Our role is to protect the public and maintain confidence in the nursing and midwifery professions. As the largest independent regulator in Europe of more than 860,000 nursing and midwifery professionals, we have a crucial role in making this a reality.
We do this by setting and promoting high education and professional standards for all future and registered nurses and midwives in the UK and nursing associates in England.
We also ensure every nurse, midwife and nursing associate on our Register meets clear standards of conduct and practice which protects the public and the reputation of our professions.
We have a duty to investigate concerns and to take steps to protect the public in the relatively rare instances where we need to limit or restrict a nurse, midwife or nursing associate’s right to practise.

About the team
The Operational Change, Quality and Improvement team sits at the heart of the Transformation and Technology Services directorate, acting as a centre of excellence for delivering meaningful, organisation-wide change.
Bringing together expertise in process design, quality assurance, continuous improvement and change management, the team works hands-on with operational areas to solve complex business challenges. By combining deep operational knowledge with strategic thinking and innovation, the team ensures that transformation is not only well designed, but effectively delivered and embedded.
The team plays a critical role in shaping the future of regulatory operations—improving timeliness, quality and user experience, while ensuring systems and processes are efficient, scalable and fit for the future.
Your role and impact
As Head of Transformation Design Authority, you will play a pivotal role in safeguarding the integrity and coherence of transformation across regulatory operations.
You will establish and lead a design authority that ensures all transformation activity aligns with strategic objectives, design principles and the wider change landscape. Acting with delegated authority, you will provide oversight and final sign-off on key design decisions, ensuring consistency, standardisation and long-term sustainability.
Working at the intersection of people, process and technology, you will lead the design of future-facing operating models, systems and ways of working—including the implementation of a new case management system. You will collaborate with senior stakeholders, operational teams and technical partners to shape innovative, data-driven solutions that improve performance and outcomes.
A key part of your impact will be bringing people with you—engaging, influencing and inspiring teams to embrace new ways of working. You will champion innovation, challenge the status quo and ensure that transformation is both ambitious and achievable.
This is a highly visible leadership role where your decisions will directly influence organisational effectiveness, regulatory outcomes and public protection.
What you’ll bring
You are an experienced senior leader with a strong track record of delivering complex transformation in high-stakes environments. You bring both strategic insight and hands-on delivery expertise, with the confidence to make difficult decisions and the judgement to balance risk, pace and quality.
You will bring:
- Proven leadership and influencing skills, with the ability to engage senior stakeholders, build alignment and create an inclusive, high-performing culture.
- Strong analytical and problem-solving capability, able to interpret complex information, apply evidence-based approaches and translate business needs into effective system and process designs.
- Deep experience of leading large-scale transformation, including designing operating models, implementing new systems and embedding sustainable change.
- Subject matter expertise in regulatory or casework environments, with a strong understanding of professional regulation, safeguarding and quality standards.
- A commitment to continuous improvement, innovation and learning, with the resilience and adaptability to operate effectively in ambiguity and drive change at pace.
- High levels of integrity, professionalism and sound judgement, with a strong commitment to fairness, inclusion and public protection.

Additional Information
The role you are applying for is a flexible role, and whilst you will be posted initially to a team, this may require movement between teams as the flow of work dictates. You will of course understand that this flexible approach enables us to provide the best possible service to our registrants and reach the outcomes to our cases quickly and within a reasonable timeframe. This will not change your terms and conditions and will be discussed with you prior to you taking up the post.
We are currently working to a policy of office attendance for two days per week with the rest of the time working from home. Before submitting your application, please ensure you are able to commit to working in one of our office locations twice per week. If you are applying for a part-time role, please pro-rata office attendance based on the number of days you would be working.
Our Pay Policy
It is expected that staff new to the NMC will ordinarily be appointed to the bottom of the relevant pay band. However in exceptional circumstances, it may be possible to offer a salary above the bottom of the relevant pay band but we may request proof of current earnings. Please note that we offer an annual review of salaries and adopt a generous progressive pay approach. Further details of which are available on request.
