The Near East Foundation (NEF) is seeking candidates for a Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant position, to be based in Aleppo, Marea. NEF is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to improve livelihoods and local governance among conflict and crisis-affected groups, while maintaining neutrality and ensuring inclusiveness in our approach. - Responsibilities
Data Collection
- Support data collection and internal reporting, ensuring tools are correctly understood and used by program and field teams, under guidance from the MEAL Officer.
- Collect, enter, and Clean data monthly, quarterly, and annually, ensuring accuracy and reliability.
- Identify challenges in the data collection process and report them to the MEAL Officer for resolution.
- Conduct monitoring field visits, phone verifications, and facilitate Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) using MEAL-developed tools and guidelines.
- Support in the training, guidance , and supervision of volunteers and field associates in conducting assessments and surveys (e.g., baselines, follow-ups, end-lines), using KOBO and/or AKVO tools.
- Document activities with photos, ensuring proper consent is obtained and filed according to MEAL guidelines.
- Assist the MEAL Officer by sharing field insights to ensure surveys and tools are suitable and appropriate for the local context.
Data Management and Analysis
- Verify and ensure the accuracy and completeness of collected data in collaboration with the MEAL Officer .
- Maintain a clean and accurate database, including the Digital Lending Management System (LMS), and coordinate with the MEAL Officer and IM Coordinator for reporting.
- Assist in producing reports and tools to share with project implementation teams.
- Organize and maintain a filing system for all MEAL-related files and supporting documentation, prioritizing digital records.
Learning
- Provide input to the management team on new initiatives and improvements in MEAL processes.
- Collect and prepare visibility materials (success stories, case studies, etc.) in close coordination with the MEAL Officer.
- Integrate findings from data collection and analysis into learning documents in close coordination with the MEAL Officer.
- Support the implementation of lessons learned workshops in close coordination with the MEAL Officer.
Accountability:
- Conduct awareness sessions for staff and communities on the FCRM, ensuring understanding of available feedback tools.
- Ensure beneficiaries understand project objectives, selection criteria, and available feedback channels.
- Monitor Feedback and Complaint Response Mechanisms (FCRM), ensuring accessibility, cultural appropriateness, and confidentiality.
- Conduct spot checks with beneficiaries to assess satisfaction with NEF services and staff.
- Assist beneficiaries in submitting feedback or complaints, ensuring transparency and proper follow-up.
- Document accountability-related issues, including complaints, resolutions, and lessons learned, in coordination with the MEAL team.
Other Duties
- Perform additional responsibilities as required or requested.
Qualifications and Requirements:
The successful candidate must be a self-directed individual with the following qualifications:
Basic Qualifications
- University degree in Social Science or any relevant field of study and field experience dealing with data collection, management, analysis and reporting.
- At least one year of M&E experience in a development or humanitarian setting with a particular focus on data collection and management.
- Working knowledge of principles of results-oriented monitoring and evaluation.
- Experience using research methods with mixed-methods data collection and analysis skills.
- Ability to manage and analyze quantitative data in Microsoft Excel or similar software.
- Experience using Data collection tools such as smartphone-based data collection software, especially KOBO and AKVO software, and data bases
- Must be eligible to work and reside in Syria without NEF sponsorship.

Position Description
The Operations Manager is a key and senior member of the Near East Foundation Syria team and will function as Deputy Syria Director in their absence.
The Operations Manager is responsible for overseeing and ensuring the efficient functioning of the NEF’s operational activities. The role focuses on logistics, administration, human resources, procurement, compliance, government relations and security to support program implementation effectively. The Operations Manager will work closely with program teams to ensure that operational functions align with programmatic needs and strategic objectives.
Duties and Responsibilities:
General Operations Management
- Oversee daily operational activities and ensure efficient workflow within the organization.
- Develop and implement operational policies, procedures, and best practices to improve efficiency and effectiveness.
- Ensure compliance with organizational policies, legal requirements, and industry standards.
- Conduct regular assessments and evaluations of operational procedures to identify areas for improvement.
- Develop and oversee implementation of sustainability and environmental responsibility policies where applicable.
- Maintain an up-to-date operational risk register and mitigation plans.
Procurement & Contract Management
- Oversee procurement processes, ensuring transparency, efficiency, and compliance with organizational procurement policies and donor regulations.
