Position Overview:
The Associate Training will report to the Program Officer (Literacy) and play a critical role in strengthening teacher capacity-building and implementing the State’s Foundational Literacy and Numeracy (FLN) and Quality Education initiatives across the Jharkhand State. The role will focus on designing and contextualizing training modules for teachers, monitoring cadres, and other key functionaries, while also facilitating training sessions to enhance classroom practices in foundational literacy. In addition, the Associate will support the development of Continued Professional Development (CPD) mechanisms for teachers, ensure effective cascading of teacher training, and contribute technical inputs for planning and program delivery. The position will require close coordination with training experts, government stakeholders, and technical partners to ensure robust planning, monitoring, and system strengthening. This role demands a balanced mix of academic expertise in FLN and primary education, strong stakeholder engagement, and project monitoring skills, with the goal of supporting state priorities on FLN and quality education while fostering collaboration at every level of the education system.
About the Project:
Room to Read, in partnership with the Jharkhand Education Project Council (JEPC), is setting up a State Project Management Unit (SPMU) to strengthen the Quality Education ecosystem in the state over a five-year period (2025–2030). The SPMU will design and implement initiatives aligned with the state’s FLN (Foundational Literacy and Numeracy) Mission and other quality education interventions at scale across Jharkhand. This includes driving academic excellence, system strengthening, teacher development, data-based decision making, and community engagement across all districts.
Responsibilities:
Development of Training Module:

Contribute to the design, adaptation, and contextualization of training modules for teachers, monitoring cadres, and key education functionaries, ensuring alignment with the State FLN (Foundational Literacy and Numeracy) and Quality Education roadmap.

Integrate evidence-based practices, innovative pedagogy, and local context into training materials to enhance teacher effectiveness in foundational literacy and numeracy.
-
Support in the development of session plans, training modules, facilitation guides, and digital/print resources to strengthen classroom practices.
-
Collaborate with subject experts, training partners, and government counterparts to ensure quality, relevance, and standardization of training content across districts and blocks.
-
Continuously review, update, and refine training modules based on feedback from field implementation, monitoring data, and evolving state priorities on FLN and quality education.
-
Ensure training content incorporates capacity-building components for continuous professional development (CPD) of teachers and field cadres.
Technical (Academic) Support:
-
Support teams in strengthening partnerships with district and state-level education functionaries, fostering collaboration and building consensus around a shared vision for FLN success.

Collaborate with government officials and technical partners to ensure the effective utilization of existing and newly developed Teaching and Learning Materials (TLMs) by teachers, students, and Cluster Resource Persons (CRPs).

Provide training facilitation expertise by supporting the design, delivery, and refinement of effective training sessions for teachers, monitoring cadres, and other stakeholders.

Enable continuous professional development (CPD) of teachers and education cadres by integrating academic insights into state-led training programs, workshops, and mentoring structures.
-
Contribute subject expertise on foundational literacy and pedagogy, ensuring evidence-based teaching practices are reflected in classroom implementation and teacher capacity-building.

Assist in stakeholder management, ensuring strong academic and technical support to district/block functionaries for improved instructional quality and classroom outcomes.
Capacity Building and Training:
-
Facilitate training sessions for teachers, monitoring cadres, and key education functionaries to strengthen classroom practices in foundational literacy.

Do the need analysis of teacher capacity and support designing the capacity building packages for teachers and stakeholders.
-
Support the cascading model of teacher training by mentoring block- and cluster-level officials to ensure consistent and effective knowledge transfer.
-
Contribute to the development and implementation of Continuous Professional Development (CPD) mechanisms for teachers to sustain and improve instructional practices.
-
Provide technical input and facilitation support to leadership and training partners for planning and delivering high-quality training programs.
-
Build the capacity of district and block stakeholders by fostering collaboration, problem-solving approaches, and evidence-based decision-making to achieve state FLN and quality education goals.
Monitoring, Evaluation and Reporting:
-
Support the monitoring and assessment of training sessions, including the administration and review of pre- and post-tests, to evaluate training effectiveness and identify areas for improvement.

Track and review the implementation of FLN and Quality Education initiatives across allocated districts and blocks, ensuring alignment with state priorities and project goals.
-
Collect, analyze, and interpret program monitoring data to generate actionable insights that inform decision-making, mid-course corrections, and planning at district and block levels.
-
Provide regular updates, field reflections, and technical inputs to supervisors, contributing to evidence-based strategies and system strengthening.
-
Document learnings, challenges, and promising practices to build a knowledge base that supports continuous improvement of training and implementation processes.
Others:
- Any additional tasks allocated by the supervisor, within the scope of the overall project and program implementation done by Room to Read across states.
Qualifications:
Required:
-
Minimum of a Bachelor’s degree in any discipline; a B.Ed. or a specialized degree in Education/Training will be an added advantage.
-
At least 2–3 years of professional experience in the development sector, particularly in government engagement, with a minimum of 1 year of relevant experience in school education or large-scale education projects.
-
Proven experience of working with government stakeholders at the district and/or block levels is essential.
-
Strong understanding of government systems, protocols, administrative processes, and education governance structures.
-
Demonstrated ability to analyze data and generate actionable insights for planning, monitoring, and decision-making.
-
Excellent verbal and written communication skills in Hindi and good proficiency in spoken and written English.
Preferred:

Ability to work collaboratively with multiple stakeholders, adapt to dynamic environments, and travel frequently to blocks and districts as required.

Prior experience of working in a non-profit organization that is focused on maintaining high quality work and low overhead.

