Head of Property Services

We are seeking a Head of Property Services to drive excellence in maintenance delivery, statutory compliance, and health and safety – ensuring our environments consistently support the wellbeing of residents and staff.
Role Purpose
To lead and manage all responsive, cyclical, and planned maintenance across the Phoenix Futures property portfolio including Housing and Registered Care Homes in England and Scotland.
You will ensure all properties are safe, compliant, and well maintained, while delivering high-quality maintenance services and driving contractor performance. The role is responsible for statutory compliance and for embedding effective health and safety systems, processes, and culture across the organisation.
Reporting into this role are two Maintenance Managers, providing operational leadership across England and Scotland, and a Health and Safety Manager responsible for day-to-day assurance. You will ensure consistent standards, strong service delivery, and a unified approach across all sites.
Working closely with colleagues across all directorates, you will align property services and health and safety practices with operational needs. This will support the delivery of safe, effective environments for both residents and staff, while contributing to the wider asset management strategy.

Person Specification
Essential Criteria:
- Substantial experience in maintenance, property, or asset management within housing, construction, or a similar sector
- Strong knowledge of health and safety legislation and compliance requirements
- Proven ability leading teams, managing contractors, and driving high-quality service delivery
- Experience of managing geographically dispersed teams or services across multiple regions
- Knowledge of Maintenance and Health and Safety systems
- Excellent organisational and problem solving skills
- Strong communication and stakeholder engagement skills
- Experience managing budgets, resources, and service planning in a cost-effective way
- Background in social housing or housing association sector
- Ability to travel regularly between multiple sites (a full UK driving licence is desired for this role)
Qualifications:
- Relevant qualification in construction, property, or building maintenance (e.g. HNC/HND or equivalent)
- Health & Safety qualification (e.g. NEBOSH General Certificate or equivalent)
Desirable:
- Membership of a relevant professional body (e.g. IOSH, RICS, CIOB)
- Knowledge of asset management systems

Interview Process
We will hold a 2-stage interview process - a first stage Teams call to understand applicant’s aspirations for the role. Following further shortlisting, we will arrange second stage in person interviews, venue to be confirmed in early July. We will also have a psychometric test as part of our second stage interview.
