The Ellen MacArthur Foundation works with governments, businesses and civil society to accelerate the transition to a circular economy. A key mission is addressing plastic pollution, with focus on establishing collection and recycling infrastructure, scaling reuse and addressing flexible plastic packaging waste and pollution. Regulatory measures such as Extended Producer Responsibility (EPR) or reuse standards, targets and incentives could play an important role.
Indonesia is currently advancing regulatory and policy discussions related to EPR and exploring policy frameworks that can support reuse and waste management. To support informed engagement in these processes, the Foundation seeks to engage a national consultant based in Indonesia to monitor, convene, and engage with relevant stakeholders and policy developments.
Role and Responsibilities
Extended Producer Responsibility (EPR):

Map key stakeholders involved in the development of EPR-related regulations and decrees, including government agencies, industry associations, producer responsibility organisations, NGOs, and research institutions.

Convene and facilitate multi-stakeholder discussions (e.g. roundtables, workshops, bilateral meetings) to gather insights and foster dialogue on EPR policy design and implementation.

Monitor national policy processes related to EPR, including draft decrees, consultations, and regulatory updates.

Provide regular updates and analysis on policy developments, stakeholder positions, and potential implications for circular economy outcomes.

Identify opportunities for constructive engagement in ongoing EPR policy discussions.
Reuse policy engagement:

Analyse the current policy landscape in Indonesia related to reuse, waste prevention, packaging reduction, and circular business models.

Identify existing and emerging policies that could support the adoption and scaling of reuse systems.

Map key public and private stakeholders relevant to reuse, including ministries, municipalities, businesses, service providers, NGOs, and academia.

Explore and propose engagement opportunities to advance supportive policy frameworks for reuse, including pilot initiatives, policy dialogues, and partnerships.

Contribute to relevant reuse initiatives by providing strategic insights on barriers and enablers for adoption in the Indonesian context.
Flexible packaging:

Support the dissemination of the Foundation’s paper-based flexibles report in Indonesia, including stakeholder mapping, targeted outreach, and participation in relevant events.

Monitor regulatory discussions and market developments that may impact flexible packaging, including shifts toward alternative materials, formats, or business models, and track industry responses.

Identify opportunities and provide recommendations for future policy engagement to address flexible packaging waste and pollution.

Map relevant stakeholders to support innovation in flexible packaging and, where relevant, contribute to research on socio-economic drivers of packaging choices.
Expected Outcomes & Deliverables:

Convene stakeholder meetings, including representatives from government, industry, NGOs, and academia, and provide summary notes and key insights.

Deliver regular updates on policy developments and engagement activities, and contribute to ongoing coordination with internal teams.

Produce analytical briefs and syntheses of key insights, engagement outcomes, and recommendations for future policy engagement.
Coordination:
-
Work closely with the Foundation’s Plastic Policy Lead and global colleagues to align on priorities, progress, and upcoming engagement opportunities.
Your Profile
-
Minimum 10 years' relevant work experience working on waste management, circular economy, plastics policy, or related environmental policy in Indonesia.

Strong understanding of Indonesia’s regulatory landscape related to EPR, packaging, waste management, or circular economy.

Experience convening and facilitating multi-stakeholder dialogues involving government, industry, and civil society.

Demonstrated analytical and policy monitoring skills.

Excellent written and verbal communication skills - fluent in Bahasa Indonesia and English.

A strong network with relevant national stakeholders is an asset as you will need to collaborate with key organisations active on the topic.

Remuneration: competitive within the NGO sector - please indicate your expected daily remuneration in your covering letter.
Location: Jakarta, or regular travel to Jakarta expected. Applicants must have the existing right to work in Indonesia without employer sponsorship.