Position Overview:
The Girl’s Education Program is currently operating in 6 States across India – Chhattisgarh, Rajasthan, New Delhi, Uttarakhand, Telangana and Maharashtra. Specifically, the program seeks to achieve increased years of schooling for girls and increase girls’ self-awareness, decision-making and problem-solving skills.
The Social Mobilizers are responsible for implementing the Girls’ Education program at the field level. They are the first point of contact for the girls whom we work with; they are also the point of contact for the schools and parents and hence are critical to the success of the program.
The social mobilizer will report to the Program Associate. The position will be field based; she will be responsible for a group of 80 girls as their mentor, support system and motivator.
Responsibilities:
Program planning, implementation:
-
Develop a thorough understanding of Room to Read’s Girls’ Education program design, objectives and outcomes.
-
Implement program activities as per design maintaining fidelity
-
Undertake corrective action and incorporate feedback when provided by the supervisor for life skills sessions etc
-
Participate in program planning in consultation with Program Associate and other state level staff.
-
Regularly attend weekly and monthly workshops where weekly and monthly plans are made and reviewed
-
Attend mandatory training of Social Mobilizers
Family and Community engagement:
-
Have a thorough understanding of social issues, safety concerns and child protection issues affecting girl participants and an awareness of available social safety net mechanisms, schemes and referrals. (With child protection and safety issues of girls that emerged through a study done in India last year and the new mentoring module that requires the program to address such issues, we need a social mobilizer who is well networked and well acquainted with existing social safety net mechanisms, schemes and also referrals; this skill was not required for our current social mobilizers)

Organize and lead family and community meetings and consultations with school staff, parents and community members/organizations as per design; discuss life skill content and issues with them in a tactful manner (especially sensitive/taboo issues like early marriage and attending school during menstrual cycle).

Seek opportunities for networking at local level and create a resource pool to be used as a referrals if there is a need
-
Facilitate visits of donors, India Country Office and State Office team members
-
Facilitate and support State Office/India Country Office team members in conducting research/ survey/ study/ data collection/ baseline etc.
Working with girls:
-
Conduct life skills sessions for 90 girls in batches of 20-25 as per the prescribed session content and as per agreed plan. Each girl will need to be provided with a minimum of 16 life skills sessions in one year. This would require a thorough understanding of the content and skills of delivering it tactfully (especially the content related to reproductive health). The reproductive health sessions that has been introduced in the worldwide Girl's Education Program modules require more experienced professionals who are well equipped to deliver the content as well as handle queries of parents and convince them on the need for these sessions.

Form Life skills clubs/Children groups and facilitate regular meetings and discussions of these groups; at least 8 meetings are to be held every year. Ensure that through these groups the girl participants develop skills of articulation and self-expression and initiate action on issues they face in their lives. This would require the social mobilizer to have excellent facilitation skills and understanding of the principles of child participation.

Distribute the newsletter GUPSHUP, initiate discussion around it and hold follow-up activities. (This requires an ability to engage with text in a magazine format written for girls – to eventually lead them into an analysis of the magazines/mass media and inspire them to express and deconstruct gender stereotypes)
-
Help girls to develop wall magazines and write for state-level Gupshup so that their voices can be captured
-
Mentoring: Conduct group mentoring sessions for 90 girls in batches of 10-12 girls as per prescribed content guidelines and record each session. Plan out the group mentoring sessions in association with the Program Associate, taking into account the needs expressed by the girls. Conduct individual mentoring sessions as needed. This may need creation of new content wherever needed (The new mentoring module being introduced requires social mobilizers to be barefoot counselors – not just mentoring girls in groups but also identifying challenges being faced by girls, developing sessions to address the challenges, identifying the content for these sessions and developing the content if needed)
Setting up Life skills centres /Gender Resource Centres:

Setting up a Gender resource Centre (GRC) for life skills in schools /community for life skills sessions
-
Ensuring proper functioning and usage of Gender resource Centre (GRC) as per discussion with state Girl's Education Program teams
-
Ensure the space is clean, safe and welcoming to girls
-
Ensure the space is well stocked with drawings/articles/ expressions of children’s voices ; changing and putting up the articles/drawings/paintings on bulletin board periodically at least once a month
Home visits:
-
Mapping data as per the risk and response protocol and then making specific home visits. (The objective of the risk and response protocol is to take action based on an analysis of the four risk factors for girls dropping out. This involves tracking of each girl, understanding the risk, flagging concerns, suggesting solutions, motivating the girls to take necessary action and ultimately preventing the girl from dropping out. All this requires a very high level of analytical and strategic thinking skills, which is not currently available in the Social Mobilizers).

Undertaking regular school visits

Handling any critical matters that may emerge from these interactions
-
Organizing/conducting programmatic activities at school and community as per mutually agreed plan and responsible for managing relationships with school, community and respond to issues that may arise.

The quality of home visits is expected to be of high as the expectation is of higher levels of engagement and effective mentoring and outreach to families
Record keeping, Reporting and monitoring:

Update records of attendance and parent meetings regularly

Prepare and submit weekly plans during weekly reviews

Timely record keeping, updating the data and sharing analysis of various parameters like attendance sheets , parents meetings, drop outs etc.

Filling up socio-economic profile of the girls

Regular physical verification of girls on sample basis

Periodic cohort risk assessment and analysis of it. Flagging issues of concern. It is expected that Social Mobilizers will undertake risk mapping of the entire cohort as many girls drop out during transition from grade 8 and grade 11. They would need to flag these cases and identify local solutions that may keep the girls in the schools.

Identify case studies of girls, schools/communities and best practices and gather all related data and information.

Maintaining stock register at school/center level
-
Provide a list of materials required for the girls to the supervisors.

Bachelor’s degree in education / Master’s degree in education / social sciences or equivalent/ or higher.

Minimum experience of 2yrs. (1-2 years of relevant experience in the education /development sector including internships).

