Programme overview

World Jewish Relief is seeking an experienced Programme Manager to lead the management of a Water, Sanitation and Hygiene programme in Mozambique, subject to funding which is to be confirmed in September.

The programme will be delivered in partnership with a Mozambican organisation, combining World Jewish Relief’s programme management, donor compliance and technical oversight with the partner’s local knowledge, relationships and implementation expertise. The programme aims to improve access to safe, inclusive and sustainable water, sanitation and hygiene services for vulnerable communities in Mozambique. It will include activities such as construction or rehabilitation of water systems, sanitation facilities, hygiene promotion, community engagement, institutional capacity strengthening and climate-resilient WASH planning.

The Role

The Programme Manager will ensure high-quality, timely and compliant delivery within budget. Based at World Jewish Relief in London, the postholder will be responsible for the programme’s overall performance, partnership management, financial oversight, risk management, safeguarding, monitoring, evaluation and learning, and donor reporting information, data and contextual insight.

Specific Responsibilities

1. Programme and partnership management

• Build a respectful and equitable relationship with the Mozambican partner through regular meetings, joint planning, monitoring, learning and reporting.

• Lead the programme from inception to close-out, maintaining the workplan, budget, risk register and programme records.

Monitor progress against activities, outputs, outcomes, milestones and targets; identify delays or quality concerns and agree corrective action.

Undertake monitoring visits to Mozambique and coordinate proportionate technical or capacity-strengthening support.

2. Technical quality, GEDSI and accountability

• Work with WASH and gender equality, disability and social inclusion (GEDSI) advisers to ensure compliance with relevant national and international standards.

• Promote safe, accessible, climate-resilient infrastructure, realistic operation and maintenance arrangements, and meaningful community participation.

Ensure gender equality, disability inclusion, protection, conflict sensitivity and community feedback are integrated throughout delivery.

Oversee appropriate review and retention of technical assessments, designs, bills of quantities and completion documentation.

Specific Responsibilities

3. Monitoring, evaluation and learning

Lead the MEL plan and work with the partner to maintain the Theory of Change, logframe, indicators, baselines and targets.

Review quantitative and qualitative data, ensure appropriate disaggregation, and use evidence and community feedback to inform decisions.

• Facilitate reflection and learning sessions, record adaptations, and coordinate baselines, endlines and external evaluations as required.

• Communicate findings clearly to communities, the partner, World Jewish Relief and the donor.

4. Finance, risk and compliance

• Monitor expenditure, forecasts, variances and partner financial reports with World Jewish Relief Finance, ensuring costs are eligible and properly documented.

• Identify underspend, overspends and ineligible costs early, and support audits and value-for-money analysis.

• Maintain the programme risk register and ensure compliance with World Jewish Relief policies, donor conditions, applicable law and contractual obligations.

• Ensure safeguarding, PSEAH, fraud, whistleblowing, complaints, data protection and security procedures are understood and followed; escalate serious incidents promptly.

5. Donor management and organisational contribution

• Act as the day-to-day donor contact and deliver accurate, evidence-based narrative, financial and results reports on time.

Coordinate donor visits, reviews, audits, information requests and programme changes, maintaining clear records of approvals and commitments.

• Represent World Jewish Relief in relevant coordination forums and build relationships with government, civil society, technical agencies and other stakeholders.

Coordinate input from World Jewish Relief teams and contribute to future programme design, proposals, learning and funding opportunities.

Qualifications

• Educated to degree level.

Desirable

• A postgraduate degree in international development, economics or a related field a distinct advantage.

Knowledge and

Experience

Essential

• Significant experience managing international development or humanitarian programmes, including WASH or a substantial WASH component.

• Experience working with local or national partners and managing institutional donor grants, preferably FCDO-funded programmes.

• Strong experience in programme planning, budgeting, forecasting, financial monitoring, risk and compliance.

• Experience using theories of change, logframes, indicators and MEL plans, and translating data into management decisions.

• Experience producing high-quality donor reports and undertaking international programme-monitoring visits.

• Experience working in complex, fragile or resource-constrained contexts.

• Good knowledge of WASH, GEDSI, sustainable and climate-resilient programming, and programme-cycle management.

• Financial literacy and confidence reviewing budgets, expenditure reports and programme data.

Desirable

• Experience in Mozambique or Southern Africa and knowledge of the Mozambican WASH sector.

• Experience managing a consortium or multi-partner programme and applying FCDO requirements.

• Experience commissioning evaluations or using GIS and digital data-collection systems.

Terms and Conditions

Salary £47,000

Contract Fixed-term for 18 months, September 2026 - March 2028

Hours Normal hours of work are 9:00 am to 5.30 p.m. Monday to Thursday and 9.00 am to 3.00 p.m. on Friday.

Location Hybrid working between our offices in NW2 and working from home.
