Community Engagement Officer- Maternity Cover

OBJECTIVE

To build strong community awareness, active participation, and ownership around solid waste management and recycling activities, reducing public health risks and environmental impact, and contributing to a life with dignity for vulnerable people in the community.

Support the community in the designated area to manage SWM provision and access to SWM services. Build the capacity of adults and children to mitigate environmental related diseases, and provide a link between the community and Oxfam's SWM/Climate Justice program, ensuring the community has the opportunity to input, participate, and provide feedback on implemented activities. Build the capacity of Community Engagement Assistants and Incentive-Based Volunteers (IBVs) to deliver a high-quality program that is responsive to the needs of the community at Area level.

ROLES & RESPONSIBILITIES

The Community Engagement (CE) Officer will oversee CE field activities, including management of CE Assistant(s) and paid volunteers, to support SWM provision and activities in Azraq and Zaatari refugee camps. The CE Officer will initially be deployed to Azraq Camp on a full-time basis, and will subsequently transition to Zaatari Camp to cover the Community Engagement Officer role during maternity leave, based on a handover plan with the outgoing officer, ensuring community engagement activities are delivered as planned and in close coordination with other project teams, and that all targets are met as agreed in the project framework.

The CE Officer will support the Community Engagement Manager in leading the implementation of the Community Engagement component as part of a large-scale project. Responsibilities include, but are not limited to, awareness raising, behavioral change activities, capacity building trainings, clean-up campaigns, stakeholder engagement, managing IBVs and CE Assistant(s), community meetings and dialogue sessions, development of awareness materials, and the formation of environmental committees.

  • Manage Community Engagement Assistant(s) and paid volunteers and their activities in the designated area.
  • Conduct local/district-level stakeholder analysis: community leaders, religious leaders, teachers, women's group leaders, youth leaders, health workers, community volunteers, and other NGO workers.
  • Develop maps and profiles of the community and its areas.
  • Establish trusting relationships with local community members and Area-level stakeholders.
  • Assess community members' SWM and recycling practices, and support the CE Manager in developing and adjusting activities based on identified community knowledge, attitudes, and practices.
  • Assess capacity gaps of community volunteers (IBVs) and local stakeholders, and develop capacity-building materials and plans, ensuring successful execution.
  • Identify key behaviours for promotion and intervention, and design community engagement methods and communication materials targeting different audiences.
  • Lead/support pretesting and piloting of communication materials.
  • Lead and support the implementation of the Community Engagement component in Oxfam's implementation area, including awareness raising, behavioral change activities, capacity building, clean-up campaigns, stakeholder engagement, community meetings and dialogue sessions, development of awareness materials, and formation of environmental committees.
  • Identify and enhance local communication channels with community members to improve the reach and effectiveness of awareness efforts.
  • Develop monthly community engagement plans.
  • Integrate community engagement plans with other solid waste management activities and plans.
  • Supervise and conduct community consultation and gathering meetings, gather feedback, and ensure feedback is referred to technical teams for consideration.
  • Participate in the recruitment and induction of new volunteers, and track leave, sick days, and TOIL (Time Off in Lieu) according to the Oxfam staff handbook, ensuring all paperwork is completed.
  • Ensure all paperwork related to IBV payments is completed in a timely manner, with support from CE Assistants or the IBV Team Leader.
  • Where required, attend Area-level coordination meetings on behalf of the Community Engagement Manager.
  • Manage the workload of other Officers during periods of absence.
  • Liaise with procurement to ensure activities have the required resources in good time.
  • Facilitate trainings for Community Engagement Assistants and community volunteers.
  • Prepare weekly and monthly reports for the area of responsibility.
  • Identify and prepare success stories.
  • Work closely with the MEAL team to create tracking tools ensuring activities are properly tracked and documented.
  • Review data received for the team and area to identify trends or opportunities for SWM or Community Engagement.
  • Monitor and resolve complaints received from the MEAL team in a timely manner.
  • Follow up on any escalated or outstanding complaints from the Community Engagement team, including Community Engagement aspects of Oxfam's feedback tracking system.
  • Support periodic in-depth surveys and focus group discussions.
  • Complete and maintain records of necessary paperwork and electronic documentation.

Work schedule

The CE Officer position requires immediate deployment and is expected to work across both Syrian refugee camps (Azraq and Zaatari), with the following expected timeline (subject to change based on programmatic needs):

  • First 40 days:Full-time deployment in Azraq Camp.
  • Following period:Transition to Zaatari Camp to cover the Community Engagement Officer role during maternity leave, based on a handover plan with the outgoing officer; may be requested to report from Azraq if required.

STAKEHOLDERS

The CE Officer will report directly to the Community Engagement Manager and work closely with other Internal program team members, including SWM Officers, SWM Assistants, Recycling Officers, Recycling Assistants, MEAL team, Comms TEAM, and the Cash-for-Work (CFW) team. The CE Officer will also coordinate with key support functions, including Procurement, HR, Communications, Finance, and MEAL teams, to ensure effective project implementation and alignment with organizational processes.

Qualifications

Essentials

  • Minimum 2 years of experience working in refugee camps in Jordan.
  • At least 1 year of staff management experience.
  • Proven expertise in community engagement, mobilization, outreach, and social behavior change.
  • Experience in INGOs.
  • previous experience in WASH projects

Nonessentials

  • Direct experience in Azraq Refugee Camp.
  • Experience in managing paid or unpaid volunteers (Incentive based Volunteers or Cash for Work).
  • Experience in Solid Waste Management projects and/or WASH projects.
  • Experience in Community Engagement, Mobilisation, outreach, and social behaviour change.
  • Experience of working in Refugee camp desirable.
  • Experience of work in emergency or development context projects preferably in the field of WASH and or SWM.
  • Able to collect, enter and analyses data against project indicators.
  • Ability to engage diverse stakeholders, including humanitarian actors, camp authorities, and community leaders.
  • Ability to develop IEC (Information, Education, and Communication) materials tailored to refugee communities.
  • Experience in conducting qualitative and quantitative assessments;
  • Experience of working in a multicultural team.
  • Good coordination skills; and strong commitment to gender equality and social justice.
  • Excellent communication and interpersonal skills;
  • Proven knowledge of computerized systems; high degree of computer literacy and word processing
  • Ability to design, facilitate and monitor trainings
  • Potential and flexibility of attitude to learn.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills to work with people at managerial and, on occasions possibly senior government levels.
  • The post holder should be at ease in working with local communities and Syrian refugees.
  • Good written and spoken Arabic is essential, workable knowledge of English is desirable
  • Sympathy with the aims and objectives of Oxfam.
  • Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies.