Position Overview:
The Program Officer for the Girls’ Education and Gender Equality Program (GEP) at Room to Read will oversee all aspects of the Program at the field level. The role involves developing, planning, training, implementing, and monitoring programs for Social Mobilizers, supporting teachers, and enhancing the progress of participants. The position focuses on scaling up Girls’ Education and Gender Equality Program activities at the school level, assisting teachers in effectively delivering global life skill sessions, improving the sustainability of the Girls’ Education and Gender Equality Program, and ensuring that Room to Read participants receive a quality education and perform well academically. The position requires skills in project management, Gender responsive approach life skill education, mentoring, networking, accounting, and supervising. This position is based in Jhalakathi and the Social Mobilizers are the direct reports to Program Officer, Girls’ Education and Gender Equality Program.
Duties & Responsibilities:
Program Implementation and Training:

Support Teachers in providing targeted and relevant assistance to ensure that girls participate in high-quality life skill sessions aligned with global program content standards. Support Social Mobilizers in delivering parent workshops to ensure that parents benefit from well-structured sessions aligned with global program content standards

Guide Social Mobilizers (SM) to conduct group mentoring sessions and well as need based Individual mentoring support

Ensure that Social Mobilizers (SM) are trained to recognize and support school authority to implement different activities at school level

Coach Social Mobilizers (SM) to ensure they are providing appropriate support to Master Trainer and Teachers for financial literacy session preparation

Ensure that Social Mobilizers (SMs) regularly update the Weekly Action Plan (WAP) and deliver tasks as per the plan

Organize review meetings for Social Mobilizers (SM) to discuss challenges they face, address data collection issues, and find solutions related to field-level program implementation

Observe life skill sessions, financial literacy sessions, parenting sessions, and community events conducted by Social Mobilizers (SM) and provide onsite support and coaching for continuous improvement and efficient implementation of planned activities

Guide Social Mobilizers in building and maintaining relationships with community leaders, local government officials, and other stakeholders to advocate for the Girls’ Education and Gender Equality Program

Collaborate with both Technical and Operations team to ensure that program implementation meets Room to Read’s standards, including local adaptation of program content

Verify that school authorities and communities actively support the program and fulfill their agreements

Ensure that all Girls’ Education and Gender Equality Program schools have a functional LSE Club room

Conduct training sessions for Master Trainer, teachers and Social Mobilizers, possibly co-facilitating with the country office Girls’ Education and Gender Equality Program technical team

Attending planned training sessions, meetings with Room to Read staff, school authorities and regular review meetings to achieve organizational objectives

Develop PR, TOR, TOT, Logistic support (Different Journal, Register, Manual, Event, training, meeting etc); Provide support to the admin team

Organize various events according to the program's yearly plan. Collaborate with Country Office Girls’ Education and Gender Equality Program technical team for getting technical support and guidance

Participate in donor site visits, providing information about Room to Read’s Girls’ Education and Gender Equality Program as needed

Maintain liaison with government officials and various networks

Conduct performance reviews for Social Mobilizers (SM)
Planning, Reporting and Documentation:

Ensure Global Database is updated promptly with appropriate and reliable data

Prepare PIM report and submit it to Field Manager

Ensure that teachers are monitoring and recording girls' attendance, academic performance, and other program activities as required by the program design

Ensure the Social Mobilizers are monitoring and maintain records of girls’ information record book, different tools; including attendance, academic performance, and other program activities as required by the program design

Prepare and compile various reports (both internal and external)

Support the Field Manager in developing Girls’ Education and Gender Equality Program annual plan and budgets

Review the Girls’ Education and Gender Equality Program budget monthly and assist the Field Manager in preparing the monthly cash forecast, budget expenses report

Take responsibility for expenses and expense reporting in project areas of assignment

Document best practices, case studies and lessons learned and share them with the Girls’ Education and Gender Equality Program Team

Position Overview
The Social Mobilizer (SM) is the primary point of contact for girls in the Girls’ Education Program. She facilitates life skills sessions for the girls and provides mentoring to them in the form of group and individual meetings, as well as with home visits. The Social Mobilizer works with parents/caretakers and community members to educate them about the importance of girls’ education by facilitating parent workshops and/or holding community events. The majority of her time is spent with the girls at their schools. This position reports to the Girls’ Education Associate. The Social Mobilizer has no direct reports.
Roles & Responsibilities
Program Planning, Implementation and Training

Organize and facilitate Room to Read’s life skills sessions with girls and support them to use such skills in their lives.

Serve as a positive role model and mentor to girls by facilitating monthly group mentoring discussions.

Identify girls at risk of dropping or failing out of school using Room to Read’s risk and response system. Prioritize such at-risk girls for individual mentoring and follow-up support in the form of individual conversations and home visits, as needed.

Organize and facilitate Room to Read’s parent workshop sessions with parents/caregivers of girls to discuss specific topics related to girls’ education.
-
Conduct an introductory home visit with parents/caregivers of all new girls enrolled in the Girls’ Education Program.
-
Collaborate closely with the Program Officer to conduct one community-wide awareness event each year to mobilize support for girls’ education and gender equality.
-
Collaborate regularly with school authorities and communities to ensure local support for program implementation.
-
Collaborate closely with the Program Officer to conduct meet-up activities for Girls’ Education Program alumnae, as needed.
-
Participate in module trainings on Girls’ Education Program content and activities. These trainings will be led by the Program Officer and/or GEP Manager.

Support the Program Officer in the process of material support assessment and distribution for selected girls, as needed

Collaborate with other Social Mobilizers to conduct program activities as assigned by the Program Officer.

Participate in weekly 1-on-1 meetings with direct supervisor and other regular coaching/capacity building discussions, as needed.

Participate in regular trainings and meetings with Room to Read staff, as planned.
-
Participate in any other activities that may be required to be undertaken to fulfill the objectives of the organization.
Monitoring, Reporting and Documentation

Participate in monthly SM review meetings to discuss technical program implementation challenges and best practices with the Program Officer and other SMs.

Monitor and keep written records of girls including school attendance, academic performance, and participation in program activities. Work closely with the School Focal Point (main contact person at the school) to regularly obtain this data as needed. Provide this data to the Program Officer when requested.