- Manage vendor relationships, develop supplier performance tracking systems, and negotiate contracts for goods and services.
- Ensure procurement processes are aligned with environmental and ethical purchasing standards.

Administration & Logistics

Human Resources (HR):

- Support recruitment, onboarding, and performance management processes in collaboration with the HR Regional Manager, in compliance with local law and NEF policies.

- Lead the coordination and maintenance of the full employee lifecycle that includes attraction, recruitment, onboarding, development, retention, and separation.
- Respond to and escalate employee relation issues such as personnel matters, grievances, and assist with investigation of policies and conduct violations and all hiring and firing matters.
Safety and Security (S&S):
In coordination with the Regional Safety and Security Manager
- Monitor and manage the S&S environment for NEF staff and premises; provide recommendations to the Syria Director and Regional S&S Manager.
- Provide S&S support, advice, and security briefings prior to field movements.
- Review and maintain incident reporting and mapping system.
- Ensure staff are informed of NEF’s S&S policies, SOPs, and protocols.
- Manage S&S NEF Syria WhatsApp groups.
Compliance & Risk Management
- Ensure the organization complies with all relevant regulatory requirements, internal policies, and donor guidelines.
- Support organizational risk management and crisis response planning, including security protocols and emergency preparedness.
- Ensure staff are trained in security, data protection, workplace safety, and ethical compliance policies.
- Lead the development and implementation of a business continuity plan to ensure resilience in case of disruptions.
Government Liaison & External Relations
- Act as the primary point of contact for government agencies and regulatory bodies.
- Ensure compliance with government regulations, including registration, operational permits, and reporting requirements.
- Represent the organization in meetings, consultations, and negotiations with relevant government officials and stakeholders when required.
- Facilitate the acquisition of necessary approvals, permits, and licenses required for organizational activities.
- Support advocacy efforts and strengthen partnerships with government entities to enhance program impact.
- Monitor changes in government policies and regulatory frameworks that may impact the organization’s operations.

Qualifications and Experience
- Bachelor’s or master’s degree in business administration, Public Administration, Management, Logistics, or a related field.
- Minimum [5] years of experience in operations management, preferably in the NGO sector or humanitarian field.
- Strong knowledge of administration, procurement, HR, compliance, and logistics management.
- Excellent leadership, organizational, and problem-solving skills, with a proactive and strategic mindset.
- Strong communication and interpersonal skills, with experience working in a multicultural and multidisciplinary environment.
- Proficiency in relevant IT systems, enterprise software, and project management tools.
- Experience in risk management, legal compliance, and security policies is an advantage.
- Excellent communication skills.
- Fluency in written and spoken English and Arabic.

Job Description
The Safety & Logistics Officer is responsible for the efficient execution and coordination of all procurement, logistics, and safety and security activities for the Center. This role ensures strict compliance with organizational policies and procedures, providing essential operational support to the Center Manager and project teams.
Key Responsibilities
A. Procurement and Supply Chain (Execution & Compliance)
- Procurement Execution: Execute the full procurement cycle for goods and services, including:
- Processing and tracking all Purchase Requests (PRs) from initiation to final delivery.
- Obtaining competitive quotations and preparing comparative bid analyses (CBAs) in line with established thresholds.
- Drafting and issuing Purchase Orders (POs) and ensuring timely delivery.
- Vendor Management: Maintain an updated database of pre-qualified suppliers and vendors, and coordinate with them to ensure quality and timely delivery of supplies.
- Compliance and Documentation: Ensure all procurement activities are fully documented and comply with the organization’s procurement policies, donor regulations, and local laws. This includes proper filing of all supporting documents (PRs, CBAs, POs, invoices, GRNs).
- Payment Coordination: Coordinate with the Finance department to ensure timely processing of vendor payments, ensuring all necessary documentation is in place.
- Contract Coordination: Maintain records of all service contracts and leases (e.g., office space, utilities) and coordinate with the Center Manager on renewal or termination processes.
B. Logistics and Asset Management (Coordination & Oversight)
- Inventory and Stores Management: Oversee the center’s stores, ensuring proper storage, organization, and security of all supplies and equipment.
- Conduct regular, documented physical inventory counts and reconcile them with stock records.
