Consultant to conduct Data Visulisation and Geogaphic Informaiton System (GIS); Support for the digitization of MDA Campaign against onchocerciasis in Benin

Location: Benin 

Anticipated Consultancy Length: Four Months 

Overview of the Consultancy:

Sightsavers implements several projects in over 30 countries in Africa and South Asia working to eliminate avoidable blindness.

In Benin , Sightsavers is supporting Ministry of Health through the NTD Program/Programme National de Lutte contre les Maladies Tropicales (PNLMT) and the Information Systems Department (DSI) to strengthen digitalisation processes for the MDA campaign against onchocerciasis.

As part of this initiative, the consultant will provide technical assistance to optimise the GIS management and support the effective monitoring and vizualization of campaign activities.

Purpose of the Consultancy

The purpose of this consultancy is to ensure the smooth digitalisation and high‑quality data management of the MDA campaign through capacity‑building, technical coaching, systems oversight, and field coordination.

The consultant will be responsible for supporting the IT department’s (DSI) technical team in the development of dashboards, the configuration and visualisation of campaign data – with a focus on geospatial data – to enable real-time decision-making by stakeholders involved in the implementation of the 2026 mass treatment programme against onchocerciasis

Responsibilities

Scope of Work:

Strengthening capacities of campaign actors on digitalisation & Data Visualisation, organise the real-time visualisation and analysis of geospatial data to support decision-making aimed at improving coverage, coordinating and monitoring digitalisation activities in the field, transfer of competencies and transition plan for the IT department’s full autonomy for digitalisation and visualisation of campaign.Please see Terms of Reference for full details and for Deliverables. 

Skills and Experience

Consultant specifications 

  • Extensive working experience in developing dynamic dashboards and visualisation tools for public health campaigns
  • Extensive working experience in GIS or geospatial data management for public health campaigns.
  • Extensive working experience in using electronic data collection applications and software (Commcare, Redrose, ODK Collect, etc.);
  • Extensive working experience in using visualisation tools such as: Power BI, Tableau.
  • Extensive working experience in using GIS tools such as ArcGIS, QGIS or Google Earth.
  • Good knowledge of SNIGS and the ALAFIACOMM community health platform;
  • Proven experience providing technical support in the implementation of a public health campaign;
  • Proven experience as a trainer of trainers in data collection and processing (Power BI, ArcGIS dashboard)
  • Experience in configuring and deploying dashboards
  • Experience in the interoperability of Commcare and Power BI platforms
  • Experience in the interoperability of Commcare and ArcGIS Online platforms

Competencies and skills

  • Possess strong analytical and problem-solving skills relating to software and hardware, particularly smartphones.
  • Project management skills, with the ability to coordinate tasks and priorities in a dynamic environment;
  • Good communication skills, with the ability to effectively convey technical information to non-technical stakeholders;
  • Be able to work under pressure in urgent situations;
  • Have an excellent command of French (a working knowledge of English is desirable).