Assist the Program Officer with regular collection of Girls’ Education Program alumnae data, including conducting alumnae information surveys, as needed.
-
Assist the Program Officer and/or Program Officer in conducting life skills assessments of Girls’ Education Program participants, as needed.

Prepare and submit regular reports to the Program Officer

Track and submit all program activity expenses and invoices.

Participate in donor site visits and provide information to donors about Room to Read’s Girls’ Education Program, as requested.

Document best practices, case studies, and lessons learned and share with the GEP Program Officer.
Qualifications
Required:

Secondary school degree (University experience or degree, preferred).

2 years of relevant work experience.

Demonstrated experience and/or interest working with and or counseling adolescent girls.

Good interpersonal skills and a team player.

Strong organizational and planning skills including the ability to monitor progress of program implementation.

Position Overview:
The District Project Associate will play a critical role in implementing the State’s FLN and Quality Education initiatives across all the allocated districts. The role will involve close coordination with the district education departments to drive strategic execution, capacity building, and data-driven decision-making. The PA will lead a team of District Academic Coordinators (DACs) and closely work in alignment with the SPMU team to ensure timely implementation of project activities and reform strategies. About the Project:
Room to Read, in partnership with the Jharkhand Education Project Council (JEPC), is setting up a State Project Management Unit (SPMU) to strengthen the Quality Education ecosystem in the state over a five-year period (2025–2030). The SPMU will design and implement initiatives aligned with the state’s FLN (Foundational Literacy and Numeracy) Mission and other quality education interventions at scale across Jharkhand. This includes driving academic excellence, system strengthening, teacher development, data-based decision making, and community engagement across all districts.
Roles & Responsibilities:
Implementation and Coordination:

Support the initiative in the allocated (multiple) districts and guide the team for improving FLN outcomes in the short and long term by fostering activities between districts, to drive change and prioritizing interventions, to achieve desired learning outcomes of children.

Collate insights and learnings from the districts and block level review meeting, EVV data and share with supervisor for review and improvement of the project, to achieve desired objectives.

Capacity Building and Training:

Support the capacity building of district and block officials in innovative thinking, leadership and effective execution leading to an overall improved administrative capacity in the district, by facilitating learning visits, interactions with experts, facilitated and targeted FLN sessions.

Support team members to facilitate capacity building of key stakeholders including Block Education Officers, Cluster Resource Persons and teachers on technical (academic) knowledge and skills through regular trainings, workshops and meetings on FLN and quality education goals, ensuring coherence with the state roadmap.

Strengthen district mechanisms for quality data reporting through regular mentoring of stakeholders on the use of tools like the EVV app, to reflect on the data and use it for decision-making and course correction.
Monitoring, Evaluation and Reporting:

Track implementation progress, data collection and analysis systems for the districts using established monitoring tools (EVV) and frameworks, ensuring actionable insights reach all the relevant stakeholders in a district.

Collate monthly data and reports as per the template, for all the allocated districts and share with DL-SPMU, capturing achievements, gaps, and recommendations based on field insights.

Collate and document key insights, case studies, and success stories from the field to build a repository of implementation learnings.
Team Management and Mentoring:

Position Overview:
The Government of Jharkhand, in partnership with Room to Read and JEPC, is establishing a State Project Management Unit (SPMU) to enhance the quality of education in the state, with a specific focus on Foundational Literacy and Numeracy (FLN). As part of this initiative, Balvatika will focus on early childhood learning interventions for children in the 3–6 age group. Duties and Responsibilities:

The Literacy Facilitator (LF) will be responsible for supporting and coaching teachers, librarians, and principals in the literacy program schools to help them adopt to new ways of working with children that increase the children’s literacy skills and habit of reading. They will report to the Literacy Program Officer/Associate and will not have any direct reports. This position is based at project location (District/Block/Mandal/ Cluster).
Roles & Responsibilities:
Program Understanding:

Develop a thorough understanding of Room to Read’s Literacy program design.

Support literacy program intervention across assigned project schools and ensure adherence to the program design.

Provide reflective feedback on program design and implementation (especially with respect to progress towards outcomes) and demonstrate a solution-oriented approach.

Serve as a technical resource to the schools in the area of language development, literacy skills and reading.

Position Overview:

The Technical Officer, GEP is a key role to support the successful design, review, and redesign of Room to Read’s Girls’ Education Program (GEP) signature and new accelerate approaches that will be covered as per the GEP strategy. Roles & Responsibilities:
Technical Oversight
- Support the Program Manager to review and contextualize Gender Equality Program contents and professional learning materials aligning with different introduced approaches for Tanzania
- Assist GEP technical department in the development of GEP accelerate initiatives for implementation in new Geographies.
- Support Program Manager to improve professional learning materials and conduct trainings to field Program officers, Social Mobilisers and other identified educators and partners on contextualized program contents aligning with accelerate initiatives.
- Provide technical oversight to Field Office GEP staff, Social Mobilizers (SMs), educators from the system and program partners; including providing on-going capacity building, on-site coaching, and technical support as required to address issues of overall program implementation quality.
- Participate in Proposal development for funding various components of the GEP program, as needed.
Planning, Monitoring and Evaluation, Reporting, Documentation
- Provide technical expertise to the Country Research, Monitoring & Evaluation (RM&E) team to support design and refinement of monitoring and evaluation systems and procedures used to track progress against planned program outcomes that align with new introduced approaches.
- Participate in development of annual program goals and establishment of budgets for accelerate approaches while ensuring alignment with organizational strategies and priorities.

External Coordination, Advocacy and Networking
- Support in the development of Government engagement activities which will result in adoption of Room to Read frameworks/approaches into Government system.
- Support in developing and maintaining relationships with the Education Partners and stakeholders in supporting Gender Equality approaches in Tanzania including representing Room to Read at relevant meetings as needed.
- Liaise with and explore opportunities for knowledge sharing with NGOs, experts, and institutions involved with Gender Equality program approaches to inform program improvement and accelerate mission.

