Digital Literacy Consultant

WfWI seeks to engage a Digital Literacy Consultant to design and integrate context-appropriate digital literacy modules and participatory exercises into an existing contextualized social empowerment curriculum implemented in Federal Iraq and the KRI. The assignment aims to strengthen women’s digital agency—their ability to safely access, use, and navigate digital spaces in ways that educate and support confidence building, social participation, and collective empowerment.

Duration of the project is from March 23rd, 2026 – May 8th, 2026

The Consultant will ensure that digital literacy content reinforces broader social empowerment outcomes, including confidence, solidarity, leadership, wellbeing, and civic engagement, without increasing risks to participants.

WfWI is seeking an experienced and qualified Consultant to deliver:

2. A contextualized digital literacy module and exercise integration framework, in alignment with WfWI’s Social Empowerment curriculum, to guide module and participatory learning exercise and activity development

3. Digital literacy learning modules adapted for camp and non-camp settings in Federal Iraq and the KRI

4. Validated participatory learning exercises and activity descriptions

Background and Objectives

WfWI’s Social Empowerment curriculum is implemented across diverse settings in Federal Iraq and the Kurdistan Region of Iraq, including refugee and IDP camps, urban and peri-urban host communities, rural areas, and returnee locations. Access to devices, internet connectivity, privacy, and family permissions vary significantly across these settings. The Consultant is expected to design digital literacy content that is flexible, modular, and adaptable to both camp and non-camp contexts, including mixed-community environments where participants may face different norms, restrictions, and risks.

Project Objective:

The main objective of this consultancy is to design and embed gender-transformative, conflict-sensitive, participant-driven digital literacy content to complement WfWI’s existing Social Empowerment curriculum for women in Federal Iraq and the KRI.

The digital literacy components could support participants to:

· Build confidence in using digital tools and platforms

· Understand digital rights, privacy, consent, and data protection in their context

· Prevent and respond to TFGBV and online harm in their context

· Understand how excessive social media usage is linked to negative mental health outcomes, and develop the tools to mitigate excessive usage

Please note that while it will not be feasible to measure the impact of the digital literacy components during the scope of this specific consultancy, it is important that the Consultant use the bullet points above as guidance for developing digital literacy content for WfWI, as we will measure the impact of the digital literacy modules during the pilot implementation phases

Skills and Experiences

The Consultant should have:

· Experience working on women’s empowerment or social norms change in Federal Iraq, the KRI, or comparable contexts

· Strong understanding of TFGBV and digital safety in conservative or conflict-affected settings
