Business Development Coordinator – Institutional Funding

The role supports the development and implementation of a coherent institutional funding strategy across the Cluster.

· Support development of donor engagement and positioning strategies for bilateral and multilateral funders.

· Analyse donor priorities and funding trends to inform strategic decisions.

· Ensure alignment between donor engagement and SAF strategic priorities.

· Advise programme teams on positioning opportunities and funding risks.

The role leads the development and management of a robust institutional funding pipeline.

· Identify, track, and disseminate institutional funding opportunities.

· Maintain an up-to-date regional pipeline and funding calendar.

· Coordinate opportunity assessments and bid/no-bid decisions.

· Align opportunities with programme priorities and organisational capacity.

The role coordinates high-quality proposal development processes.

· Lead coordination of concept notes and full proposals.

· Facilitate cross-functional proposal development teams.

· Ensure proposals meet donor requirements and quality standards.

· Support budget development and compliance with institutional donor guidelines.

The role provides functional leadership for institutional funding coordination.

· Lead and mentor focal points responsible for institutional fundraising.

· Promote consistency in donor engagement practices.

· Strengthen collaboration across countries and thematic teams.

The role strengthens collaborative funding approaches.

· Facilitate identification and development of strategic consortium partners.

· Coordinate partnership negotiations and proposal contributions.

· Support governance arrangements for collaborative bids.

· Promote equitable partnership approaches consistent with localisation commitments.

The role supports strategic engagement with institutional funders.

· Build and maintain relationships with donor representatives.

· Coordinate donor meetings, briefings, and positioning events.

· Represent Oxfam in donor forums where appropriate.

· Strengthen visibility and credibility with key institutional stakeholders.

The role builds institutional fundraising capacity across the Cluster.

· Support country and thematic teams in donor engagement.

· Develop tools, guidance, and templates.

· Facilitate learning and knowledge sharing.

· Promote consistent approaches to institutional fundraising.

The role contributes to diversified and sustainable income generation.

· Support achievement of institutional fundraising targets.

· Monitor funding trends and portfolio balance.

· Identify opportunities for strategic growth and diversification.

· Master’s degree in international development, Business Administration, Public Policy, Economics, Development Finance, or equivalent qualification.

· Minimum

· Demonstrated experience working with

· Proven experience coordinating complex proposal development and consortium bids.

· Strong understanding of institutional donor compliance frameworks and funding mechanisms.

· Excellent strategic planning, analytical, negotiation, and relationship management skills.

· Experience working in multi-country and partnership-led environments.

· Excellent written and verbal communication skills in English; Portuguese would be a strong advantage.

· Commitment to Oxfam's safeguarding, feminist principles, and localisation agenda.

· Proven experience as a team worker and demonstrably cooperative with members of other teams

· Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work

· Ability and willingness to travel regularly, at times at short notice, locally and regionally.

· Excellent personal communication skills, in written and verbal English and ideally Portuguese.
