Salary £28,000–£35,000 FTE, with salary offered subject to location and experience (UK: £28,000–£33,000; London: £30,000–£35,000)
Hours 37.5 hours per week, full-time
Contract Permanent
Location Hybrid working, minimum 2 to 3 days in office/ community. Based in Access Sport’s London, Manchester or Bristol office, with regular national travel.
2.About Access Sport
Access Sport is a national charity with a vision that no one should be excluded from the transformational benefits of community sport. We are on a mission to make inclusion the norm in community sport by tackling the access barriers faced by disadvantaged and disabled young people.
We do this by training, equipping, and supporting community sports clubs, organisations, and volunteers to provide inclusive programmes, unleashing their potential to transform the lives of underserved young people in their local communities.
This work is either place based (Changing Places) or sport focussed (Changing Sports). All the clubs we support are invited to join our Inclusive Club Network.
In 2025/26 Access Sport engaged over 40,000 disadvantaged and disabled young people, with a strong representation from ethnically diverse communities, girls, and previously less active young people.

3.Role purpose
Summary
Access Sport is seeking a Club Development Manager to support the growth and delivery of our cycling club network as part of an ambitious new phase of programme expansion.
Access Sport believes cycling can transform the lives of disadvantaged and disabled young people in their local communities, and we’re working towards a future where every young person has:
• Access to a bike
• The skills and confidence to use it
• Somewhere local, safe and exciting to enjoy riding.
We work across three areas:
Facilities: We build exciting and inclusive places to ride that are accessible to underserved communities and are free to use, with equipment on-site.
• Community outreach: We deliver specialist cycle training to inactive, disadvantaged and disabled young people by working with local schools and groups.
Clubs: We empower local people to create inclusive cycling communities by developing regular and inclusive access to equipment and training.
Building on proven success, Access Sport is entering an ambitious new phase of growth and development. Our cycling programme is expanding across London, Bristol, Sheffield, Greater Manchester and Glasgow, alongside significant national growth through the cycling club network.
This exciting new role will be responsible for engaging and onboarding clubs into Access Sport’s inclusive cycling club network, strengthening relationships across the existing network and supporting clubs to deliver new and/or enhanced inclusive cycling opportunities. The role will play a key part in building a connected network that enables collaboration, peer learning and long term impact.
Responsibilities
Growing the Cycling Club Network
• Engage and onboard clubs into Access Sport’s cycling club network.
• Publicise and promote the network through storytelling, maps and communications.
Work with Access Sport’s Cycling Delivery Managers to support the transition of intensively supported clubs into sustainable, long term network membership.
Club Development
Support network clubs to develop, launch and sustain inclusive cycling activities for disadvantaged and disabled young people.
Support existing clubs to strengthen and expand their inclusive offers and create new opportunities locally.
Expand Wingz Cycling, our disability and neurodiversity inclusive cycling programme, supporting clubs to embed inclusive practice.
• Provide clubs with practical support, training and equipment to help build resilience and long-term sustainability.
Training and youth leadership
Champion youth, disability and neurodivergence inclusion across the cycling club network, embedding inclusive practice nationally.
• Deliver workshops, training and resources to upskill coaches, volunteers and young leaders across the network.
Support the development of a more diverse, representative cycling workforce, including creating youth leadership opportunities.
Partnerships and cross-programme collaboration
Support clubs to build stronger relationships with local stakeholders and encourage peer learning and collaboration across the network.
Work collaboratively with British Cycling, Scottish Cycling and other key stakeholders to strengthen and grow the cycling club network, aligning with National Governing Body programmes and partnership opportunities.
Work with Access Sport’s Changing Places teams and Inclusive Club Network Manager to provide coordinated and joined-up support to network clubs.
Monitoring and evaluation
Contribute to data collection and reporting across our cycling club development work, ensuring accurate and timely monitoring of reach and impact.
Use systems such as Upshot and our Club Inclusion Tool to track participation, demographics and outcomes – training provided.
Contribute to programme learning
by identifying insights, challenges and opportunities for improvement.
• Support the development of case studies, impact stories and communications outputs.
4. Person specification
Skills/ experience
Essential
Experience of, or transferable skills relevant to, developing and delivering community sport or youth programmes.
• A passion for empowering and inspiring underserved and disabled groups to reach their full potential through sport.
Experience of building and managing effective partnerships across organisations or sectors (e.g. schools, community groups, local authorities).
Experience in applying equity, diversity, inclusion and belonging principles in practice.
An understanding of the barriers that may affect participation in community sport.
Understanding the importance of safeguarding (training will be provided).
• Ability to manage multiple workstreams and priorities, with strong organisational skills.
• Ability to communicate clearly in writing and verbally with a range of audiences.
Desirable
We particularly welcome applicants with lived experience of one or more of the underserved communities we support i.e. D/deaf, disabled, neurodivergent, women and girls, ethnically diverse communities and low-socio economic backgrounds.
Experience of working with or coaching young people from our target groups; less active, disabled young people and young people from the most deprived communities.
• Experience of working in, or knowledge of, the sport sector.
• A passion for and/ or experience of working in cycling.

There will be some requirements to work on evenings or weekends, for which time off in lieu (TOIL) can be taken.