Qualifications and Experience:
Required
- University degree in a related field (e.g., Education, Social work, Sociology, Gender, Community Development).
- 3 - 5 years of relevant work experience
- Prior experience in contextualization (adaptation, translations, design).
- Prior experience working in projects/programs delivered using accelerate implementation model.
- Prior experience in planning, facilitating training and coaching.
- Prior experience in project planning and budgeting.
- Good interpersonal skills and a team player.

Position Overview:
The Program Officer, Literacy Field will oversee the program implementation and lead the agenda of system strengthening at state level. They will be responsible for coordination, development, and reporting of existing multiple variants of the Literacy program in a state. They would serve as the main point of contact for the school and local government officials and coordinate the work of other Room to Read staff in the state. The Officer will report to the State Coordinator and will have Program Associates reporting to them. Support Procurement Committee activities for purchases above USD 9,999.

Conduct market surveys and share pricing/trend updates with management.

Qualifications

Position Overview:
The Communication Officer will be reporting to the Communication Manger. They will be responsible for leading the communications for the high stakeholder project. This would require coordinating with state offices and other required sources to obtain relevant information for the project including (but not limited to) case studies, reports, photo essays, fact sheets, videos, testimonials, brand merchandise etc. They will be strategizing and conceptualizing project content including monthly social media content and mainstream media content to ensure project’s outreach and visibility.

Position Overview:
The District Project Associate will play a critical role in implementing the State’s FLN and Quality Education initiatives across all the allocated districts. The role will involve close coordination with the district education departments to drive strategic execution, capacity building, and data-driven decision-making. The PA will lead a team of District Academic Coordinators (DACs) and closely work in alignment with the SPMU team to ensure timely implementation of project activities and reform strategies. This role requires a balance of academic expertise (FLN and Primary school education), team management, stakeholder engagement, and project monitoring. The role will focus on system strengthening at district level, providing academic leadership, supporting implementation of state priorities on FLN and quality education, and ensuring effective stakeholder engagement.
About the Project:
Room to Read, in partnership with the Jharkhand Education Project Council (JEPC), is setting up a State Project Management Unit (SPMU) to strengthen the Quality Education ecosystem in the state over a five-year period (2025–2030). The SPMU will design and implement initiatives aligned with the state’s FLN (Foundational Literacy and Numeracy) Mission and other quality education interventions at scale across Jharkhand. This includes driving academic excellence, system strengthening, teacher development, data-based decision making, and community engagement across all districts.
Responsibilities:
Implementation and Coordination:

Support the initiative in the allocated (multiple) districts and guide the team for improving FLN outcomes in the short and long term by fostering activities between districts, to drive change and prioritizing interventions, to achieve desired learning outcomes of children.

Collate insights and learnings from the districts and block level review meeting, EVV data and share with supervisor for review and improvement of the project, to achieve desired objectives.
-
Participate in monthly review meetings held in state and districts to support the DCs/DEOs/BPOs/ DACs in setting the FLN focused agenda for these meetings, reflecting on insights from data collected by the districts, and prioritizing the project goals at the district level.

Coordinate with the district officials for timely delivery of FLN Kit/ Teaching learning Material to all schools, and support in tracking the progress regularly.

Guide the team to facilitate district and block-level campaigns/ events aligned with SPMU goals and ensure timely implementation.
Technical (Academic) Support:

Act as the district-level anchor of the SPMU, championing the FLN and Quality Education reform agenda across allocated districts for primary grades.

Support teams to foster strong partnerships with district education functionaries to create a shared vision for FLN success.

Coordinate with district officials for effective usage of existing and new teaching learning material by teachers, children, CRPs as desired.
Capacity Building and Training:

Support the capacity building of district and block officials in innovative thinking, leadership and effective execution leading to an overall improved administrative capacity in the district, by facilitating learning visits, interactions with experts, facilitated and targeted FLN sessions.

Support team members to facilitate capacity building of key stakeholders including Block Education Officers, Cluster Resource Persons and teachers on technical (academic) knowledge and skills through regular trainings, workshops and meetings on FLN and quality education goals, ensuring coherence with the state roadmap.

Strengthen district mechanisms for quality data reporting through regular mentoring of stakeholders on the use of tools like the EVV app, to reflect on the data and use it for decision-making and course correction.
Monitoring, Evaluation and Reporting:

Track implementation progress, data collection and analysis systems for the districts using established monitoring tools (EVV) and frameworks, ensuring actionable insights reach all the relevant stakeholders in a district.

Collate monthly data and reports as per the template, for all the allocated districts and share with DL-SPMU, capturing achievements, gaps, and recommendations based on field insights.

Collate and document key insights, case studies, and success stories from the field to build a repository of implementation learnings.
Team Management and Mentoring:

Supervise and mentor a team of District Academic Coordinators (DACs), supporting them in effective field engagement, data-based decision-making and achieving district level and state level FLN - quality education goals.

Build a strong performance and learning culture among the team through regular coaching and field accompaniment.

Foundational Literacy Technical Consultant
Room to Read – Rwanda Country Office
Overview
The Foundational Literacy Technical Consultant will provide strategic and technical leadership for Room to Read’s lower primary literacy programming in Rwanda. Working closely with the Country Director and Associate Director, Literacy Program, the consultant will guide the design, implementation, and quality assurance of interventions that strengthen research-based literacy instruction, teacher professional development, library management, and the production and use of engaging reading materials.
The consultant will collaborate with the Government of Rwanda (GoR), Room to Read’s Global Office Literacy team, creative and publishing partners, and other stakeholders to advance foundational literacy outcomes. The Foundational Literacy Technical Consultant is a member of the Country Management Team and reports to the Rwanda Country Lead.
Key Deliverables
Technical Leadership & Program Support

Support recruitment of consultants and service providers for the literacy program, including developing terms of reference.

