  • Extensive knowledge of safeguarding legislation, statutory guidance and multi-agency safeguarding arrangements, together with a strong understanding of how safeguarding operates within complex organisational settings.
  • Proven experience of managing sensitive, high-profile safeguarding concerns, balancing risk, evidence, legal considerations and stakeholder perspectives to achieve the right outcomes.
  • Strong leadership and influencing skills, with the ability to build trusted relationships and provide credible challenge to senior leaders, internal colleagues and external partners.
  • Excellent analytical and decision-making skills, with the ability to identify emerging risks, trends and opportunities through the interpretation of complex information and data.
  • Experience of leading organisational improvement, quality assurance, audit or assurance activity to strengthen safeguarding practice and organisational learning.
  • A commitment to equality, diversity and inclusion, ensuring safeguarding approaches are person-centred and responsive to the needs of diverse communities.
  • Professional courage, integrity and resilience, with the confidence to raise concerns, challenge poor practice and champion safeguarding in complex and sensitive situations.

Most importantly, you will be passionate about protecting people from harm and ensuring that safeguarding is embedded in everything we do. You will bring the leadership, expertise and determination needed to help create a safer organisation for everyone who comes into contact with the NMC.
