Overview of the Consultancy:
Sightsavers implements several projects in over 30 countries in Africa and South Asia working to eliminate avoidable blindness.
In Benin , Sightsavers is supporting Ministry of Health through the NTD Program/Programme National de Lutte contre les Maladies Tropicales (PNLMT) and the Information Systems Department (DSI) to strengthen digitalisation processes for the MDA campaign against onchocerciasis.
As part of this initiative, the consultant will provide technical assistance to optimise the management and support the effective digitalisation of campaign activities.
Purpose of the Consultancy
The purpose of this consultancy is to ensure the smooth digitalisation and high‑quality data management of the MDA campaign through capacity‑building, technical coaching, systems oversight, and field coordination.
The consultant will be responsible for optimising the management of hardware and software infrastructure whilst overseeing data integrity, reliability and security. He or she will work closely with the IT department’s technical team (DSI) to strengthen its capabilities and ensure rigorous monitoring of the data lifecycle. The consultant will also ensure the smooth operation and development of systems and software within the MDA framework, whilst ensuring they are aligned with best practices and standards.
Responsibilities
Scope of Work:
The consultant will be required to Strengthening capacities of campaign actors on digitalisation, support data quality, coordinate and monitor digitalisation activities in the field, transfer of competencies and transition plan for the IT department’s full autonomy for digitalization of campaign. Skills and Experience
Consultant specifications
- Extensive experience in using electronic data collection applications and software (Commcare, Redrose, ODK Collect, etc.) ;
- Demonstrable working knowledge and experience of using SNIGS and the ALAFIACOMM community health platform ;
- Experience in using visualisation software and dashboard development tools, particularly Power BI ;
- Ensure that the campaign’s data management process aligns with national community health policy ;
- Proven experience providing technical support in the implementation of a public health campaign ;
- Experience as a trainer of trainers in data collection and processing.
- Experience in data modelling and campaign equipment management
Competencies and skills
- Possess strong analytical and problem-solving skills relating to software and hardware, particularly smartphones.
- Project management skills, with the ability to coordinate tasks and priorities in a dynamic environment;
- Good communication skills, with the ability to effectively convey technical information to non-technical stakeholders;
- Be able to work under pressure in urgent situations;
- Have an excellent command of French (a working knowledge of English is desirable).
