MAG is seeking an experienced consultant or consultancy group to undertake an assessment of the feasibility and implications of transitioning to ArcGIS Enterprise by end of August 2026.

ABOUT MAG

MAG (Mines Advisory Group) is an international humanitarian organisation based in Manchester, UK, and working in 32 countries. We remove landmines and unexploded ordnance to release safe and productive land for communities, and work to reduce the threat of armed violence by supporting governments to safely manage weapons and ammunition. In 1997, MAG was a co-recipient of the Nobel Peace Prize for our work campaigning for the Anti-Personnel Mine Ban Convention.

PURPOSE

MAG currently utilizes ArcGIS Online for geospatial data management, visualization, and analysis. As the organization scales its operations and priorities, there is a need to assess whether transitioning to ArcGIS Enterprise would better align with its technical, security, operational, and sustainability requirements.

The overall purpose of the consultancy is the development of a comprehensive business case to evaluate the feasibility and implications of MAG transitioning from ArcGIS Online to ArcGIS Enterprise, either partially or fully.

OBJECTIVES:

The objective of this assignment is to develop a decision-oriented business case to determine the most appropriate geospatial platform strategy for the organization. The assessment shall provide:

  • A clear, evidence-based recommendation
  • Transparent and well-defined decision criteria, including go/no-go criteria
  • Consideration of long-term sustainability, scalability, and adaptability to evolving organizational needs

SCOPE OF THE REVIEW

Baseline assessment of current environment:

Before undertaking a scenario comparison, the consultant shall conduct a baseline assessment of MAG’s current geospatial environment to ensure the analysis is grounded in operational realities and business needs. This shall include, at minimum:

  • Review of MAG’s current ArcGIS deployment, architecture, licensing model, and operational setup.
  • Assessment of current usage patterns, including user profiles and numbers, key workflows, data volumes, geographic footprint, mobile/offline requirements, and collaboration needs across distributed teams and organisations.
  • Review of relevant organizational requirements, including security, governance, hosting preferences, technical capacity, and strategic priorities.

Scenario-based assessment:

Based on the baseline assessment of MAG’s current environment, the consultant will assess and compare three options:

  1. Continued use of ArcGIS Online
  2. Transition to ArcGIS Enterprise
  3. Adoption of a hybrid model

For each scenario, the analysis shall include key benefits and limitations, risks and mitigation measures, as well as technical, operational, financial, and strategic implications.

Key components of structure:

Technical infrastructure & architecture

  • Compare core and advanced platform capabilities (e.g., analytics, real-time data, APIs, automation, 3D). –
  • Assess the scalability based on current and projected usage (users, data, workflows, geographic distribution, mobile/offline needs). –
  • Evaluate platform migration needs and constraints. –
  • Assess interoperability/data exchange with other enterprise systems at a high level, including key integration considerations and constraints. –
  • Recommend high-level infrastructure considerations and architecture options (e.g., servers, storage, networking, cloud options). –
  • Evaluate infrastructure management needs (staffing, monitoring, troubleshooting) for setup, operation and maintenance.

Security analysis

  • Provide a high-level assessment of security architecture of both platforms (e.g., encryption, authentication, SSO, MFA, network protection, security updates and patches).
  • Identify potential risks (e.g., unauthorized access, data breaches, ransomware) and mitigation strategies.
  • Assess compliance with organizational security policies and data governance requirements.
  • Review user access control, role management, and activity monitoring capabilities.
  • Evaluate cloud hosting risks (for Enterprise) and mitigation options
  • Assess disaster recovery and business continuity capabilities (backup, replication, restoration).

Efficiency & sustainability analysis

  • Assess the impact of each scenario on key workflows, including data ingestion, analysis, and visualization.
  • Evaluate system performance in handling large datasets, complex geospatial models, collaborative workflows, particularly for geographically distributed teams.
  • Evaluate the integration of external datasets and APIs to enhance decision-making processes.
  • Assess data storage, retrieval, and sharing mechanisms in terms of speed, reliability, and ease of use.
  • Assess system administration complexity and indicative resource requirements.
  • Compare update and upgrade models (automatic vs. manual).
  • Provide a comparative total cost of ownership analysis for each scenario over a 3–5 year period, including quantified cost estimates for all major cost components, at minimum: software licensing/subscriptions, infrastructure and hardware (including refresh/replacement cycles where applicable), system administration and technical staffing, implementation and migration, integration, training and change management, maintenance, and upgrades. The analysis should clearly state assumptions, identify key cost drivers and risks, and present sufficient detail to support decision-making between scenarios.

Implementation roadmap:

  • Develop a high-level roadmap for Enterprise or hybrid implementation, including rollout strategy and transition approach.
  • Define phases, milestones, timelines, and resource requirements.
  • Identify key risks (technical, organizational, capacity) and mitigation measures.

DELIVERABLES

The consultant shall provide the following deliverables:

  • Inception presentation outlining methodology, workplan, and approach
  • Interim presentation summarizing progress, preliminary findings, and key challenges
  • Business Case report, including:
  • Executive summary including the final recommendation and go/no-go decision
  • Current-state assessment and baseline assumptions
  • Detailed analysis (technical, security, operational, financial) and comparative assessment matrix of all scenarios
  • High level architecture diagram for the recommended option
  • Implementation roadmap

TIMING & LOCATION

The consultancy should take place between June and August 2026. It is expected to require approximately 25 consultancy days spread over the project period. These are not necessarily consecutive.

This consultancy will be based remotely from home, with potential travel to MAG’s office in Amman, Jordan.

PROFILE OF CONSULTANT

This section outlines the qualifications, experience, and competencies required to successfully deliver the assignment

  • Proven expertise with ArcGIS platforms, including ArcGIS Online and ArcGIS Enterprise
  • Experience in system integration, including APIs, data exchange mechanisms, and interoperability with enterprise systems
  • Demonstrated experience in developing business cases, cost analysis and decision-support analyses, preferably in IT, GIS, or digital transformation contexts
  • Strong understanding of IT infrastructure, cloud environments (e.g., Azure, AWS), and system architecture design, security, governance, and risk management principles
  • Desirable experience with Microsoft Azure environments and integration with enterprise platforms (e.g., Power Platform)
  • Strong analytical, report writing, and presentation skills, with the ability to produce clear, decision-oriented outputs
  • Excellent stakeholder engagement and communication skills, including working with both technical and non-technical audiences
  • Fluency in English (written and spoken)
  • Desirable experience working in international organizations, NGOs, or public sector environments