- Prepare and submit accurate stock reports to the Center Manager and Operations Management as required.
- Asset Management: Maintain the center’s asset register, ensuring all assets are properly tagged, tracked, and accounted for throughout their lifecycle.
- Movement and Fleet Coordination: Coordinate the scheduling and use of center vehicles (if applicable) for staff and material movement, ensuring all trips are authorized and documented.
- Administrative Support: Provide logistical support for workshops, training, and other events, including the timely procurement and distribution of necessary materials (e.g., stationery, training kits).
- Daily Records: Prepare and submit daily logistical records, including movement plans and attendance sheets for logistics support staff, to the Center Manager.
C. Safety and Security (Monitoring & Reporting)
- Safety Monitoring: Conduct regular physical checks of the center facilities to ensure the presence and functionality of all public safety means, including fire extinguishers, first-aid kits, and emergency exits.
- Ensure regular maintenance and servicing of all safety and protection equipment.
- Access Control: Monitor and ensure the implementation of appropriate access control procedures for all project facilities, covering employees, beneficiaries, and visitors.
- Focal Point: Act as the local safety focal point, facilitating information exchange and coordination on security matters between the Center Manager, staff, and relevant external stakeholders.
- Reporting and Documentation: Prepare and submit timely and accurate safety and security incident reports, as well as routine safety compliance reports, to the Center Manager.

La NEF Maroc recherche des candidats qualifiés pour le réaliser l’évaluation finale du projet GYII, en suivant les instructions des TDRs ci-dessous.
1- Contexte du projet
Le projet « Growing the Youth Climate Innovation Incubator (GYCII) », porté par la Near East Foundation (NEF) en partenariat avec Emerging Business Factory (EBF), vise à mobiliser la créativité et le leadership des jeunes entrepreneurs marocains pour répondre à deux défis majeurs du pays : la crise climatique et le chômage des jeunes.
Le changement climatique accentue au Maroc la pression sur les ressources en eau, la désertification, la perte de biodiversité et la baisse de la productivité agricole. Ces phénomènes menacent un secteur clé de l’économie et de la sécurité alimentaire du pays. Parallèlement, le Maroc fait face à des défis environnementaux liés à la gestion des déchets, à la pollution et à la surexploitation des ressources naturelles.
Sur le plan socio-économique, le taux de chômage demeure élevé — près de 13 % de la population, avec des taux particulièrement importants chez les femmes (17 %), les jeunes (35 %) et les diplômés (25 %). Plus de la moitié de la population a moins de 29 ans, et l’exclusion économique des jeunes alimente des dynamiques de migration et de désenchantement.
Dans ce contexte, l’entrepreneuriat vert constitue un levier stratégique pour allier création d’emplois, innovation et transition écologique. Toutefois, malgré une culture entrepreneuriale dynamique, les initiatives centrées sur la durabilité restent rares. Les jeunes entrepreneurs, en particulier les femmes, manquent d’appui technique, financier et institutionnel pour transformer leurs idées en entreprises viables. Les structures d’accompagnement existantes manquent souvent de compétences pour soutenir des projets à fort impact environnemental.
GYCII se distingue comme le premier projet d’incubation au Maroc à aborder conjointement les enjeux du changement climatique et de l’emploi des jeunes à travers le prisme de l’entrepreneuriat vert, en se focalisant cependant sur les régions de Marrakech-Safi, Draa-Tafilalet, Beni Mellal-Khenifra, et Souss-Massa.
S’appuyant sur l’expérience du projet pilote Youth Climate Innovation Incubator (phase pilote, 2022–2023), qui a accompagné et financé 32 start-ups, le projet GYCII a consolidé et élargit cette approche en intégrant trois axes complémentaires :
- Convergence et co-création: réunir des experts, institutions et entrepreneurs pour identifier les défis climatiques locaux et concevoir des solutions innovantes adaptées aux réalités régionales ;
- Renforcement des capacités entrepreneuriales: offrir des formations, un accompagnement individualisé, un mentorat et des appuis financiers pour transformer les idées en entreprises durables et compétitives ;
- Animation de l’écosystème: favoriser la collaboration entre acteurs publics, privés et associatifs afin de renforcer l’écosystème national de l’entrepreneuriat vert.
