Consultant: Global Advocacy Tools Development

Women for Women International is seeking a consultant with expertise and experience in strategic advocacy, curriculum or training development, and working with diverse civil society organizations to support a global advocacy project.

Expected activities:
  1. Develop Advocacy Roadmap Methodology
  • Define the components of a strong advocacy roadmap
  • Design a roadmap template
  • Ensure alignment with project goals (multi-level, WRO -led advocacy)

      2. Design the Advocacy Toolkit

  • Develop 12 structured, practical toolkits tailored to WROs and country teams, prioritizing usability in diverse conflict - affected contexts, input from partners, accessibility, and an evidence -based advocacy approach.

      3. Design the Process (How to use the advocacy toolkit in practice) 

  • Develop clear, step -by -step guidance for: o translating data into advocacy priorities of using data and advocacy priorities to develop advocacy roadmaps
  • Clarify structured co-design approach with WROs
  • Support discussion around whether an advocacy support need can or should be met through a tool in the toolkit or through an alternative learning activity

The consultant will not:

  • Define advocacy priorities (led by WROs and COs)
  • Develop the country -level advocacy roadmaps
  • Lead partner engagement processes
  • Develop alternative learning activities 

Duration and Timing
We anticipate the assignment will take place remotely between July and October 2026 and will require up to 10 working days. A detailed work plan with precise delivery dates and estimated time allocation will be finalized upon contract signing.

Background and Objectives

This consultancy supports a new phase of work that builds on Women for Women International’s 2024

global Women, Peace and Security (WPS) consultation, which engaged more than 6,500 women and 54 women’s rights organizations (WROs) across 14 conflict-affected countries. This year, we will update our 2024 consultation findings to reflect changes in each country since the original consultation. The updated findings will form the foundation for advocacy priority-setting and the co-creation of tailored advocacy roadmaps with more than 20 partner WROs across 13 conflict-affected countries, thereby supporting joint advocacy and coalition-building efforts.From Asking to ActionConsultancy Purpose: Design and develop an advocacy toolkit and supporting methodology that enables country teams and women’s rights organizations to translate quantitative survey data, qualitative focus group discussion and interview data, and policy and landscape analyses into clear advocacy priorities and actionable advocacy roadmaps. This consultant will:
  • Develop advocacy roadmap templates
  • Design a multi -level advocacy toolkit, including adaptation and contextualization for 12 countries

Skills, Knowledge and Expertise

Education:

  • Graduate degree in social sciences, public policy, public health, social work, or other relevant field.

Experience:

  • At least 5 years of experience in advocacy strategy design and designing toolkits, frameworks, or guidance materials to develop/strengthen advocacy capacity and support diverse approaches to implementing advocacy plans.
  • Direct experience working with WROs, women affected by conflict, and/or women in settings of extreme poverty and gender discrimination.
  • Thematic experience in feminist advocacy, women’s leadership, or WPS.
  • Translating complex input and processes into clear, practical guidance.
  • Producing concise and accessible learning outputs for diverse stakeholders.

Skills:

  • Excellent written and verbal communication skills, including the ability to develop clear and high-quality final draft documents and facilitate virtual or asynchronous feedback sessions or channels.
  • Professional, working-level computer skills, including word processing, developing slide decks or visual presentations, and online video call platforms.
  • Fluency in English.

Qualities:

  • Ability to work both independently and collaboratively with team members from different backgrounds and cultures.
  • Committed to meeting clear deadlines.
  • Respect for Confidentiality.

Preferred:

  • Fluency in French or Arabic an asset.
  • Experience and ability to use Canva or other design tools.
