About the role

An exciting opportunity has arisen for an organised, proactive and people-focused individual to join our People team as a People Officer.

This is a varied and rewarding role at the heart of the organisation, supporting the delivery of a high-quality HR and People service to colleagues across Arts Council of Wales. Working closely with the Head of People & Culture and the People Lead, you'll help deliver a wide range of people-related activities, including recruitment, learning and development, employee relations, equality, diversity and inclusion, governance and HR systems administration.

The People Officer is often the first point of contact for People queries and plays an important role in ensuring colleagues receive accurate, timely and supportive advice. You'll oversee key administrative processes, maintain colleague records, support recruitment campaigns, coordinate learning and development activities, assist with policy development, and help deliver organisational projects and initiatives.

This role offers an excellent opportunity to develop broad HR experience within a small, supportive team. You'll work with colleagues at all levels of the organisation, providing practical support and helping to create a positive colleague experience. You’ll need to be comfortable working in a busy environment, managing competing priorities and meeting deadlines while maintaining a high level of accuracy and professionalism.

As the People team supports staff across Wales, there is an expectation that the postholder will travel regularly between our Cardiff, Colwyn Bay and Carmarthen offices to build relationships, provide support and attend meetings and events.

About you

We're looking for someone who is passionate about people, committed to delivering an excellent people service and colleague experience.

You'll have experience of working in a busy HR or People environment and be confident handling a variety of administrative and employee-related matters. You will have strong organisational skills, excellent attention to detail and the ability to manage competing priorities while maintaining confidentiality and professionalism.

The successful candidate will have:

  • Experience of providing first-line HR or People support.
  • A good understanding of HR/People processes and employment legislation.
  • Experience of maintaining systems, records and employee data.
  • Excellent communication and relationship-building skills.
  • Experience of working within a busy team environment, managing conflicting priorities and meeting tight deadlines.
  • A commitment to equality, diversity and inclusion.
  • The ability to work independently, use initiative and manage a varied workload.
  • A CIPD Level 5 qualification (or equivalent experience)

Please see the job description for the full detail of the role requirements.

Welsh language

We work in both Welsh and English.

Welsh language skills are essential for this role. You will need to be able to communicate in both English and Welsh in meetings, individually and in public. We are looking for an individual who understands the culture of Wales; the diverse relationship of the people of Wales with the Welsh language and who is committed to ensuring a progressive use of Welsh linguistically and culturally within the Arts Council and the wider sector. Everyone's story with the language is different and we recognise that Welsh language confidence levels vary from person to person. We welcome applications from individuals who want to increase their confidence and those who have learnt the language fluently.

Our commitment to inclusion

We're looking for fresh perspectives and new voices – whether you're D/deaf, disabled, neurodiverse, from different cultural and ethnic backgrounds, from the LGBTQ+ community or have taken unconventional paths to get where you are. Your lived experience matters here.

We are a Disability Confident Employer, committed to interviewing all disabled applicants who meet all essential criteria set out in the person specification.

Please refer to this link for further details.

We'll support you as you settle into the organisation and help you build your knowledge and confidence in areas that may be new to you. During your induction, you can also receive mentoring or training if you need it.

Flexible Working

We want to help staff balance work and life, so we welcome requests for flexible working or job‑share arrangements. We’re also part of the Happy to Talk Flexible Working initiative, which means we’re open to discussing flexibility from the moment you apply.

If you’d like to work different hours from those advertised, please let us know your preferences in your covering email when you apply.