Le projet adopte différents modèles pour élargir l’accès aux services d’incubation et mieux répondre aux contraintes géographiques et sociales. Il met également l’accent sur l’inclusion des femmes et des jeunes, et sur la création d’emplois dans des secteurs tels que l’agriculture durable, la gestion de l’eau, le recyclage, l’énergie propre ou la valorisation des déchets.
En capitalisant sur les acquis du projet pilote, le projet GYCII a pour but de renforcer la résilience économique et climatique du Maroc, tout en catalysant une nouvelle génération d’entrepreneurs capables de concilier innovation, durabilité et impact social.
2- Objectifs du projet
GYCII a pour ambition de répondre de manière concrète et innovante aux défis et opportunités liés au changement climatique et à l’emploi des jeunes au Maroc. Il s’inscrit pleinement dans les priorités nationales de l’Etat marocain en matière de développement durable, d’adaptation climatique et de promotion de l’entrepreneuriat, notamment à travers les cadres stratégiques tels que la Contribution Déterminée au niveau National (CDN) et la stratégie “Génération Green 2020–2030”.
Plus spécifiquement, le projet poursuit trois objectifs principaux :
- Créer un espace de convergence et d’apprentissage réunissant des entrepreneurs et des experts engagés dans le développement et la mise à l’échelle de solutions durables face à la crise climatique, favorisant ainsi l’émergence d’une communauté de pratique autour de l’innovation verte.
- Renforcer les capacités des entrepreneurs pour leur permettre de développer et de déployer leurs solutions sur le marché, d’améliorer leurs modèles économiques, d’accéder à des financements et d’accroître la viabilité et la compétitivité de leurs entreprises.
- Animer et structurer un écosystème collaboratif d’acteurs de l’entrepreneuriat et de l’innovation durable, en stimulant les partenariats entre entrepreneurs, structures d’appui, institutions publiques, investisseurs et organisations de la société civile afin de renforcer l’appui aux initiatives à fort impact environnemental et social.
Résultats escomptés
1- Création d’un espace collaboratif dédié à l’entrepreneuriat durable :
Réunir au moins 100 entrepreneurs et 50 experts pour co-créer des solutions innovantes face à la crise climatique.
2- Renforcement des capacités de 80 entrepreneurs :
Améliorer leurs compétences pour développer, financer et mettre à l’échelle leurs solutions vertes.
3- Structuration de l’écosystème de l’entrepreneuriat vert
Renforcer la collaboration entre entrepreneurs, structures d’appui et partenaires publics/privés.
Activités afférentes
1.1. Mobiliser les parties prenantes et aligner les activités sur les priorités locales et les marchés.
1.2. Recruter de jeunes entrepreneurs issus de divers horizons, avec une attention particulière aux femmes entrepreneures.
1.3. Organiser des Design Labs réunissant entrepreneurs et experts locaux pour l’idéation et la conception de solutions vertes.
2.1. Fournir des services d’incubation à 80 entreprises.
2.2. Offrir un appui à l’accélération des entreprises à fort potentiel de croissance.
2.3. Accompagner la mise à l’échelle des entreprises sélectionnées.
2.4. Faciliter la création de réseaux d’entrepreneurs et renforcer l’appui aux femmes entrepreneures.
3.1. Appuyer la participation des entrepreneurs à des événements et salons régionaux.
3.2. Mettre en place un mécanisme de financement mixte (blended finance) pour soutenir la durabilité et la mise à l’échelle.
3.3. Promouvoir les échanges de bonnes pratiques avec d’autres hubs et acteurs de l’écosystème entrepreneurial.
3- Objectifs de l’évaluation
L’évaluation finale vise à apprécier de manière indépendante et objective la performance globale du projet GYCII, en mettant l’accent sur la pertinence, l’efficacité, l’efficience, les impacts et la durabilité des interventions mises en œuvre.
Elle doit permettre de tirer les principales leçons et recommandations pour améliorer la conception et la mise en œuvre de futurs programmes d’incubation et d’accompagnement de l’entrepreneuriat vert, en particulier chez les jeunes et les femmes.
L’évaluation cherchera plus spécifiquement à :
- Analyser la pertinence du projet au regard des priorités nationales de lutte contre le changement climatique, de promotion de l’emploi et d’inclusion économique.
