International Programme Support Officer
Job Title: International Programme Support Officer (two positions)
Reports to: Reporting lines will depend on the role. In all roles, you will work closely with colleagues from across the International Programmes Directorate, as well as colleagues from other departments.

Terms: 12-months Fixed Term contract, Full time. 3 days in the office, 2 days remote.
Location: Dublin, Hybrid.
Salary: GB3 – (€31,702 - €35,224)
Requirements: potential for travel to countries of Concern’s operations.

Role Purpose:
As an International Programmes Support Officer you will work with and support the International Programmes Director, Regional Directors and Desk Officers on a variety of tasks that, collectively, will provide you with a broad overview of the work of an international humanitarian and development NGO at head office level. Administrative duties will be coupled with the support to country programmes on a variety of tasks.
Responsibilities:
Administration
- Prepare agenda, arrange logistics (IT equipment, venue) and share minutes for diverse Directorate meetings
- Arrange overseas travel (visas, flights, accommodation) for Regional Directors
- Keeping key departmental contact lists up to date on the organogram.
Reporting
- Compile a bi-monthly report to the Board for the International Programmes Directorate, including updates on the security, political, programme and funding situation in each field.
- Assist the International Programme Director in the management of ad hoc projects and in collecting information to support strategic decision-making
Country Programmes Support
- Providing dedicated, time-bound support to one or more country office(s) in Grants Management, Communications, Programme Development, MEAL or Logistics, (to be determined based on the specific skill set of the selected candidate and the needs of the country at the time)
- When required, provide short-term cover for the Desk Officer position
- Supporting Desk Officers in reviewing draft proposals/reports/evaluations to ensure consistency, accuracy, and compliance with donor requirements.
- Producing high-quality desk research in consultation with country teams and the SAL Department.
Information management
- Supporting the review/audit of grant management records within Concern’s grants management system (GMS), identifying gaps and offering guidance for country teams to implement improvements.
- Producing GMS reports for Grants Managers, Desk Officers and Regional Directors and other staff as necessary.
- Contributing to accountability mechanisms, including country-specific or organisational audits.
- Assisting in the roll out of the Digital Workplace by uploading essential country information to shared drives.
- Ensuring consistency of document storage to facilitate rapid retrieval of information.
- Participating in archival reviews, to ensure the organisation is compliant with donor and GDPR requirements.
- Monitoring key websites for noteworthy information and articles (including universities, UN agencies, FEWS Net and other media outlets, in addition to subscription sites).
Communications
- Assisting country offices and line managers in the production of high-quality country factsheets, overviews and programme briefs.
- Producing and editing content for internal and external Concern web pages.
- Collating information in response to external requests and those from colleagues across the organisation.
Role Holder Requirements:
Essential:
- A degree in development studies, international relations, or a related field.
- Strong communication and administration skills, including excellent written and oral presentation skills.
- Ability to maintain confidentiality and discretion at all times.
- Fluency in written and spoken English.
- Excellent organisational skills coupled with the ability to work on own initiative.
- Ability to work to tight deadlines.
- A high degree of flexibility.
- Fluency/strong working knowledge of French strongly preferred.
Desirable:
- Knowledge of the political, social, and economic context of one or more of the countries in which Concern is present.
- Knowledge of Core Humanitarian Standards, Sphere and other international humanitarian guidelines and protocols.
- Master’s Degree in a relevant field.
- Experience in developing and using monitoring and evaluation tools.
