Purpose / Project Description:
Gaza Sky Geeks has multiple components, i.e., individuals, companies, and community. All these components have their own data based on the work they accomplish, and we need help in working on this data with activities such as data cleaning.
Consultant Objectives:
● Extract and translate program log frames and budgets into structured data requirements
● Work closely with a third-party consultant to support the design and implementation of a scalable, integrated database architecture covering all GSG functionalities

Consultant Activities:
The Consultant will:

The People and Culture (P&C) Director is a senior leadership role responsible for shaping, leading, and delivering people-centered, compliant, and future-ready People & Culture function for Mercy Corps DRC. Evidence consistently shows that prioritizing prevention, adaptation, and resilience in fragile and conflict-affected contexts can reduce humanitarian needs and promote long-term stability. Yet these lessons risk being sidelined as bilateral aid budgets tighten and donors focus on immediate life-saving relief.
There is expectation that development finance institutions may be able to fill this gap – providing prevention, recovery, and resilience in fragile places not yet in crisis. However, challenges to operating in these settings – access, security, perceived risk, poorly functioning government institutions, and internal bureaucracy – and the particular challenges of loans/return seeking investment – means that this work currently makes up a small portion of DFI’s funding. Yet given rising needs and the extraordinary pressure of global ODA, there is an increasingly urgent need for DFIs, including MDBs, to increase investments in resilience in the most fragile contexts.
Mercy Corps is currently implementing a project to produce key learning and recommendations around how to build resilience in fragile places, grounded in practical insights based on our experience programming in such places. While the learning and guidance will be designed to inform FCDO and their implementing partners, we are looking for ways to ensure that this learning can inform DFI/MDB action in such places.
In preparation for this we are looking to deepen our understanding of how key development finance actors are, or could be, supporting effective resilience programming in fragile settings.
Purpose/Project Description:
The consultancy aims to strengthen Mercy Corps’ understanding of the existing role and potential of key development actors, primarily the World Bank, African Development Bank, IFAD, and the Green Climate Fund to support resilience programming in fragile and conflict-affected settings. We are looking for a consultant with strong expertise in this area, who can draw on previous experience and contacts from one or several of these institutions.
The consultancy will be in partnership with the Policy and Advocacy team, working with colleagues to complete the below objectives.
Key objectives include:
1. Understand how key development actors are currently, or could be, supporting resilience in these contexts; (including in what ways they are able to directly or indirectly provide grant-based/highly concessional or blended support to local level projects in fragile settings).
2. Ensure key recommendations from RAFLF products are relevant and usable for these actors;
3. Product dissemination and engagement with key actors to build support for increasing the quantity and quality of adaptation and resilience-building investments in fragile and conflict-affected settings.
The Consultant will support:
Task 1: Target analysis report
Produce a concise target analysis setting out key institutions’ role in resilience programming, mechanisms, and modalities of implementation and key activities in six countries. We expect this to include desk research and strategic Key Informant Interviews.
Task 2: Bespoke briefing and recommendations
Using the products published under RAFLF, the consultancy will support the tailoring of key messages and recommendations to select development actor targets. This could include a written briefing, in addition to a roundtable or policy discussion.
Timeframe:

Green Growth Programme Component 3: Scaling Finance for Established Agri-businesses in the Democratic Republic of Congo forms part of FCDO’s Green Growth Programme (GGP) in the Democratic Republic of the Congo (DRC). This component aims to increase access to finance for climate-smart agribusinesses, catalysing private investment and promoting sustainable economic growth. The programme will work with financial institutions, impact funds, and agribusinesses to expand the use of innovative financial products, improve access to finance for DRC firms, and incentivise lenders and investors to support green activities such as the uptake of resilient seeds, irrigation systems, and solar technologies. Through a combination of technical assistance, catalytic grants, and concessional finance, the programme will mobilise additional private capital, strengthen financial markets, and build the resilience and productivity of DRC’s agricultural sector. This component forms part of FCDO’s broader efforts to promote low-carbon, climate-resilient development and deliver measurable results under the UK’s International Climate Finance (ICF) commitments.
The Position (General Position Summary)
The MEL Manager is responsible for providing overall leadership, coordination and technical supervision of the monitoring and evaluation activities for the Green Growth Programme Component 3 programming. The MEL Manager will drive evidence generation, learning, and adaptive management. S/he will work closely with the delivery partner to align data requirements, reporting expectations, and performance indicators. They will coordinate regularly with partners to ensure that partner-level data (e.g., on pipeline development, TA support packages, and investment facilitation outputs) is collected consistently and feeds into the programme’s overarching MEL framework. Mercy Corps is an international non-governmental humanitarian and development organization. It has been operational in the Democratic Republic of Congo (DRC) since August 2007 and currently employs more than 400 national and expatriate staff. Mercy Corps’ country office is based in Goma, with sub- offices/bases in Beni (North Kivu Province); Bukavu, Kavumu, and Uvira (South Kivu Province); Bunia and Mambasa (Ituri Province); as well as Tshikapa, Kalonda Ouest, and Ndjoko Mpunda in Kasaï Province.
In 2023, we reached nearly two million people through our key activities in the DRC, combining long- term development programs with emergency humanitarian response to: 1) improve water service delivery and ensure equitable access to water, sanitation, and hygiene services in both urban and rural areas (WASH); 2) enhance food security and nutrition; and 3) promote diversified livelihoods, economic recovery, and development. The Position (General Position Summary)
As a member of Mercy Corps’ DRC Emergency Team, the Emergency Grants Manager will work closely with the Emergency Programs Director (EPD), the SAFER Consortium Director, and the Deputy Emergency Grants Manager to ensure the delivery of high-quality and impactful programming within Mercy Corps DRC’s emergency response portfolio. The Program / Department / Team
PRO-WASH & SCALE is a capacity strengthening and learning award funded by the USAID Bureau for Humanitarian Assistance (BHA) and managed by the United States Department of State. It is implemented by Save the Children and Mercy Corps, with Mercy Corps’ subaward ending December 2026. The purpose of PRO-WASH & SCALE (PWS) is to strengthen the design, implementation, and overall effectiveness of WASH, agriculture, livelihoods, markets, and natural and water resource management activities within food security and nutrition programs, with a focus on emergency contexts. Mercy Corps leads activities related to agriculture, livelihoods, natural resource management and markets through the Agriculture Systems team of the Technical Support, Evidence and Program Quality (TEQ) Unit.
The Position
The Market-Based Programming Advisor will lead PWS’ markets-related work, supporting partners to apply market-based programming (MBP) approaches across technical intervention areas with a focus on fragile and emergency contexts. The Advisor will work across multiple agencies and countries, in line with DoS priorities. Key responsibilities include organizing and leading remote and in-person training and learning events; documenting and sharing MBP best practices; developing and adapting tools and guidance in response to partner needs; contributing to communities of practice; and liaising with relevant technical networks, private sector actors, and government entities, as applicable. As PWS enters its final year, the Advisor will also support culmination learning events, ensuring that the resources and lessons generated throughout the award are effectively disseminated and contribute to the program’s sustainability strategy.

Decreases in humanitarian funding overall from both US and European institutional donors will not respond to the needs, which are bound to increase due to climate change. The frequency and impact of climate-related disasters is likely to increase in the years to come, leading to further displacements and negative impacts on both households and small businesses. Many climate hazards are predictable – they do not have to be treated as surprises. We do need to find ways to protect the populations we are working with against those shocks – not only to respond to their immediate needs and help them rebuild after a disaster hits, but also to protect the economic gains our programs have contributed to.
It is in this context that Mercy Corps is currently re-evaluating its strategy and exploring how it can better leverage the insurance sector to 1. Improve impact in our support to climate-affected populations; and 2. Expand our programmatic approach into disaster risk finance.
Mercy Corps is not starting from zero, but rather seeks to build on its experience and a series of initiatives that have, over the years, contributed to generating a strong body of knowledge. Our experience ranges from establishing MiCRO in Latin America, a micro-insurance company providing insurance policies against earthquakes to the most vulnerable, to working with local insurance companies such as Takaful in Kenya to test remote-sensing insurance for pastoralist populations, or providing equity to Pula Insurance through Mercy Corps Ventures. While these experiences have been successful overall, it is now time to not only bring all of our experiences under one roof but also develop a strong value proposition for Mercy Corps in the disaster risk management and insurance space.
Purpose / Project Description:
Mercy Corps is seeking support from insurance experts to define our value proposition and partnership models for advancing inclusive insurance. Mercy Corps’ positioning will need to be built on our current experience; and considered at three levels – at the macro level, working with national governments and insurance partners to pool funds and protect a large segment of the population; at the meso level to protect aggregators such as agribusinesses and financial institutions who can then provide coverage to their members/clients; and at the micro level, working with small businesses, smallholder farmers and individuals to facilitate access to insurance. It also includes taking stock of Mercy Corps’ experience with different models such as anticipatory action models, parametric/index-based insurance and/or traditional indemnity insurance, and bundling insurance with other financial services.
Mercy Corps is already working with a student team from George Washington University to map the weather-related insurance sector, identify areas of opportunity, and compile lessons learned from the broader insurance sector in that region. Mercy Corps is seeking a consultant to complement this work and develop a strategic roadmap that will include:

A framework and theory of change based on a comprehensive SWOT analysis and strong understanding of the current trends in inclusive insurance, underlining how Mercy Corps can respond to the challenges currently faced by private insurance corporations in expanding their offering/client base and how much of the gaps left by the loss of funding in emergency response insurance can fill. This framework will clearly define the connection points between anticipatory action, private insurance, and macro schemes such as ARC Replica.