Support the engagement and management of implementing partners delivering teacher and school leader training.
-
Participate as a member of the country management team, contributing to strategic planning and program oversight.

Develop and review annual and quarterly budgets for the Rwanda literacy program.
Stakeholder Engagement
-
Identify and collaborate with similar education NGOs for learning, alignment, and knowledge sharing.
-
Engage key public and private stakeholders—including REB, MINEDUC, Kigali Public Library, publishers, publishers’ associations, and development partners—to support effective implementation.

Strengthen the capacity of creatives and publishers and support the co-creation of fun, high-quality children’s stories.
Quality Reading Materials
-
Review Kinyarwanda decodable readers prior to mass printing to ensure pedagogical quality and alignment with literacy standards.
-
Lead and coordinate development, validation, and printing of training materials (facilitator guides and trainee handbooks) for decodables use, library management, and reading activities.
Teacher Professional Development
-
Lead and coordinate the piloting and nationwide roll-out of training on decodable use, library management, and fun and engaging reading activities with children using books from the library.

Support school-level initiation and establishment of reading clubs and reading competitions.
National Literacy Frameworks & Systems Strengthening
-
Lead and coordinate the development of the national book policy.
-
Lead and coordinate the development and validation of the national textbook strategy and the national storybook guidelines.
Qualifications
-
Master’s degree in Curriculum and Instruction, Literacy Education, or a closely related field, with strong technical grounding in early grade literacy.
-
Minimum of 8 years of technical experience in the Rwanda education sector, including literacy instruction, teacher support, and/or curriculum development.
-
At least 3 years of proven management and leadership experience, including supervision of professional staff, quality assurance of deliverables, and program oversight.
-
Demonstrated expertise in literacy teaching, learning, and assessment, with experience designing or overseeing large-scale teacher professional development for literacy.
-
Strong knowledge of the Rwanda education system, including curriculum, language policies, foundational literacy priorities, and stakeholder structures (REB, MINEDUC, etc.).
-
Excellent communication and facilitation skills in English and Kinyarwanda, with the ability to conduct trainings, lead technical workshops, and engage government and partners effectively.
Duration of Assignment
The consultancy will follow a monthly level-of-effort (LOE) structure, with deliverables agreed upon for each period. The assignment will start on January 1, 2026 and end on June 30, 2026, with the possibility of an extension.
Level of Effort (LOE)
The Consultant is expected to provide services on a monthly level-of-effort (LOE) basis. The specific number of days or hours required each month will be agreed upon in advance with Room to Read based on planned activities and deliverables. Payment will correspond to the actual LOE completed and verified for each month.
Payment Schedule
Payment will be made once monthly upon receipt and verification of the Consultant’s timesheet and invoice.

Content Development & Publishing Consultant

Overview
The Content Development & Publishing Consultant will support Room to Read’s book publishing initiatives in Rwanda by providing technical leadership in the design, development, and implementation of activities that increase the quality, availability, and accessibility of children’s reading materials in Kinyarwanda and English. Working closely with the Associate Director, Literacy Program, the consultant will strengthen the capacity of local publishers and creative professionals—including authors, illustrators, editors, and graphic designers—to produce high-quality, age-appropriate storybooks that foster children’s love for reading.
The consultant will also contribute to the development and validation of national frameworks such as the National Storybook Guidelines and the National Textbook Strategy, and will oversee the printing and distribution of literacy materials. This includes coordinating with REB and local printers to meet government standards and technical specifications. The consultant will collaborate with government institutions, private-sector stakeholders, development partners, and Room to Read’s global experts to strengthen the publishing ecosystem and the broader Teaching and Learning Materials (TLM) market system.
Key Deliverables
Publishing Sector Strengthening

Identify, engage, and maintain strong working relationships with private publishers, creatives, and publishers’ associations.

Coordinate capacity-building activities for authors, illustrators, editors, designers, and publishers to support the creation of high-quality children’s storybooks.

Lead co-creation and adaptation workshops for storybook development and refinement.
Planning, Budgeting & Coordination
-
Develop and review annual and quarterly budgets for book publishing activities, including capacity-building workshops, co-creation sessions, and printing activities.

Engage key private and public stakeholders—including REB, MINEDUC, MINUBUMWE, Kigali Public Library, publishers, associations, and development partners—to ensure smooth implementation of publishing and library interventions.
Quality Reading Materials
-
Lead and oversee the mass printing and distribution of Kinyarwanda decodable readers in close collaboration with REB and local printers.

Ensure printing processes adhere to technical specifications, government standards, and Room to Read quality assurance standards.
Teacher & Library Support
-
Support the pilot and rollout of training for decodable use, library management, and engaging reading activities across the country.

Contribute to the integration of quality reading materials into teacher and librarian capacity-building activities.
National-Level Frameworks
-
Support the development and validation of the national book policy.

Support the development, validation and rollout of the national textbook strategy.

Support the development, validation and rollout of the national storybook guidelines and their implementation plan.
Qualifications
-
Master’s degree in Education, Publishing, Literacy, Communications, or a related field, with strong grounding in book development or content production.

At least 8 years of technical experience in Rwanda’s children’s book publishing industry, including storybook creation, production, or capacity-building activities.

Strong understanding of the Rwanda publishing ecosystem, including key actors, regulations, market challenges, and capacity gaps.
-
Demonstrated ability to design, facilitate, and manage training and technical workshops for creatives, publishers, and other book-sector stakeholders.

Experience working with government institutions and private-sector partners, including REB, MINEDUC, publishers, associations, and development partners.

Excellent oral and written communication skills in English and Kinyarwanda, with the ability to prepare high-quality documentation and engage effectively with diverse audiences.

