Start Network seeks to engage an independent specialist organisation to design and structure a bespoke parametric cyclone insurance product to support anticipatory and rapid response financing for humanitarian actors in the Philippines and Bangladesh.

The supplier will act as an independent structurer, producing a technically robust product design that can subsequently be taken to market for competitive pricing and risk placement by other providers.

Timeline (subject to change):

• 9th March 2026: Deadline for proposals
• 13th March 2026: Interviews with shortlisted consultants
• 16th March 2026: Selection of consultant and contracting
• 18th March 2026: Start of work
