About the role

The post holder will be responsible for planning and scheduling the 20% rolling survey programme and ensuring targets are met efficiently. They will carry out internal and external surveys across both void and tenanted properties, gathering, assessing and reviewing information on the housing stock to support the management team in planning works that meet SHQS, the Tolerable Standard, and energy efficiency requirements. The role also includes surveying and collecting data to inform energy‑related improvement programmes, gathering property energy data, and using energy calculation tools for investment planning. The post holder will contribute to understanding and delivering EESSH, EESSH2 and Net Zero ambitions through accurate energy assessments, and will provide technical support in the assessment and monitoring of homes, particularly in relation to retrofit approaches and the PAS 2035 process. Additionally, they will support the development of long‑term asset management and energy efficiency strategies.

Key responsibilities include

  • To undertake stock condition surveys and energy assessments for the association's properties to inform the position in relation to energy efficiency and investment works required to meet EESSH and SHQS.
  • Undertake condition surveys of RCH housing to provide the data necessary to maintain our stock condition database and to inform our Housing Investment Programme, contributing to the delivery of stock improvements in line with current legislation, regulations and association contracts.
  • Implement and Oversee quality control procedures for survey data.
  • Contribute to the development and planning of the capital improvement programme and the planning of stock improvements.
  • Monitor designated stock improvement projects, as well as attend pre-start and progress meetings as and when required.
  • Advise and provide 'technical' support to team members in connection with housing improvements, energy efficiency measures, aids and adaptations and ad hoc repairs.
  • Inspecting properties, preparing sketches and diagrams when required and issuing work orders when required.
  • Work as part of the team that influences and decides the programming of future stock improvement works; ensure that associations' homes remain in good condition, safeguarding the value of our assets.
  • Demonstrate initiative, forward-thinking and awareness of opportunities and new developments in Energy and Sustainability within the Energy Efficiency and Asset Management practice of a Housing Association, including technology advancements to derive maximum benefits.
  • Communicate and engage with tenants and residents as and when required and work effectively with project team members, including external consultants and contractors.
  • Pilor innovative tools (e.g. drones, thermal imaging, AI-based modelling) and evaluate their effectiveness.

About you

To be successful in this role you should be able to demonstrate the following knowledge and skills:

  • Chartered member status of a recognised and relevant professional body, e.g. Institute of Housing, Institute of Building, Royal Institution of Chartered Surveyors, Business Management (desirable);
  • Significant and demonstrable management experience in the asset, property and / or commercial related sectors;
  • Significant experience and knowledge of managing relevant large third sector operations and development of business growth and operations;
  • Able to demonstrate a strong grasp of up to date energy challenges and health and safety regulations, including contract management and investment delivery;
  • Strong track record of achieving and sustaining high level of operational and business performance;
  • Strong track record of identifying business growth opportunities;
  • Experience of delivering service excellence initiatives in assigned functions;
  • Active networker who is well-known, with high levels of credibility and competence, within a relevant sector;
  • Experience of contributing and supporting major change initiatives and programmes with positive outcomes;
  • Full driving licence essential
