BUILDING SURVEYOR

OVERALL JOB PURPOSE

To  deliver  a  high-quality,  customer-focused  building  surveying  service  across  the  housing
stock, ensuring properties are maintained to a safe, compliant, and habitable standard. The
role  focuses  on  diagnosing  defects,  preparing  specifications  and  instructing  /  signing  off
remedial works, with particular emphasis on damp and mould, void properties, and planned
asset renewal.

Key Responsibilities

Damp and Mould Management

•

Inspect and diagnose causes of damp, mould, and condensation issues within
residential properties.

•  Specify appropriate remedial works in line with current legislation and best practice.
•  Oversee and monitor works to ensure effective resolution and prevention of

recurrence.

•  Provide technical advice to residents and internal teams on mitigation and

prevention.

2. Voids (Empty Homes)

•  Undertake pre-void and post-void inspections.
•  Prepare detailed schedules of work to bring properties up to lettable standard in line

with the Decent Homes standard.

•  Manage contractors to ensure void works are completed on time, within budget, and

to required quality standards.
Identify opportunities to improve turnaround times and cost efficiency.

3. Specifications of Works

•  Produce detailed specifications, schedules, and cost estimates for repairs and

maintenance works.

•  Ensure all specifications comply with statutory regulations, health & safety standards,

and organisational policies.

•  Support procurement processes, including contractor selection and tender evaluation

where required.

4. General Defect Diagnosis

Investigate and diagnose a wide range of building defects.

•
•  Recommend practical and cost-effective solutions.
•  Manage repairs from initial inspection through to completion.
•  Maintain accurate records of inspections, findings, and works undertaken.

5. Planned maintenance and major repairs

•  Maintain accurate and comprehensive property information and stock condition

survey records, including verifying data as required.

•  Work with the Head of Property and Asset, Housing Management team and external
consultants to develop short- and long-term asset management programmes to
ensure that the association’s stock complies with all statutory requirements and the
agreed “Ability Standard”.

•  Ensure that projects including external/communal decorations and repairs, new

kitchens and bathrooms, major element repairs and others are completed in line with
the asset management strategy and meet the association’s financial management
requirements.

•  Effectively address property management concerns, providing advice and guidance

where required and maintaining effective communication.

5. Contract and Performance Management

•  Monitor contractor performance on site, ensuring works meet quality, safety, and

compliance standards.

•  Certify works and approve payments where appropriate.
•  Address any issues of poor performance or non-compliance.

6. Customer Service

•  Act as a key point of contact for residents, ensuring clear communication and a high

standard of customer care.

•  Handle queries professionally and proactively.
•  Ensure minimal disruption to residents during works.

7. Energy Efficiency

•  Take an active part in the upgrading of residential properties as required to ensure all

legal requirements are meet in regard to Energy Efficiency.

8. Aids and Adaptations

•  Ensure that the minor aids and adaptations service is effectively managed, liaising

with Housing Management team and Occupational Therapists (OT’s).

•  Provide guidance and direction to service providers where required so that the works

are progressed in a timely manner.

9. Budget management and financial control

•  Assist the Head of Property and Asset with reviewing property services budgets.
•  Monitor, control and report on budgets under the post holder’s responsibility.
•  Achieve value for money in the delivery of building, repair and service contracts.
•  Ensure that all invoices for payment are checked and processed in accordance with

the Association’s policies.

 10. General / Other duties

•  To comply at all times with the Association’s legal, contractual and regulatory

responsibilities in relation to the above duties, including data protection / GDPR.
•  To observe and promote the letter and spirit of Ability’s equality and diversity policy in
all contact with staff, clients and members of the public and to attend training as
appropriate.

•  To prepare reports on performance or other matters as and when required
•  To attend internal, external training courses and report back to share learning.
•  To attend internal and external meetings as required. Time off in lieu is available for

attending meetings outside of normal office hours.

•  Carry out other duties, reasonably requested, which may be appropriate to the role.

PERSON SPECIFICATION:

Knowledge, skills & experience

•  Proven experience in building surveying, ideally within social housing or residential

property.

•  Strong knowledge of building construction, defects, and maintenance practices.
•  Experience dealing with damp and mould diagnosis and remediation.
•  Ability to produce clear and detailed specifications and reports.
•  Good understanding of relevant legislation e.g.  Social Housing Act 2023, PAS2035,

HHSRS, Decent Homes standards.

•  Strong project and contractor management skills.
•  Excellent communication and interpersonal skills.
•  Proficient in IT systems.

Qualifications

•  Degree  or  HNC/HND  in  Building  Surveying  or  related  discipline  (or  equivalent

experience).

•  Membership of a relevant professional body (e.g., RICS or CIOB) desirable.
•  Full UK driving licence and own transport for business travel
•  Satisfactory enhanced DBS check & employment references