- Apprécier l’efficacité du projet dans l’atteinte de ses résultats, notamment en matière de renforcement des capacités, d’accès au marché, de mobilisation de financements et de structuration d’un écosystème entrepreneurial vert.
- Évaluer l’efficience de la mise en œuvre, y compris l’adéquation des ressources mobilisées (financières, humaines, techniques) et la valeur ajoutée du modèle hybride (présentiel/à distance, en groupe/individuel).
- Identifier les effets et impacts du projet sur les bénéficiaires directs (start-ups), sur l’écosystème local (partenaires, investisseurs, institutions), et sur les dynamiques sociales (emploi, inclusion des femmes et des jeunes, résilience climatique).
- Apprécier la durabilité des résultats et les conditions de leur pérennisation, notamment la viabilité financière et institutionnelle des start-ups soutenues et des partenariats créés.
- Documenter les changements les plus significatifs induits par le projet pour les entrepreneurs appuyés et l’écosystème local.
4- Résultats attendus de l’évaluation
L’évaluation est censée produire les résultats suivants :
- Un rapport d’évaluation complet, incluant une analyse détaillée selon les cinq critères d’évaluation (pertinence, efficacité, efficience, impact, durabilité) et intégrant une perspective genre et inclusion.
- Une synthèse exécutive présentant les constats majeurs, les bonnes pratiques, les innovations du projet, les limites identifiées et les recommandations stratégiques et opérationnelles.
- Un ensemble de recommandations concrètes et hiérarchisées, destinées :
aux structures de mise en œuvre (pour capitaliser et améliorer les approches futures, voire de possibles extensions du projet sur d’autres territoires) ; - Une restitution orale des résultats auprès de l’équipe projet de la NEF.
5- Méthodologie de l’évaluation
La méthodologie proposée combinera une analyse documentaire, une collecte primaire de données, et un croisement analytique avec les données de suivi du cadre logique du projet.
a. Revue documentaire : Analyse du cadre logique, rapports de suivi, rapports d’activités et de formation, base de données des start-ups, et documents de capitalisation.
b. Collecte de données primaires
Les enquêtes seront menées auprès des parties prenantes suivantes :
- 28 start-ups bénéficiaires (entretiens semi-structurés téléphoniques) ;
- 5 experts impliqués dans le projet, à Marrakech ;
- 2 membres de l’équipe projet de la NEF (mise en œuvre et suivi) ;
- 1 membre de la structure partenaire (EBF, à Marrakech) ;
Des outils d’enquête standardisés (déjà existants) seront utilisés, permettant une analyse quantitative et qualitative rigoureuse.
c. Approche analytique
- Croisement des résultats d’enquêtes avec les indicateurs du cadre logique (taux de start-ups en activité, levées de fonds, emplois créés, part de femmes bénéficiaires, etc.).
- Analyse comparative selon les axes : genre, région, maturité de l’entreprise, secteur d’activité.
- Identification des changements les plus significatifs (« Most Significant Changes »).
- Validation des constats par triangulation (entre données de suivi, entretiens et documents).
Notez que l’analyse et l’interprétation des données devra se faire conformément aux questions d’évaluation préalablement définies par l’équipe de projet NEF.
d. Principes directeurs
L’évaluation respectera les principes de transparence, indépendance, participation et redevabilité.
Une attention particulière sera portée à la dimension genre et inclusion, et à la prise en compte des leçons apprises pour des programmes similaires.
6- Tâches du/de la consultant(e)
Le/la consultant(e) ou l’équipe d’évaluation sera chargé(e) de :
- Prendre connaissance de la documentation du projet (cadre logique, rapports, outils d’enquête existants).
- Élaborer un plan de travail et le calendrier.
- Conduire la collecte des données (entretiens, enquêtes), en coordination avec l’équipe projet de la NEF.
- Analyser les données qualitatives et quantitatives et produire des tableaux de synthèse pertinents.
- Rédiger le rapport d’évaluation finale, incluant : Les constats par critère d’évaluation, les leçons apprises, les bonnes pratiques et recommandations pour scalabilité.
- Présenter les résultats lors d’un atelier de restitution.
