JOB DESCRIPTION

Role Profile:  Property and Contracts Manager – Racing Homes

Reports to:   Director of Housing

Job Purpose: Responsible for all aspects of property and asset management including day to day
repairs and voids, major works, cyclical and planned works and health and safety compliance. To
establish and manage external contractor relationships for maintenance and service contracts.

The position will be accountable for making business decisions that align to the strategic goals,
vision, and objectives of the charity.

KEY RESPONSIBILITIES

Oversee and manage all housing-related asset management and building safety functions.
Develop, manage, and implement the organisation’s asset management strategy, including planned and cyclical maintenance for both building fabric and services.
Deliver capital and revenue investment programs, ensuring full compliance with safety regulations.

• Manage housing repairs and maintenance, voids management, and major, planned, and capital works projects.

Closely monitor current and changing housing legislation, adapting, and implementing change, as necessary.
Build and maintain rapport with tenants, housing and welfare teams and external stakeholders.
Responsibility for monitoring the day-to-day management of maintenance works and contractors for all sites including but not limited to specification, pre- and post-inspection,
identification of disrepair or defect.
Supervise, prepare, and undertake contract administration, including inspection of completed works ensuring specified standards and value are achieved.
Oversee void property preparation for re-letting, ensuring timely specification, contractor instruction, performance, and value.
Ensure 100% Health & Safety compliance through effective program delivery, contractor management, and adherence to all procedures, including documentation and monitoring.
Responsible for the preparation, specification and tendering of maintenance and service contracts, servicing agreements and utilization of frameworks in accordance with
procurement policy ensuring quality and value.

• A recognised qualification in a property related discipline such as a Diploma in Surveying, Property and

Maintenance Level 3, or a degree level qualification.

Any of the below;
• NEBOSH

IOSH
• A member of a relevant professional body such as RICS or CIOB.

Strong knowledge of residential-related asset management, H&S regulations, procurement legislation.

• Understanding and knowledge of asset management within the public sector.

Proficient in collating and inputting data into Asset Management information systems.

Knowledge / skill to examine, understand to schedule and budget asset programs using property condition data.
• Demonstrable knowledge of building, planning and health & safety regulatory standards relevant to safe working

Experience of contractor performance and contractual management,
The ability to build strong relationships across the business and with external stakeholders.
Experience of preparing and specifying tenders for major work programs, repairs, and servicing contracts.
Experience of preparing technical reports and detailed surveys and specification schedules.
Experience of delivering residential maintenance processes and procedures and compliance programmes
ensuring buildings are always safe and compliant.
Experience of contract and performance management.
Experience of Frameworks.

• At least 5 years plus post qualification experience in a relevant (housing/ property/ facility

management role.
Supervisory or Team Leading experience.
Experience of managing complex housing repair cases and disrepair.
Experience with dealing with insurance works.
Experience of residential development and new build handover and defects
Experience of formulating and developing policies and procedures.