Position Overview:
The Officer, Research, Monitoring & Evaluation (RM&E) is a data-driven RM&E professional responsible for supporting the design, implementation, and management of Room to Read’s research, monitoring, and evaluation systems. The role ensures rigorous data quality, strong statistical analysis, and effective utilization of RM&E data across the Gender Equality Portfolio (GEP) and the Literacy Portfolio (LP). The Officer plays a vital role in safeguarding data integrity and turning evidence into actionable insights that strengthen portfolio performance and strategic decision-making.
The RM&E Officer will maintain strong working relationships with internal and external stakeholders, including portfolio leads for the Gender Equality and Literacy portfolios, regional RM&E, Operation, PDTA team, field-based colleagues, and relevant government, donor or partner institutions. The Officer represents the RM&E function with professionalism, ensuring effective communication, coordination, and evidence-driven collaboration across portfolios.
Roles & Responsibilities:
Technical Data Systems Management & Integrity

Lead the management of RM&E data systems, including the Global Solution Database (GSD), maintenance of Program Implementation Monitoring (PIM), and, where applicable, DevResults.

Design, program, test, and deploy digital data collection tools, ensuring high data integrity using platforms such as SurveyCTO.
-
Coordinate and implement data quality monitoring (DQM) checks across all programs.
-
Identify and recommend innovations in RM&E systems and software to strengthen data operations and field implementation.
Advanced Analysis, Visualization & Reporting
-
Conduct rigorous quantitative and qualitative data analysis for all programs, applying statistical methods to assess trends, performance, and impact.

Develop dynamic dashboards and visualizations using Power BI to support evidence-based decision-making.
-
Prepare analytical reports and synthesize findings following field visits and routine monitoring exercises.

Support feasibility studies and initial analytical work for program expansion or strategic initiatives.
Capacity Building & Field Implementation
-
Train and mentor staff and enumerators on methodological data collection, digital tools, and RM&E standards.

Collaborate with portfolio teams to design and implement monitoring activities (e.g., New Girls Survey, Life Skills Assessments, Alumnae tracking).

Provide field-level support to GEP and Literacy Portfolio activities to ensure strong monitoring practices.
-
Travel regularly to oversee RM&E implementation and strengthen data quality at the field level.

Perform any other duties as assigned by the supervisor to support the overall effectiveness of the RM&E function and the successful implementation of both portfolios.
Qualifications and Experience:
Required

Advanced degree in Statistics, Data Science, Quantitative Methods, Economics, Monitoring & Evaluation, or a closely related field.

Minimum of 3–5 years of hands-on experience in M&E data management, statistical analysis, and research within development or education sectors.

Strong understanding of education programming and community participation in schools.
-
Experience working in rural settings is an added advantage.

Ability to travel frequently to support field-level monitoring and technical oversight.

Proven experience in successful implementation of a wide range of tasks, demonstrating flexibility and adaptability.
Preferred:

Proficiency in at least one statistical analysis package (R, Stata, or Python/Pandas).

Position Overview:
The social mobilizer is responsible for the implementation, coordination development and reporting of the Girls’ Education program in the respective school (s). She would serve as the first point of contact for the school, parents, and scholars. This position will be field based in one of the government schools. The position will also involve regular interaction with school administrators, parents, School Management Committee members, teachers, and scholars. The Social Mobilizer reports to the Officer, Girls Education Program.
Primary Duties & Responsibilities:
Program and Financial Management

Develop a thorough understanding of Room to Read’s Girls’ Education program design.

Responsible for ongoing implementation of the Girls’ Education program under her jurisdiction, ensuring timely, efficient, and well-coordinated implementation, adhering to the program and budget guidelines.

Responsible for managing relationships with school, community and respond to issues that may arise in these relationships.
-
Organizing and facilitating events, life skills camps, field trips and other educational based forums.
-
Facilitating life skills education sessions, and children club meetings
-
Conducting group and individual mentoring sessions
-
Conduct material support need assessment as needed and appropriate, material delivery to selected girls and monitor its usage.

Collect/ update alumnae contact information begore girls’ graduates and on an ongoing basis.

Conduct periodic meetings with community members, parents, community leaders, head of schools and teachers.
-
Supports donor visits through demonstration projects and presentation, as needed.

Ensure effective utilization of program budget through proper planning and tracking of planned activities.
Reporting and Documentation

Timely submission of Monthly Program Report and Quarterly Progress Report in desired format to program officer.

Support collecting accurate and data to be entered in online software (GSD)

Maintaining and timely update of all field level records

Collecting and documenting case studies and success stories to share the impact of Girls Education Program intervention at the school level.

Participate in review meetings and any other activities which may be required to be undertaken to fulfill the objectives of the organization.
Qualifications and Experience:
Required

Bachelor’s degree in education /social sciences or equivalent

1-2 years of relevant experience in the education sector

Experience in facilitating life skills, mentoring, and coaching.

Working knowledge and understanding of project management

Ability to work in remote area.

The Literacy Program Officer (LPO) serves as the technical lead for literacy skills development and fostering a habit of reading at the upazila level. The LPO works in close coordination with the district field office to ensure the effective implementation of Reading Advancement activities. This role involves regular communication with Upazila Education Officers and UNOs and leads the linkage and liaison efforts with all relevant government stakeholders.
The position reports directly to the Field Manager and provides technical supervision to Literacy Facilitators. In alignment with the modified co-implementation model of the Literacy Program in the district, the specific roles and responsibilities of the LPO will be defined according to the updated implementation approach.
Key responsibilities:

Overall responsible for ensuring implementation of the modified Co-implemented Literacy Program in the assigned Literacy Portfolio schools (all activities).
-
Provide technical assistance to the head teachers, subject-wise Bangla teachers, and SRM teachers in the schools through Literacy Facilitator and direct involvement.
-
Organize and facilitate Training of Trainers for government officials and master trainers (instruction and library), and head teachers' training on coaching support visit.
-
Provide technical support to the Master Trainers to organize and conduct (if require facilitate) teachers' training (instruction and library).
-
Organize and facilitate district and upazila level program sharing/review meeting and Program Coordination workshop.
-
Organize and facilitate meetings with Primary Training Institute (PTI)/Upazilla Resource Center (URC) officials to include LP content in the subcluster training manual, jointly prepare the training manual with PTI/URC, and provide orientation to the sub-cluster facilitators (selected teachers & Upazilla Assistant Education Officers).