Currently, young people encounter systemic barriers to securing dignified employment, arising from misalignments between skills development and labour market needs, and inadequate access to financial resources. Implemented by JA Africa and Mercy Corps, PROPEL responds to these challenges through a dual approach: equipping underserved youth aged 15–30 with relevant, demand-driven business, employability, and life skills, while simultaneously improving the way the labour market works for young people.
Position Summary
The Market Systems Specialist will facilitate changes that strengthen the systems around youth employment and entrepreneurship. Indicatively, the focus will be on business development services (BDS), market linkages, digital services, and access to finance for self-employment, digital job/job-matching platforms, vocational training, and other access-to-work interventions, such as childcare for gig and waged employment. Private-sector engagement is critical, and advocacy for regulatory changes may also feature. The purpose of the role is to influence private and public sector actors that shape youth employment markets to become more effective, inclusive, and youth-responsive.
Essential Responsibilities
Technical Leadership
● In collaboration with the PD and wider PROPEL team, provide leadership and strategic vision to the systems-change components of the program, including contributing to workplan development, market and labor assessments, partnership selection and management, and overall sector strategy.
● Lead analysis of labor market systems (using or adapting Mercy Corps’ system labour market assessment approach) to identify constraints, opportunities, and leverage points for improved youth employment outcomes.
● Design interventions that strengthen key market system actors’ (such as Business Development Service providers, jobtech platforms, vocational skills providers, and financial institutions) incentives and capacity to play critical functions in more inclusive and effective ways.
● Provide technical leadership and guidance to ensure interventions apply market systems development principles and best practices
● Coordinate with consortium partner technical leads to ensure direct and MSD interventions are as complementary as possible
Market Systems Interventions
● Identify and engage high-potential private-sector and public-sector partners.

Position Summary
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist leads the design and implementation of a robust MEAL system for the PROPEL Africa program. They ensure that data informs decision-making, support adaptive management, and meet donor and organizational standards. The role oversees the development of harmonized tools and processes, data systems, and integrated learning across four countries and between the two principal implementing partners. The MEAL Specialist will work closely with the JA Africa MEAL focal point to provide overall consortium leadership, supervising the work of country-level MEAL team members.
Essential Responsibilities
MEAL Systems Design & Implementation
- Lead development of the program MEL Plan, including results frameworks, Indicator Performance Tracking Table, data collection tools, and learning plans.
- Ensure harmonized MEAL tools and processes across Mercy Corps and JA Africa, including standardization of data collection methods and integrated data management systems.
- Oversee annual surveys and baseline and final evaluations, ensuring compliance with donor and Mercy Corps best practices and requirements.
- Track value-for-money and social return on investment indicators as required to ensure stewardship of donor resources and effectiveness of programming.
- Manage data quality assurance processes and support country teams in MEL implementation.
Learning & Adaptive Management
- Facilitate consortium-wide quarterly and annual reflection and learning sessions with country teams and technical leads.

The PROPEL Financial Inclusion Specialist leads the design and implementation of strategies and activities across the four countries to improve young people’s access to appropriate financial products and services. This includes providing strategic and technical guidance, planning and managing activities, identifying and managing partnerships with financial service providers (FSPs), and recruiting and managing consultancy support to ensure the availability and use of youth-friendly financial training and tools, and catalyzing market solutions that expand opportunities for underserved youth.
Essential Responsibilities
Technical Leadership
- Lead financial inclusion strategy across program countries to enable young people to access, use and benefit from formal and informal savings and credit products, including through digital services and channels
- Conduct market assessments to identify barriers and opportunities for youth financial access.

The rebrand will be launched in 2026 and the Legal team will play an integral role in preparation, execution, and absorption of Mercy Corps name change process.
Purpose / Project Description:
The Legal Project Manager will support the organization’s rebrand effort by assisting with the legal and regulatory aspects from preparation through launch of the project. Reporting to the Deputy General Counsel, and working closely with the Rebrand Team, the People (HR) Team as well as Regional and Country Teams, the Project Manager - Rebrand will manage project deadlines, deliverables, and communications to internal stakeholders to ensure timely execution of the legal aspects of the global name change. The role will require project management skills, cross-cultural competency, and change management expertise to navigate complex, multi-jurisdictional legal/regulatory processes.
Consultant Objectives:
Successfully navigate the legal and regulatory aspects of a multi-jurisdictional project across Mercy Corps' U.S., European, and Country operations.
Consultant Deliverables:
The Consultant will:
- Support the preparation and effectuation of the corporate name change for Mercy Corps Global Support (HQ) offices in the U.S., UK, and Netherlands as well as coordination with charitable regulators.
- Assist in preparing and implementing updates to governance documents for adoption by the Mercy Corps board.
- Assist in finalizing the scoping and support planning for country name change administrative processes.
- Advise the Global People Team and country teams on associated administrative processes including, where applicable, updates to labor and employment agreements, consultancy contracts, and satisfying other potential statutory requirements across different jurisdictions, including, for example, any legal processes related to updating tax, insurance, or work authorizations.
- Lead the preparation and updating of Mercy Corps legal agreement templates, contracts, and policies, including support to the People Team in managing updates to templates and supporting HR documents.
- Advise on and support contract novation strategies, where necessary.
- Assist in providing legal consultation and risk mitigation guidance throughout the rebrand process.
- Deliver a final report summarizing corporate name change status, regulatory notifications, and updated legal templates/documents across global operations, as well as any recommendations for future efforts.
