Background MPHA is a registered social landlord, a Scottish charity and registered property factor. We are led by a voluntary Management Committee that currently has eleven members: ten members who live locally, of which five are MPHA tenants. MPHA owns 497 properties and provides factoring services to 250 owner-occupiers. We also manage 78 shared ownership properties. Since our formation in 1993 MPHA has built 268 new flats and renovated a tenement building in the Bellgrove area. The Association has won several awards for its developments in Bellgrove. In 1999 we purchased a Sheltered Housing Complex in Castlemilk and a small development around Finnart Square in Bridgeton from Scottish Homes. A year later we purchased 350 houses from Scottish Homes in Dalmarnock. Our communities have high levels of deprivation and inequality. Glasgow’s east end is also home to high levels of housing-led regeneration, and there has been a sustained increase in population which is continuing due to current new build development by social landlords and private developers. Since 2020, MPHA and its tenants, like all other social landlords, have been confronted with a series of unexpected and significant challenges. Our response to the pandemic was swift and effective: we maintained services to our tenants throughout, whilst complying with all legislative requirements and good practice advice. We achieved compliance with new fire safety and energy efficiency standards as required and did not build up a significant backlog of routine or planned maintenance work. Our arrears were managed successfully and did not increase. No staff were furloughed; our staff supported tenants effectively whilst also working flexibly and constructively from home. We maintained good working relationships with our contractors, most of whom are local, and their co-operation was critical to our successful maintenance of responsive and planned maintenance services and sustained good performance. Job description – Housing Assistant Job Title: Grade: Salary: Housing Assistant Grade 5 PA13 £30,426 to PA16 £33,814 (Pay award pending April 2026) £31,977 Responsible To: Line Manager: Management Committee/ Director Senior Housing Officer Key Aims of the Post The key aims of the post include: - • • • • • To work as part of a team to provide a comprehensive housing management service and to ensure that the excellent performance results are maintained. Develop and maintain knowledge of our tenants and housing stock to enable a tailored approach to service requirements. To assist the Senior Housing Assistant with a range of housing management duties as detailed in Core Tasks. Be instinctively customer focused with a can-do attitude. Core Tasks Allocations To provide the Senior Housing Assistant with assistance relating to: • • • • • • • Providing a sensitive, effective and efficient service to our tenants, housing applicants and members of the public. Administration tasks in relation to starting and ending tenancies. Assist with carrying out, pre-allocation visits, accompanied viewings and the signing up of new tenants and settling in visits. Assessment and processing of housing applications in accordance with the Association’s Allocation Policy. Carry out the regular reviews of the waiting list. Noting changes in circumstances of housing applicants. Liaising closely with the Maintenance Section to ensure void properties are let timeously. Estate Management and Dealing with related incidents of Anti-social Behaviour • • • • • • • • Planned estate management inspections to monitor the general environment and escalating issues to the relevant colleague, agency, or Council Service when required. To contact tenants in relation to estate management issues. Laise and maintain positive working relationships with the appointed contractors to ensure standards of close, stair and landscape maintenance are adhered to. To ensure tenants and sharing owners are aware and adhere to their responsibilities in relation to estate management matters. To report potential breaches of the terms of the tenancy agreement/occupancy agreements to the Senior Housing Assistant/ Senior Housing Officer. To liaise with others internally and externally to further develop our service. Maintain records and files in relation to all estate management issues. Ensure we meet all legislative requirements for tenants and residents safety. Tenant Participation and Community Regeneration • Promote knowledge and awareness of the tenant participation strategy through day to day dealings with tenants. • • • Attend meetings and community events as and when required. Contribute to newsletters, annual report, website and social media channels. Welfare Rights • • • • Keep up to date with all aspects of Universal Credit, Housing Benefit and Scottish Welfare Fund. Assist Money Matters Financial Inclusion Officer and the Housing Management Team. Signpost tenants to the Money Matters Financial Inclusion Officer for assistance. Maintain the appointment spreadsheet for Money Matters Financial Inclusion Officer appointments. Tenancy Sustainment • • • Support tenants to sustain their tenancies by liaising with/ referring to relevant support agencies. Proactively identify the causes of a tenancy being at risk, and in conjunction with the Senior Housing Officer agree and monitor an action plan to improve tenancy sustainability. Develop and sustain relationships with external agencies which gives individual opportunities to help tenancy sustainment. Systems Administration • • Be fully conversant with the Association’s computerised systems, we use Homemaster as our Housing & Asset Management system and Microsoft Office Packages. Ensure that records are accurate and kept up to date. Other • • • • • To provide cover for reception duties as necessary. Comply with the Association’s Health and Safety policies and raise any unsafe conditions and practices to their line manager. Attend training sessions, both internal and external, as required. Where required be available to work outwith office hours to deliver services which meets the needs of the Association and our service users. Person Specification – Housing Assistant (Grade 5) Experience and Qualifications Essential Desirable Experience within a successful Registered Social Landlord or housing related organisation Experience working in a busy environment with customer facing responsibilities. Educated to SCQF Level 5 in English and Mathematics or equivalent demonstrable experience.