7- Profil du consultant / cabinet
Le consultant ou cabinet devra répondre aux critères suivants :
- Formation supérieure (Bac +5 minimum) en économie du développement, sciences sociales, genre, entreprenariat ou domaine connexe ;
- Expérience confirmée dans l’évaluation de projets de développement, particulièrement ceux axés sur l’autonomisation économique, les coopératives ou l’entrepreneuriat féminin ;
- Maîtrise des approches d’évaluation qualitative et quantitative ;
- Solide capacité d’analyse, de synthèse et de rédaction ;
- Bonne connaissance du contexte rural marocain et expérience de travail avec des groupes de femmes ;
- Maîtrise du français et l’arabe à l’écrit et à l’oral, l’anglais est désirable.
8- Livrables attendus
- Plan de travail ;
- Rapport provisoire d’évaluation ;
- Présentation de restitution ;
- Rapport final validé (version PDF et Word).
9- Constitution de l’Offre
L’offre est composée de deux ensembles séparés :
- La proposition technique ;
- La proposition financière.
La proposition technique doit comporter :
- La compréhension de la mission ;
- La méthodologie proposée ;
- La liste et les CV de l’ensemble du personnel composant l’équipe d’évaluation.
L’offre financière doit comporter le devis estimatif (TTC), paraphé sur toutes les pages signé et daté à la dernière page. Elle doit prendre en compte les honoraires, le per diem, le rapport.
Les autres frais relatifs à la prise en charge du transport, de la location de la salle, des matériels didactiques et fournitures ne font pas partie du devis du prestataire. Les coûts relatifs à l’hébergement et à la restauration dans la zone du projet seront retenus sur les per diem dûs aux consultants.
10- Critères d’évaluation et modalité de notation des offres
Les propositions reçues seront évaluées par un comité de sélection sur la base d’une analyse comparative technique et financière, selon une grille de notation standardisée. L’attribution du marché se fera selon le principe de la meilleure offre présentant le meilleur rapport qualité-prix.
L’évaluation reposera sur un total de 100 points, répartis comme suit :
1. Qualité technique globale : 75 points
- Compréhension de la mission et pertinence de l’approche proposée : 25 points
- Qualité de la méthodologie et rigueur analytique : 30 points
- Plan de travail, calendrier et faisabilité opérationnelle : 10 points
- Expérience, expertise et complémentarité de l’équipe proposée : 10 points
2. Rapport coût-efficacité : 25 points
Cette composante évaluera dans quelle mesure la proposition offre la meilleure valeur ajoutée au regard des ressources mobilisées, notamment :
- La cohérence entre le budget proposé et la méthodologie présentée
- La justification des coûts par rapport aux livrables attendus
- L’optimisation des ressources sans compromis sur la qualité et la rigueur de l’évaluation
La sélection ne sera pas basée sur l’offre la moins chère, mais sur celle démontrant le meilleur équilibre entre qualité technique et efficience budgétaire, garantissant un haut niveau de crédibilité et de robustesse méthodologique.
11- Etapes et calendrier de l’Évaluation
Le nombre maximal attendu de jours d’expertise est estimé à vingt (25) jours répartis comme suit :
- Quatre (4) jours de cadrage, l’élaboration du plan, la revue des documents de projets et des outils de collecte ;
- Huit (12) jours de collecte des données sur le terrain ;
- Cinq (6) jours de traitement et d’analyse des données et rédaction du rapport provisoire ;
- Un (1) jour pour la restitution des résultats et conclusions de l’évaluation;
- Deux (2) jours pour la production du rapport final.
Les activités d’évaluation devront débuter au plus tard le 15 décembre 2025.
12- Procédures de recrutement du Consultant (expertise nationale uniquement)
La diffusion de cet appel d’offre et le recrutement du consultant se feront sur une base ouverte au grand public. Il est attendu le recrutement d’un consultant national ou d’une équipe de consultants nationaux uniquement.

Data Collection
- Support data collection and internal reporting, ensuring tools are correctly understood and used by program and field teams, under guidance from the MEAL Officer .
- Collect, enter, and analyze data monthly, quarterly, and annually, ensuring accuracy and reliability.
- Identify challenges in the data collection process and report them to the MEAL Officer for resolution.

Position Description
The Loan Officer will oversee the design and evolution of financial products for the project. He/she will provide support to the structuring study consultant, acting as a liaison between potential customers, partners and NEF, and implementing the structuring study recommendations throughout the course of the project.
