Head of HR and Organisational Developmentprovides leadership for People and Culture Services, playing a pivotal role in supporting the Assistant Principal to ensure the College’s strategic aims are realised through the development and delivery of a forward-looking, impactful people strategy. Acting as a key partner to the Senior Leadership Team, the Head of HR and OD champions a people-centred approach that enables our success by shaping a positive and inclusive culture, strengthening leadership capability, and promoting equality, diversity, wellbeing, and engagement across our College community.Through clear operational direction and oversight, the Head of HR and OD will lead the service in supporting and enabling organisational growth. This includes ensuring the systematic development of staff skills, capability, and capacity so that the workforce is well equipped to respond to evolving organisational priorities. By fostering strong, trusted partnerships with managers at all levels, the Head of HR and OD ensures the provision of expert professional advice, coaching, and tailored support that strengthens people management practice and enhances performance across the College.
The Head of HR and OD drives innovation in Human Resource Management and Organisational Development, ensuring the service responds effectively to both operational challenges and strategic opportunities. This role encompasses the development of progressive and consistent approaches to employee relations, talent resourcing, workforce planning, leadership and management development, and employee engagement. A strong emphasis is placed on embedding inclusive practices that value diversity, promote respect, and ensure equitable treatment and opportunity for all colleagues.
The Head of HR and OD will contribute to People and Culture Services design and implement people-led policies, frameworks, and ways of working that support recruitment, retention, progression, and continuous development. The Head of HR and OD ensures that the entire employee lifecycle reflects the College’s commitment to fairness, wellbeing, and professional growth, while promoting a culture where health and wellbeing are prioritised and colleagues feel supported, valued, and empowered.

Key Responsibilities
HRM and OD Management
- Lead and develop the HRM and OD Team, including coordinating team activity, setting departmental objectives in alignment with the People and Culture Operational Plan.
- Provide leadership to develop the HRM and OD Teams professional skills and experience to increase competencies and support succession planning within the Team and ensure the delivery of a consistent and high-quality service.
- Manage and develop the HRM and OD portfolio including recruitment and selection, attendance management, performance management, employee relations, discipline, grievance, staff induction, professional learning and development, succession planning, and implement supporting systems and processes.
- Ensure the development, implementation and consistent application of policies, procedures and terms and conditions in line with local and national requirements, changing case law and legislation.
Organisational Development
- Develop and maintain a robust leadership and management framework that supports the growth of current and future talent, drawing on appropriate internal and external learning and development resources.
- Lead on the development, management, and implementation of key Organisational Development initiatives.
- Develop and implement an organisational development plan, utilising appropriate planning methodologies and forecasting workforce requirements based upon operational requirements and organisational change.
HRM and OD Business Intelligence and Continuous Improvement
- Contribute to the ongoing development of HRM and OD policies and procedures, processes, systems, and practices to assist in the sustainable delivery of operational and strategic requirements and support cultural change in line with College objectives in partnership with staff, managers, and Trade Unions.
- Develop, enhance and implement human resources computerised systems to enhance the performance and service delivery of HRM and OD.

Lead on employee engagement and wellbeing with a focus on keeping our staff healthy and engaged including co-chairing the Health and Wellbeing Workgroup, implementing, and evaluating cross college initiatives, programmes and activities.
Skills, Knowledge and Expertise
- Qualified to degree level, or equivalent level of operational experience.
- Post graduate qualification in HRM and OD (SCQF 10).
- Chartered membership CIPD.
- Wide-ranging and in-depth knowledge of strategic human resource service functions preferably in a public sector environment.
- A working knowledge of employment law and its application in the workplace.
- High levels of creativity in both problem solving, idea generation and identifying and disseminating successful practice, in order to effectively deal with diverse, complex and sensitive situations.
- Interpersonal and communication skills with the ability to use a variety of communication techniques, verbal and written, and adapt communication style to the audience.
- Partnership working with staff, managers, and Trade Unions to deliver successful outcomes in cultural and organisational change.

Assistant Principal, Growth and Income Diversification
This exciting new role of Assistant Principal – Growth and Income Diversification will provide strategic leadership for the growth and income diversification in the College, developing innovative partnerships, developing and expanding commercial opportunities, and securing new revenue streams to strengthen financial resilience.
The postholder will be responsible for growing and diversifying income streams through expanding commercial and innovation activities, partnership opportunities and accessing grant, donation and sponsorship funding, which is key to providing ongoing financial stability to the College.
The role will come with clear financial targets each year, so the post holder must be able to identify and capitalise on opportunities for growth and diversification of income, supporting the long-term success and financial resilience of the College.
The Assistant Principal – Growth and Income Diversification will provide vision and strong leadership across the College, working with faculties and curriculum teams to increase their alternative income. The role will require professional liaison between different teams, businesses and other organisations within their relevant sectors, to drive up commercial and other revenues. This liaison will also support the curriculum to ensure their sector specific knowledge is up to date and relevant.
The postholder will have responsibility for the College’s Communications and Marketing Team, which covers all aspects of internal and external communications and marketing, including recruitment, PR, Media, Advertising, the College’s internet and intranet and leading key events such as Graduation, Summer Awards, Freshers, Open Days, Recruitment Fayres, etc.
One of the Assistant Principal – Growth and Income Diversification’s initial priorities is to support the College in designing and implementing a supporting structure that ensures the function is equipped with appropriately skilled and experienced staff, enabling the College to effectively drive sustainable income growth and diversification.

Key Responsibilities
- Further develop and enhance the systems and processes which support growth and income diversification, including growing staffing resources in this area on a cost neutral basis.
- Develop and implement a Growth and Income Diversification Strategy informed by national policies which is effective and responsive and supports curriculum and commercial portfolio development.
- Work with faculties and curriculum teams to focus on alternative income generation, supporting colleagues to identify, develop and exploit business and other income generation opportunities, achieving agreed contribution levels.
- Working with colleagues across the College, the Assistant Principal will enhance and maximise strong collaboration with business, local and regional stakeholders and national agencies to ensure that our curriculum teams develop the skills training and qualifications required to achieve and sustain positive outcomes in the fast-moving economy.
- Seek and identify funding opportunities that the College could access and leverage by maximising our specialist knowledge, expertise and links with a wide range of businesses, stakeholders, and our university partners, including grants and donations.
- Develop and manage employability, enterprise, business start-up and knowledge transfer activities.
- Establish and grow collaborative regional and national multi-agency partnerships to support the College’s externally funded activities, liaising with relevant funding bodies both public and private to secure diverse and increased funding.

This exciting new role of Assistant Principal – Performance, Planning and Student Experience offers an exciting opportunity to provide strategic leadership in shaping the College’s approach to quality enhancement, planning, and the student experience.
The postholder will lead the College’s quality assurance and enhancement activity, ensuring full compliance with TQEF, QAA Scotland, awarding bodies, and other external agencies. They will oversee rigorous processes that safeguard academic standards, manage institutional risk, and drive continuous improvement across all areas of learning and teaching. With responsibility for monitoring performance against strategic objectives, the Assistant Principal will ensure clear KPIs, transparent reporting, and robust evaluation are embedded at every level. A key aspect of the role will be championing the student voice—ensuring that learners actively participate in co-designing their educational experience and wider support services. The role also leads the College’s teacher education responsibilities, including accredited training programmes, professional standards, and registration requirements, while promoting inclusive, evidence-based practice and digital innovation.
The role provides strategic direction for Student Support Services—including wellbeing, guidance, learner support, engagement, and library services—ensuring these functions are inclusive, responsive, and impactful.
