Background
C40 is a network of nearly 100 mayors of the world’s leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive. Mayors of C40 cities are committed to using a science-based and people-focused approach to help the world limit global heating to 1.5°C and build healthy, equitable and resilient communities. C40’s team of 400+ staff is based in offices in London, in New York, Johannesburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations.
The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s two core strategic funders are Bloomberg Philanthropies and Realdania.
Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

Clean Construction description
C40’s Climate Solutions and Networks team oversees programme areas focused on priority climate action sectors and interventions. C40 sectoral/thematic networks help cities replicate, improve and accelerate climate action to meet Paris Agreement goals, providing for honest knowledge and experience exchange, enabling cities to tap into the global expertise of their peers as well as connect with technical partners. C40 networks also amplify individual city solutions by providing a global platform for showcasing city successes. The result is that cities' climate actions to reduce GHGs, air pollutants and climate risks are bolder, fairer, more impactful, implemented faster and at a lower cost than if they were to do it alone. No other organisation facilitates such deep connections amongst city staff across 50+ countries, 20 time zones and 26 languages to accelerate local action with major global impact.
The C40 Clean Construction Programme supports cities driving and demanding a resilient, resource-efficient, decarbonized and just construction ecosystem that ensures all people enjoy thriving and healthy urban lives. especially the most vulnerable. The programme brings together global cities and fosters collaboration with partners, businesses and the civil sector on the impacts and co-benefits of the materials, methods and equipment that shape the built environment in cities.
The three focus areas are:
- Addressing the embodied emissions of construction and the built environment – the emissions associated with the extraction, manufacturing, assembly, transport, maintenance and end-of-life sorting of construction materials, as well as emissions from construction machinery and equipment;
- Strengthening climate resilience within the context of a transition to clean construction;
- Addressing the health and socio-economic impacts and solutions associated with a transition to clean construction in the built environment sector.
The team works alongside other C40 sectoral programmes to help cities overcome barriers to the implementation of policies and programmes. The team delivers support to cities through a variety of methods: providing short periods of consultancy guidance to overcome specific barriers, developing city-led research projects, hosting action-oriented workshops and study-tours, conducting city-business, market and multi-stakeholders dialogues, all while leveraging the experience of and sharing lessons with city peers.
Position description
The Clean Construction Manager will drive forward the engagement of cities to raise awareness, educate and support the implementation of clean construction actions in close collaboration with the Head of Clean Construction and the team, delivering the programme activities in line with C40’s Business Plan seeking accelerated implementation. The position is multifaceted and offers a mix of network management and facilitation, quantitative and qualitative data and policy analysis, as well as multimedia, written and oral communication towards varied audiences.
With 2.5 billion more people expected in cities by 2050, there is an urgent need for cities to become catalysts of the clean construction transition and take bold actions where they have the power to do so, as well as bring together the necessary stakeholders to quickly deliver results.
The Manager will be passionate about addressing climate change and be highly excited by the opportunity to work with pioneering cities around the world to help them realise the ambition of clean construction. The Manager will have well-developed analytical skills, and experience working directly with city governments and/or successful networks. A natural communicator, collaborator and facilitator, the Manager will successfully engage cities to make the case for clean construction, share lessons learnt and best practices, as well as providing support for increased action on decarbonized, resilient and equitable buildings and infrastructure. The Manager will champion the commitments of the Clean Construction Accelerator, communicating the ways to achieve them in a clear and simple manner, inspiring action from cities whilst signalling cities’ changing demand to shift the sector.
The successful candidate will be a quick learner who thrives in dynamic environments, able to prioritise and manage multiple tasks to deliver on time. They will be working across C40 on this multidisciplinary subject, collaborating with colleagues from Energy and Buildings, Regions, Waste, Inclusive Climate Action, Adaptation, Air Quality, Consumption, Urban Planning, Research, City-Business engagement and more teams.
Responsibilities
- Coordinate, facilitate and deliver the Clean Construction activities and events, including 121 with city officials, webinars, city-business dialogues, working groups, workshop and study tours, in collaboration with the Clean Construction and Regions teams.
- Manage the day-to-day communication and information requests from cities and colleagues.
- Support the Clean Construction Accelerator Senior Manager with reporting, engagement and information tracking, supporting the expansion of number of city signatories.
- Build the case for clean construction actions regionally, identifying gaps and barriers and establishing engaging pathways for cities to overcome them.
- Develop a workplan and proactively support cities with technical knowledge and educational resources, such as Knowledge Hub articles, delivering, updating or expanding the Clean Construction E-Learning course training, keeping the Clean Construction Policy Explorer up to date and other relevant materials in collaboration and/or partnership with other NGOs and academia - ensuring a range of up-to-date, useful and engaging resources are available for and used by C40, cities and the construction and built environment sector.
- Work with the Head of Clean Construction and Energy and Buildings Programme Director to support delivery of other projects and priorities when relevant.

Person specification
- Degree in a relevant discipline and/or professional qualifications related to construction and the built environment (from architecture, structural engineer to urban development).
- Experience in relevant government, business, research and/or NGO with a strong focus on the built environment, the role of construction design and materials in achieving decarbonised and resilient buildings, infrastructures and public spaces. Cost analysis of the benefits of a clean construction transition is a plus.
- Knowledge of the environmental, social and economic impacts of the built environment.
- Proven track record in working collaboratively and effectively with partners, such as NGOs, multilateral development banks, or the corporate sector.
- Ability and experience of communicating technical information to lay-persons and strong written and verbal communication skills.
- Excellent analytical, problem-solving, and strategic thinking capabilities coupled with an outcome, delivery-oriented approach.
- Ability to think and work independently, bring creative ideas and suggested approaches to challenges, and demonstrate strong organisational and time management skills.
- Quick learner and ability to work in a fast-paced and multi-cultural work environment.
- Fluency in English and Spanish and/or Portuguese.
- International experience, working across different cultures, languages and time zones.