Responsibilities:
- Review and verify all loan applications to ensure completeness and accuracy.
- Prepare and share the list of applicants and planned visits with Field Associates in alignment with the workplan.
- Develop detailed visits workplans jointly with Field Associates, the Center Manager, and the Loan Coordinator based on the lists shared on the Loan Management System (LMS).
- Conduct social verifications in coordination with Field Associates to validate applicant information.
- Supervise and participate in site monitoring visits with Field Associates during client registration (CR) and loan collection visits.
- Monitor overdue borrowers, ensure timely follow-up, and report updates to the line supervisor.
- Provide technical and behavioral guidance to Field Associates regarding visit protocols and data collection for client registration.
- Maintain regular communication with borrowers/beneficiaries to provide updates, guidance, and support.
- Ensure full adherence to credit policies, Standard Operating Procedures (SOPs), and compliance requirements.
- Assess applicants’ financial eligibility and loan feasibility in collaboration with the loan coordinator.
- Oversee follow-up visits and restructuring of loans for borrowers when required.
- Ensure all lending activities comply with internal policies, donor requirements, and local laws and regulations.

POSITION DESCRIPTION
NEF has launched a revolving credit fund to empower local entrepreneurs in north Syria by facilitating MSMEs & agricultural businesses' access to finance. The Credit Officer will work under the supervision of the Credit Manager to evaluate applicants’ creditworthiness, provide credit recommendations, and provide needed operational support.
Main duties include:
- Conduct credit assessment to evaluate applicants’ creditworthiness based on financial, operational, and market indicators, as well as any additional criteria specific to each project.
- Maintain accurate and complete documentation of credit reports, loan applications, and other relevant information and supporting documents.
- Coordinate and follow up with the day-to-day lending operations.
- Support the continuous development of the loan processing mechanism.
- Provide the needed support in other aspects of the project implementation as needed.
- Operate in compliance with laws and regulations and adhere to lending compliance guidelines and donors’ requirements.
- Support portfolio quality management by implementing effective collection strategies, minimizing delinquency, and promoting sustainable repayment practices.
- Collaborate closely with field teams to ensure accurate borrower verification, business assessments, and post-disbursement follow-up on loan utilization and business performance.
- Support the rescheduling and restructuring of loans as needed to sustain portfolio health and borrowers viability.
- Ensure full compliance with NEF’s internal controls, ethical standards, and all applicable financial regulations governing microfinance and lending activities.
- Perform any other tasks as requested.
Qualifications:
- BS degree in accounting or a related field.
- 1-3 years of relevant experience in the MFI or banking sector.
- Excellent understanding of MSMEs' loan products and credit analysis.
- Experience in agri. Lending is highly preferable.
- Excellent Microsoft Office skills.
- Excellent numerical skills.
- Excellent written, verbal, and interpersonal communication skills in English and Arabic.

Contexte organisationnel
La Near East Foundation (NEF) est une organisation internationale à but non lucratif qui œuvre depuis plus de 100 ans à la construction de communautés plus durables, plus prospères et plus inclusives au Moyen-Orient et en Afrique. La NEF opère par l'intermédiaire de bureaux nationaux et de partenaires locaux dans dix pays : Arménie, Irak, Jordanie, Liban, Mali, Maroc, Palestine, Soudan, Sud-Soudan et Syrie. Les programmes du NEF se concentrent sur le développement économique inclusif, l'agriculture durable et la gestion des ressources naturelles, ainsi que sur la consolidation de la paix.
Dans le cadre de son portefeuille pour le Maroc, NEF met en œuvre le projet CAP+, co-financé par l’Union Européenne, qui vise à renforcer la viabilité, l’autonomie et l’indépendance financière des OSC à travers la diversification des sources de financement.
Contexte du projet
Au Maroc, la société civile est dynamique, florissante et engagée, et connaît aujourd’hui un essor remarquable, aussi bien en milieu urbain que rural. La Constitution de 2011 a reconnu explicitement l’action des organisations de la société civile (OSC) comme un levier de démocratie participative, ouvrant la voie à une série d’initiatives structurantes telles que l’Initiative Nationale pour le Développement Humain (INDH), l’adoption de la loi 15-18 sur les Plateformes de Financement Participatif ou encore la stratégie NASSIJ 2022-2026, qui vise à moderniser le cadre de gouvernance, de financement et de concertation des OSC, notamment grâce à la mise en place d’outils numériques comme la plateforme nationale des associations.
