This post is offered as a 12 month fixed term contract, or secondment for internal candidates.
We are offering an exciting opportunity for an experienced and dynamic Service Development Manager to lead transformational change and support the successful mobilisation, delivery, and continuous improvement of our pan-London specialist rough sleeping services, including migrant support services.
Working closely with the Head of Specialist Rough Sleeping Services, you will play a key role in establishing and developing three Greater London Authority (GLA) contracts: London Navigators, MAPS, and the Crisis Prevention and Response Service (CPRS).
Working as Service Development Manager you will support services through periods of growth and transition, helping to ensure operational readiness, embed new ways of working, and deliver against contractual objectives. Key responsibilities will include:
Lead the mobilisation and ongoing development of specialist rough sleeping services, ensuring a smooth transition from contract award to delivery.
Support managers and teams through periods of growth and change, embedding new processes, systems, and ways of working.
Work closely with HR colleagues on workforce planning, staff engagement, consultations, onboarding, and training.
Monitor risks, performance, and quality; producing reports and insights to support decision making and contractual delivery.
Build and maintain effective partnerships with commissioners, local authorities, health partners, voluntary sector organisations, and internal teams.
Strengthen referral pathways, support co-production with people who have lived experience of homelessness, and deliver training to promote high-quality service delivery.
Supporting engagement and client co-production activities with people who have lived experience of homelessness to inform service development.
Deliver training and workshops to colleagues to support development in homelessness legislation, prevention strategies, safeguarding, and service delivery expectations.
Where you’ll be working
In this post you will be required to travel across the region to visit services, teams and partners. There will be opportunities for home working up to 3 days per week dependent on the needs of the region.

Proven experience leading or supporting mobilisation, implementation and developing services.
Experience overseeing change management programmes, with understanding of how to support teams through change and work alongside HR during periods of transition.
Experience working in homelessness, housing, social care, health, public sector, or commissioned service environments.
Strong project management and organisational skills and the ability to manage competing priorities.
Strong stakeholder engagement and partnership-building skills with a variety of people including commissioners and external agencies.
Effective analytical skills with the ability to translate data into actionable insight and meaningful reporting.
Clear communication skills, including writing reports and presenting information to different audiences.
Experience creating training, guidance, or resources that help people develop and improve.
Experience establishing and monitoring KPIs, performance frameworks, and quality standards and continuous improvement.

What information does the organisation collect?
The organisation collects a range of information about you. This includes:

The organisation collects this information in a variety of ways. Why does the organisation process personal data?
The organisation needs to process data to take steps at your request prior to entering into a contract with you. It also needs to process your data to enter into a contract with you. It also processes your data for the purpose of assessing its own performance through recruitment processes.
In some cases, the organisation needs to process data to ensure that it is complying with its legal obligations. For example, it is required to check a successful applicant's eligibility to work in the UK before employment starts.

Following the conclusion of any recruitment exercise, the organisation will keep your personal data on file for 9 months to respond to any questions about the process, or legal challenges. Who has access to data?
Your information will be shared internally for the purposes of the recruitment exercise. This includes members of the HR and recruitment team, interviewers involved in the recruitment process, managers in the business area with a vacancy and IT staff if access to the data is necessary for the performance of their roles.
During the assessment process, the organisation will share your data with online test providing companies and in certain situations with assessment panel members external to St Mungo’s. Otherwise, the organisation will not share your data with third parties, unless your application for employment is successful and it makes you an offer of employment. The organisation will then share your data with relevant individuals and organisations (provided by yourself) to obtain references for you, employment background check providers to obtain necessary background checks, Occupational Health Advisor to obtain any necessary health advice, the Disclosure and Barring Service to obtain necessary criminal records checks and our contract administration system to issue a contract.
Subject to the two exceptions below your data will not be processed outside of the European Economic Area (EEA).

Our online test provider is based in the United States and as such data related to the online tests will be transferred outside of the EEA. In this situation data is transferred outside of the EEA on the basis that the test provider has signed up to the EU-US Privacy Shield Framework. Where we need to obtain reference information where the referee is not based within the EEA this will require basic data transfer outside of the EEA. In this situation you will have provided the relevant contact details for the referee.

How does the organisation protect data?
The organisation takes the security of your data seriously. It has internal policies and controls in place to ensure that your data is not lost, accidentally destroyed, misused or disclosed, and is not accessed except by our employees in the proper performance of their duties.
For how long does the organisation keep data?
If your application for employment is unsuccessful, the organisation will hold your data on file for nine months after the end of the relevant recruitment process, although we will hold a record of your name, the job you applied for and equal opportunities information for fifteen months for reporting purposes.
If your application for employment is successful, personal data gathered during the recruitment process will be transferred to your personnel file and retained during your employment. The periods for which your data will be held will be provided to you in a new privacy notice.
Automated decision-making

Our recruitment process requires that we contact the referees provided by you as part of our checks to ascertain suitability of employment. The content of the reference will not be shared without the referee's permission.
Your rights
As a data subject, you have a number of rights. You can:
access and obtain a copy of your data on request;
require the organisation to change incorrect or incomplete data;
require the organisation to delete or stop processing your data, for example where the data is no longer necessary for the purposes of processing;
object to the processing of your data where the organisation is relying on its legitimate interests as the legal ground for processing; and
ask the organisation to stop processing data for a period if data is inaccurate or there is a dispute about whether or not your interests override the organisation's legitimate grounds for processing data.
