Hours of work: 35 hours per week excluding breaks (Monday to Friday)

Annual leave: 34 days per year, including Bank/ Statutory Holidays (pro rata for part-time)

About the role

As an Enhanced Resettlement Worker and Welfare Specialist, you will work in-person and remotely with clients who have support needs and who have approached the Hub Network for a prevention, relief, reconnection or advice service. Working in close partnership with other statutory and 3rd sector agencies, you will support our clients to engage with services and find accommodation solutions. You will work in a person-centred way to get the best prevention, relief, reconnection and support outcomes for the client.  

In your welfare role you will work with clients to maximize their income, support them with eligibility issues and help them into employment or training.

You will also work closely with the HST management team to develop and deliver a range of community hubs, providing housing support and advice across the borough.

Main duties

  • To work with the wider HHN and our WCC colleagues to ensure that all Hub clients experience a welcoming and safe environment, whether face to face or remotely, that considers their individual support and cultural needs.
  • To work with clients with support needs, to engage with their prevention, relief or advice goals by: 
    • Agreeing with them a support plan to deliver the actions identified in the Personalised Housing Plan
    • Undertaking specific short-term interventions to progress a client’s prevention or relief goals, including providing advice and support to enable individuals to improve their health and wellbeing.
    • Providing advice and signposting to support clients to access relevant housing and wider support services.
    • Working in partnership with WCC Caseworkers to deliver a holistic housing and support service.
    • Providing support to clients to access private rented sector and supported accommodation options.
    • Referring to specialist internal and external support services as appropriate, including health, drug & alcohol, and employment services.
    • Working with our Welfare specialists to maximise client income and to address any issues with benefits or employment.

WELFARE SPECIALISM 

  • To support clients to apply for welfare benefits and to maintain their benefit claims.
  • To support clients who are placed in Temporary Accommodation to apply for Housing Benefit and Council Tax Relief.
  • To support clients to appeal negative benefit decisions
  • To review client income to ensure that their income is maximised and that the correct benefits/financial support is being claimed
  • To make effective referrals to specialist external services, for example CABs, Shelter, debt management services and housing legal services, to ensure that the needs of clients with complex welfare or homeless prevention issues are met.
  • To support clients to evidence eligibility for a Statutory Housing Service
  • With the input of clients, to make appropriate referrals to employment and volunteering services.

Key responsibilities

  • In conjunction with the Housing and Support Service Manager to continuously develop the role to ensure that all tasks are being undertaken in an effective and appropriate manner which meets the strategic aims and objectives of The Passage and the Hub Partnership.
  • To participate in internal/external meetings as required, and attend training events, conferences and other functions as necessary.
  • To participate in regular supervision, reflective practice and annual appraisal, and help in identifying your own job-related development and training needs.
  • To ensure that all The Passage and Partnership policies and procedures are being adhered to, particularly those relating to Health and Safety, Data Protection and Confidentiality.
  • To contribute to the effective implementation of The Passage’s EDI Policy.
  • To at all times undertake your role in a professional manner maintaining a high-quality standard of work, and to always work in accordance with the aims, values and ethos of The Passage1and the Partnership.
  • Undertake any other duties that may be required which are commensurate with the role.

Desired experience

  • E1Experience of face to face working with vulnerable or socially excluded adults.
  • E2Experience of working collaboratively with others, including voluntary, statutory and private sector agencies.
  • E3Experience of carrying out assessments and providing support and interventions to ensure client needs are met.
  • E4Experience of working within a team to achieve strong and effective relationships with others to achieve organisational aims and objectives.
  • E5Experience of working in a fast-paced public environment, such as a day centre, hostel or public service.

Desired knowledge

  • K1An awareness of the issues that face street homeless and vulnerable people.
  • K2A basic knowledge of the main housing legislation and housing options, relating to homeless and vulnerably housed people.
  • K3Knowledge of the skills and attitudes needed to support clients within a psychologically informed framework.
  • K4A working knowledge of the main welfare benefits in the UK. (Desirable)