Prepare customized training manual, standardize ToT packages & teachers’ packages (FG, PPT, Handouts, Schedule, pre- & post-test questionnaire), and related materials.

Provide support to prepare student workbooks (Greade-1 & 2), workbook (Teachers Edition).

Participating in and supporting technical review workshop, ToT on instruction and library, LP staff training, and all staff training.

To build the professional capacity of program staff through PD sessions/review meetings/and on-the-job training.

Ensure regular school visit (support visit and monitoring visit). At least 2 support visit and 1 monitoring visit to each of his supervises within a calendar month.

Prepare and continuous track the LP budget, Implementation Calendar, and training calendar, and take initiative to track the implementation.

Coordinate to ensure the timely distribution of learning materials to the schools.

Prepare program reports and timely submission

Assist and coordinate the joint program visit with government officials and the donor.

Perform any other responsibilities as and when required, assigned by the Supervisor.

Program Implementation and Training:

Position Overview:
The Literacy Facilitator (LF) is responsible for adopting innovative approaches to enhance children's reading skills and foster a habit of reading by supporting and coaching teachers and Head Teachers. LFs will co-facilitate instruction and library training with Literacy Program Officers/Government (GoB) Officials and will participate in sub-cluster training and conduct session/discuss about Literacy Portfolio activities which are where appropriate. They will also assist in the preparation of training materials, reports, and documentation.
LF will be responsible for 20 GPS and reports to the Literacy Program Officer and is based on the assigned upazila within the district.
Key responsibilities:

Provide support to the teachers in understanding the Modified Co-implemented literacy program.

Provide support in implementing the literacy program intervention across assigned schools following the new design (Modified Co-implemented LP model).

Works as a technical resource person in the assigned schools on applying literacy skills and the habit of reading techniques in the classroom and library.

Provide 1 support visit and 1 monitoring visit each month in each school.

Observe, demonstrate, and coach Grade 1 and 2 Bangla teachers and SRM teachers of G: 1 to 5 (Minimum 1 in each visit) in delivering the instructional and library component of Room to Read’s Literacy Program at the time of support visit.

Coordinate with Head Teacher, cross checks all documents and materials, collect necessary data and support teachers as their requirement at the time of monitoring visit.

Provide follow-up visits to the head teachers in coaching support visits (at least 2 schools per month) and assist teachers in adopting the RtR program components in their schools, including Early Grade Reading Instruction and School Libraries.

Co-facilitated Bangla teachers' training, Library focal teachers'/SRM teachers training, and head teachers’ training.

Assist the Literacy Program Officer in conducting different meetings organized for teachers, government officials and community people or any other stakeholders. LF also may have role of co-facilitator for these events.

Ensure the timely delivery of all types of program related logistics (library books, instruction materials, and other program materials) to schools.

Assist Grade 1 and 2 Bangla teachers in the effective use of ongoing student tracking assessments and provide a remediation & revision plan for improvement of Grade 1 and 2 students.

Provide guidelines, manuals to the schools and communities and support in organizing literacy events (read-play, wall magazine, print reach classroom etc.), parent meetings and other community activities for promoting literacy environment at schools and communities.

Collaborate with Head Teachers, the GoB Officials and the community are to develop a sustainability plan for the continued implementation of literacy program practices and acquiring resources (instruction materials, stationery, and new books) after Room to Read’s support ends.

Position Overview
The Finance and Administration Consultant will establish, manage, and strengthen the financial and administrative operations of the Room to Read Rwanda Country Office (CO). The Consultant will ensure full compliance with Rwandan statutory requirements, Room to Read policies and procedures, and donor requirements, while supporting effective financial planning, reporting, and operational controls.
Key responsibilities include financial forecasting and budgeting, expenditure tracking, financial reporting, accounting and recordkeeping, payroll oversight, cash and bank management, procurement support, and asset administration.
The Consultant will report to the Rwanda Country Lead and work closely with the Global Office Field Finance & Accounting (FF&A) team, as well as regional and country program staff.
Key Deliverables

Required Qualifications

Duration of Assignment

Position Overview:
The Program Associate will assist in planning and execution of Room to Read’s literacy interventions at the district and field level in Bihar. This role will support the implementation of the MoU signed with the Government of Bihar for setting up 50 Demonstration Schools, along with other literacy engagements in the state, in consultation with the State Head.
They will provide strategic, technical, and management support for FLN (Foundation Literacy Numeracy) initiatives aligned with NIPUN Bharat (National Initiative for Proficiency in Reading with Understanding and Numeracy) / NIPUN Bihar, oversee quality of implementation, coordination, and reporting across assigned districts, and identify implementation issues related to program design and management, proposing field-level solutions in discussion with the State Head.
The Associate will support teacher training and capacity building of government officials, work closely with Literacy Facilitators, and coordinate field-level implementation. The Associate will report to the State Head, Bihar. This position involves frequent travel and regular interaction with education officials, school administrators, teachers, and students. They will serve as a key point of contact for schools and local government officials within the assigned geography.
Responsibilities:

Develop a thorough understanding of Room to Read’s Literacy program design, Demonstration School model, and FLN frameworks aligned with NIPUN Bihar.

Support rollout and ongoing implementation of FLN and Demonstration School interventions in assigned districts, ensuring outcomes in consultation with the State Head.
