1. BACKGROUND TO THE ASSIGNMENT:

The IMC M&E Team is responsible for conducting surveys and other data collection activities to meet the requirements of various grants. These activities play a critical role in monitoring program performance, evaluating outcomes, and ensuring compliance with donor expectations. Enumerators are a key part of this process, as they support data collection efforts through fieldwork and other methods, enabling the team to gather accurate and reliable information.

 

2. PURPOSE OF THE ASSIGNMENT:

The purpose of this “Terms of Reference” is to outline the scope of work for recruiting enumerators to support data collection activities. Enumerators will be engaged on a consultancy basis to collect data as needed, ensuring the successful implementation of surveys and other data collection efforts during the consultancy period.

 

3. SCOPE OF THE ASSIGNMENT:

The Consultant will serve as an enumerator for project activities in Lebanon. The following tasks are expected to be completed during the consultancy:

  • Training Attendance: Participate in training sessions to understand the survey objectives, context, and data collection process, including timelines and methodologies.
  • Survey Implementation: Conduct surveys (remote or on-site) as required, ensuring respondents' answers are recorded accurately and comprehensively.
  • Data Accuracy: Ensure the correct number of respondents surveyed is accurately captured and reported to the designated M&E Senior/Officer or Assistant.
  • Data Management: Accurately document completed or attempted surveys on the provided Excel sheet templates.
  • Issue Reporting: Promptly report any issues or challenges encountered during data collection to the M&E Senior/Officer or Assistant for resolution.
  • Confidentiality Adherence: Maintain strict confidentiality of all information shared by respondents throughout the data collection process.
  • Additional Tasks: Perform other duties (including, but not limited to, data entry, etc.) as needed within the consultancy period to support data collection activities.

4. DELIVERABLES DESCRIPTION:

The consultant will deliver the following outputs, aligned with the tasks outlined in Section 3. The specific due dates will depend on the agreed timelines for each monitoring activity and project. An annex may be added to this Scope of Work, if necessary, to specify the detailed schedules.

4.1. IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES

  • Deliverable Oversight: The enumerator will work under the supervision of the Senior/M&E Officer or Assistant, who will provide the necessary guidance and resources to complete the deliverables.
  • Training and Preparation: Training sessions will be conducted prior to the commencement of data collection to ensure the enumerator is familiar with the survey tools, methodologies, and project context.
  • Data Collection:
    • Remote Surveys: Enumerators will conduct surveys using IMC-provided phones, tablets and data collection software (KoBoTool Box). Specific schedules and deadlines will be communicated for each monitoring activity.
    • On-Field Surveys: For fieldwork, enumerators will be assigned specific locations and timelines, and will conduct surveys using IMC-provided phones, tablets and data collection software (KoBoTool Box). Specific schedules and deadlines will be communicated for each monitoring activity.
  • Documentation and Reporting: Enumerators will submit daily progress updates to the Senior/M&E Officer or Assistant, including completed surveys and the updated Excel sheet templates.
  • Review and Approval: Submitted deliverables will be reviewed by the M&E team to ensure accuracy and completeness before payment approval.

5. FUTURE PHASES (IF ANY)

 

This assignment is a stand-alone consultancy for the specific data collection activities outlined in this Scope of Work. Its implementation does not commit International Medical Corps to further expenditures for goods or services beyond the consultancy period.

 

If additional data collection activities are required in the future, an annex or memo will be developed to specify the scope, deliverables, and associated costs.

6. TRANSFER OF SKILLS (IF ANY)

During the assignment, the consultant will gain practical experience in survey implementation, data collection techniques, and adherence to confidentiality and ethical guidelines. This will include:

  • Training Sessions: Comprehensive training will be provided on survey tools, data collection methodologies, and the use of IMC-provided tablets and software.
  • On-the-Job Experience: The enumerator will develop skills in interacting with respondents, recording accurate data, and addressing field challenges.
  • Knowledge Sharing: Enumerators will have opportunities to engage with the M&E team, gaining insights into data management and reporting processes.

Consultant Specifications

To perform this consultancy successfully, an individual must be able to perform each task with or without reasonable accommodation.

 

Education Requirements:

  • Currently enrolled in an undergraduate or graduate program in a health-related field or a closely related academic discipline or possessing an equivalent educational background.

 

Experience Requirements:

  • Experience in data collection, surveys, or monitoring and evaluation activities.
  • Familiarity with data collection tools such as KoBoTool Box, ODK, or similar platforms.
  • Experience in fieldwork and engaging with diverse populations is preferred.

 

Technical Expertise:

  • Experience in using tablets and mobile data collection applications.
  • Basic knowledge of Excel for data entry and reporting.
  • Understanding of confidentiality and ethical considerations in data collection.

 

Soft Skills:

  • Strong communication and interpersonal skills for engaging with respondents.
  • High attention to detail and accuracy in recording responses.
  • Ability to handle challenges in the field.

 

Additional Mandatory Requirements:

  • Possessing a Ministry of Finance (MoF) number is mandatory for all candidates.
  • Selected candidates who do not have an MoF number will be requested to acquire one. Selected candidates will be advised to acquire one under the "self-employed profession - مھنة حرة" classification after selection.
  • Selected candidates will be added to a roster and contacted to confirm their availability whenever a monitoring activity is required.

  1. Payment

Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost.

  • The proposed payment schedule for this assignment (total budget) is based on the number of days worked, provided the assigned minimum survey targets are achieved. Payments will follow the rates outlined below:
    • _2,685,000_ LBP per day for remote work
    • _3,132,500_ LBP per day for fieldwork
  • To be paid on a monthly basis, following the end of each month.
  • International Medical Corps shall pay the Consultant at a daily rate of $30 for remote work and $35 for fieldwork.
  • Minimum hours per day: ____6 hours__ and Maximum hours per day: ___8 hours___

Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.

 

 

  1. TITLE RIGHTS

International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant. 

 

  1. INSURANCE

Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate.  Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees

 

  1. TAXATION

International Medical Corps undertake no liability for taxes, duty or other contributions payable by the consultant on payments under this contract. 

 

  1. TERMINATION OF CONTRACT

Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party. 

The period of notice shall be 5 days in case of contract less than 2 months duration and 30 days in the case of contracts for longer periods; provided however that the in the event of termination on the grounds of misconduct or the in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice.

 

In the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
