Analysis of NBSAPs and Seventh National Reports to support the third edition of the Local Biodiversity Outlooks   

Background

FPP, in collaboration with IIFB, IWBN and CODILK, is currently producing the third edition of Local Biodiversity Outlooks (LBO-3), which will be published at the Convention on Biological Diversity (CBD) COP-17 in Armenia. This research will support LBO-3 by analysing how the Indigenous Peoples’ and local communities’ rights and participation have been addressed in CBD Parties’ plans and reports on the implementation of the Kunming-Montreal Global Biodiversity Framework.

We are looking for someone for an immediate / close to immediate start, with completion as soon as possible. Deadline for applications is 8 April 2026. 

Outputs

  • Agree a sampling protocol
  • Develop a framework for analysing the sampled NBSAPs and National Reports
  • Analyse the NBSAPs and National Reports
  • Develop a short survey on the experiences of Indigenous Peoples and local communities in relation to national-level biodiversity planning processes
  • Potentially conduct short interviews with key informants on their experiences of the above in at least English and Spanish, but ideally other languages as well
  • Analyse the results from the survey and potential interviews

Consultant profile

The assignment will be carried out by one person. They will work independently, but in consultation with FPP. The consultant is expected to have:

  • Knowledge of the CBD and national-level biodiversity planning processes
  • Understanding of Indigenous Peoples’ and local communities’ issues in relation to the CBD, particularly connected to participation, Target 22, Section C and rights in area-based conservation
  • Experience in policy analysis
  • Experience in survey development and analysis
  • Experience conducting key informant interviews
  • Fluency in English and Spanish, and ideally others (particularly French and Portuguese)
  • Availability for the duration of the work period

Places and dates of assignment

The expected period of work will be between April 13 and May 15 2026. The assignment is expected to take approximately 20 days. All work will be desk-based done remotely from the consultant’s home and online. The consultant is expected to use his/her own equipment to carry out the work.

Financial terms

We invite applications to submit a price offer (honorarium for the assignment), detailing their proposed daily rate and any cost considerations relevant to delivering the work.

Selection process

The consultant will be selected by the FPP team. Offers will be evaluated on the base level of fulfilment of specific requirements listed above, as well as price offer. A final selection will be made by April 13 2026.
