Person in Charge

The Person in Charge is responsible for the day-to-day management and leadership of the childcare provision, ensuring high-quality, safe and inclusive care and education across Before and After School Club, Wraparound Care, Flying Start and Early Entitlement sessions. The role ensures compliance with CIW Regulations, the National Minimum Standards, Estyn and relevant Welsh Government guidance.

We are seeking to appoint an enthusiastic and dedicated Person in Charge. The position will require working within and leading a team of childcare practitioners delivering high quality childcare in our early years setting for children aged 2 to 4 years and our before and after school club for children aged 3 to 11.

The successful applicant will work alongside and be supported by the Responsible Individual and the Management Committee.

Key Responsibilities:

Leadership & Management

  • Take overall responsibility for the daily operational running of all sessions.
  • Lead, support, and supervise staff teams across all provisions.
  • Ensure staff ratios, deployment, and qualifications meet CIW requirements.
  • Conduct staff supervisions, appraisals, and support staff development.
  • Promote a positive, professional, and inclusive team culture.
  • Ensure staff well-being
  • Knowledge of the Quality Care Review and SASS
  • Devise an action plan to ensure occupancy levels are maintained
  • Ensure that all staff are aware of their areas of responsibility

Quality of Care & Learning

  • Providing a safe and nurturing environment
  • Ensure high‑quality learning experiences aligned with:
    • New Curriculum for Wales for non-maintained funded nursery settings
    • Flying Start
    • Playwork principles
  • Oversee planning, observations, and assessment of children's development.
  • Ensure children's wellbeing, safeguarding, and individual needs are met.
  • Champion inclusive practice and support children with additional needs.
  • Act as a key contact for children, parents, and carers.
  • ALN Lead supporting targeted provision maps
  • Meeting the ITERS rating
  • Plan local outings and visits

Safeguarding & Wellbeing

  • Act as a Designated Safeguarding Person (DSP).
  • Ensure all safeguarding policies and procedures are understood and followed.
  • Respond appropriately to safeguarding concerns in line with local authority guidance.
  • Promote children's rights, wellbeing, and positive behaviour.
  • Ensure that all accessible areas are safe

Compliance & Administration

  • Ensure that all aspects of service provision meet with the requirements of relevant legislation e.g. The Children Act 1989 and HASAWA 1974
  • Ensure compliance with Care Inspectorate Wales (CIW) regulations and Estyn.
  • Maintain accurate records including registers, accident logs, policies, and risk assessments.
  • Prepare for and support CIW inspections and Estyn visits.
  • Ensure health and safety and emergency procedures are always adhered to and completing relevant paperwork.
  • Monitor attendance and funding requirements for Flying Start and Early Entitlement, 30-hour Childcare Offer
  • Administration of all payments e.g. self-paying parents, childcare voucher scheme, tax-free childcare scheme and invoices for local authority including claims for staffing for one-to-one support
  • Be responsible for safe staff recruitment including DBS checks
  • Environmental health record keeping including visits
  • Apply for grants

Partnership Working

  • Build strong relationships with parents and carers through regular communication.
  • Liaise with local authorities, Early Years Wales, Clybiau Plant, schools, health visitors, and other professionals.
  • Support smooth transitions between sessions, schools, and childcare settings.
  • Support parent visits and transition

Skills & Experience

  • Minimum Level 4 Childcare qualification (or above) as required by CIW.
  • Previous experience in a supervisory or leadership role within childcare.
  • Strong knowledge of:
    • CIW regulations and National Minimum Standards
    • Flying Start and Early Entitlement frameworks
    • New Curriculum for Wales for funded non-maintained nursery settings
    • Estyn framework
  • Excellent organisational, leadership, and communication skills.
  • Ability to manage multiple provisions and priorities effectively.

Qualifications

Essential: City and Guilds Level 4 Preparing for Leadership and Management in Children's Care, Play, Learning and Development.

Expected to complete or working towards:

  • City and Guilds Level 5 Leadership and Management of Children's Care, Play, Learning and Development
  • Level 3 Diploma in Playwork

Minimum of 2 years' experience in Childcare/Early Years Setting

Good working knowledge of the 30-hour Childcare Offer & funded schemes e.g. Flying start, Early Entitlement.

Good working knowledge of National Minimum Standards for Day Care, New Curriculum for funded non-maintained nursery settings, Estyn Framework and local and national initiatives such as Healthy Preschool, Healthy Snack, Welsh Promise, Sunsafe and Autism Aware.

Desirable: First Aid certificate / Food Hygiene / Safeguarding Cat C / Elklan trained / Alnet trained / Welsh speaker or ability to speak basic Welsh in leading the staff and enhancing children's learning.

Training will be mandatory for the above.

Salary: £26,500 a year (salaried i.e. paid the same amount every month despite term time working)

37.5 hours per week (Monday to Friday within the school day) 38 weeks per year - Term Time only
