Role Profile Role Title Reports To (Role) Chief Executive Sport & Club Development Manager Department Direct Reports (Role) Sport, Culture & Business Development n/a Role Purpose To provide strategic leadership for the development, sustainability and profile of sport and physical activity across Hyndburn. The Head of Sport & Club Development will lead the strengthening of local sport infrastructure, oversee borough-wide club network development, build strong and effective partnerships with National Governing Bodies of Sport (NGBs) and education providers, and take strategic responsibility for marketing and promotion of sport and physical activity opportunities. Key Accountabilities Leadership & Culture • Lead by example, demonstrating professional, courteous and proactive behaviours at all times • Champion Hyndburn Leisure’s vision, values and customer-focused • ethos across all interactions Inspire improvements in provision, partnerships and processes to achieve “best in class” standards internally and externally Strategic Leadership & Infrastructure • Develop and deliver a borough-wide Sport & Club Development plan. • • • Align local delivery with national and regional sport strategies and Lead and coordinate sustainable sport club networks across Hyndburn. Measures • Positive feedback from colleagues, managers and facility/service users • Evidence of process improvements and innovative initiatives implemented • Staff engagement and adoption of organisational values reflected in daily operations • Sport & Club Development Plan produced, approved and reviewed annually • Number of clubs engaged in networks • Completion of annual needs/gap analysis • Feedback from Chief Executive and Board on quality of insight and advice Club Development & Network Leadership • Strengthen governance, sustainability and capacity of affiliated clubs. • Facilitate borough-wide club forums and partnership networks. • Support workforce, coaching and volunteer development pathways. • Improve collaboration between clubs to maximise impact and shared learning. Strategic Partnerships • Act as lead relationship manager for National Governing Bodies of Sport. • Strengthen links with: ➢ Schools and PE leads ➢ School Sport Partnerships ➢ Active Lancashire ➢ Community & voluntary sector organisations ➢ Health and wellbeing partners • Represent Hyndburn Leisure at borough, county and regional forums. • Number of accredited clubs • Forums and partnerships developed, delivered and supported • Volunteer and Coach development opportunities provided • Best practice shared across clubs • Relationships built and maintained • Outcomes of partnership working • Representation on forums Education & Participation Pathways • Strengthen links between PE, School Sport and community provision. • Work with the School Sport Partnership to support clear pathways • from school-based activity into local clubs. Increase awareness among schools and families of local participation opportunities. • Outcomes of partnership working with education settings • Outcomes to improve school to club links Marketing, Communications & Profile Raising Inclusion & Reducing Inequalities • Develop and implement a Sport & Club Development marketing plan aligned to participation growth objectives. • Oversee campaigns promoting: ➢ Local clubs and opportunities ➢ Participation pathways ➢ ➢ Success stories and community impact Inclusive sport initiatives • Ensure consistent, inclusive messaging that reflects Hyndburn’s communities. • Support clubs in strengthening their digital presence. • Use insight and data to target underrepresented groups and increase participation. • Champion equality, diversity and inclusion across all development work. • Manage a grant fund, to remove barriers to participation and to grow participation opportunities across the borough. Identify and address barriers to participation. • • Support clubs to become more inclusive and welcoming environments. • Ensure inclusive practice is embedded across all campaigns and partnerships. Funding, Investment & Performance Identify and secure external funding to support infrastructure growth. • • Support clubs to access investment opportunities. • Monitor participation data and impact measures. • Report strategic progress and outcomes to the Chief Executive and Board. • Marketing plan produced • Number of campaigns delivered • Outcomes of marketing campaigns • Digital marketing tools developed to help to promote local awareness of clubs and physical activity groups • Champion inclusivity across the borough • Establish a steering group to manage a grant fund to remove barriers to participation • Develop and launch the fund • Attract additional investment into the fund • Number and value of external funding bids submitted and secured • Number of case studies produced to evidence impact • Analyse data, including the Active Lives survey to demonstrate impact and need • Reports shared with the Active Wellbeing Subcommittee Person Specification Key Skills/Qualifications Essential Skills / Experience: Essential • Senior experience in sport, PE, health or physical activity development. • Strong understanding of club infrastructure and NGB systems. • Proven strategic partnership leadership. • Experience managing budgets and teams. • Experience delivering marketing or participation growth campaigns. • Experience of obtaining external grant funding. • Ability to analyse data and produce clear, actionable reports for management. • Ability to use insight and data to inform targeting and messaging. • Strong strategic planning and reporting capability. • Commitment to inclusive practice. • Strong organisational skills, with the ability to manage multiple tasks, deadlines and calendars • Excellent written and verbal communication skills • Strong customer service mindset, able to support managers, staff, volunteers, and external stakeholders • Proactive mindset with the ability to identify opportunities for process improvements Desirable • Experience within a leisure trust or local authority environment. • Knowledge of the Lancashire sport landscape. • High proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook) and experience with CRM systems Qualifications / Credentials (if applicable): • Educated to Degree level or qualified by experience, ideally with a Sport, PE or Health focus