Cependant, malgré cette dynamique, les OSC — en particulier les petites associations de proximité — restent confrontées à de fortes fragilités : manque de ressources financières pérennes, accès inéquitable aux financements publics, capacités organisationnelles limitées, forte dépendance aux bailleurs et environnement fiscal et réglementaire contraignant. Cette précarité limite leur autonomie et les pousse parfois à s’éloigner de leur mission.
Dans un contexte d’inégalités territoriales et sociales marquées, les OSC jouent souvent un rôle substitutif des services publics auprès des populations marginalisées, ce qui freine leur professionnalisation et leur positionnement comme actrices du changement. Malgré la raréfaction des financements qui les pousse à innover, peu d’OSC investissent encore dans des AGR ou dans des cadres de concertation intersectoriels pourtant essentiels à leur viabilité et à leur impact.
Grâce à CAP+, NEF – en partenariat avec l’UE et l’Association Marocaine de Solidarité et de Développement (AMSED) – soutiendra directement les OSC en renforçant leurs capacités, en leur fournissant un cadre de développement et d’incubation, des financements de démarrage, et un suivi personnalisé. Le projet permettra à la société civile d’être renforcée et mieux structurée en tant qu’actrice de changement et de bonne gouvernance, grâce à une participation plus effective, efficace et reconnue à l’action publique, notamment grâce à l’accès à des financements diversifiés, renforçant ainsi leur viabilité, leur résilience, leur autonomie et leur indépendance financière.
Aperçu du poste
Le/La chef.fe de projet sera le principal responsable du projet CAP+. Il/elle supervisera la mise en œuvre de l'ensemble du cycle du projet, en veillant à ce que toutes les activités du projet soient menées de manière efficace, opportune et de qualité, conformément aux exigences de NEF et de l’UE. Il/elle devra faire preuve d'une grande capacité de leadership, de coordination, de supervision technique et de gestion des parties prenantes afin d'assurer la réussite d'un programme multipartite très complexe.
Le/La chef.fe de projet servira de lien principal avec AMSED, l’UE, l’Assistance Technique et les autres acteurs clés du programme Société Civile de l’UE – y compris les autres lauréats – en assurant une coordination et une collaboration solides. Il/elle supervisera l'équipe du projet et veillera à ce que les composantes financières, administratives et techniques soient bien intégrées.
Principales responsabilités
1. Direction du projet et supervision stratégique
- Assurer la direction générale, l'orientation stratégique et la gestion quotidienne du projet CAP+.
- Diriger l'élaboration, la coordination et l'exécution des plans de travail du projet, des calendriers de mise en œuvre, des plans d'approvisionnement et des prévisions budgétaires.
- Veiller au respect total des normes, politiques et obligations contractuelles de NEF et de l’UE.
- Diriger les processus de gestion adaptative pour s'assurer que les activités répondent à l'évolution des besoins et aux réalités contextuelles du Maroc.
2. Engagement et représentation des parties prenantes
- Servir de point focal principal de NEF pour l’UE, AMSED, les institutions gouvernementales, les acteurs du secteur privé, et les autres partenaires du projet.
- Construire et maintenir des partenariats solides avec les autorités locales, les réseaux d'entreprises, les institutions académiques et les acteurs du secteur privé.
- Représenter NEF dans les réunions officielles, les plateformes de coordination et les événements externes au niveau national et local.
- Faciliter la coordination entre tous les partenaires afin d'assurer une mise en œuvre cohérente.
3.Supervision du programme
- Superviser la mise en œuvre complète des composantes du projet.
- Assurer la livraison en temps voulu des principaux résultats, des produits livrables, des étapes et des résultats au niveau des effets.
- Fournir des conseils techniques et une assurance qualité aux équipes chargées du développement commercial, des finances et de l'administration.
4.Gestion financière et conformité
- Superviser les performances financières du projet (suivi des dépenses, révisions, etc.), en veillant à ce qu'elles soient conformes aux budgets approuvés, aux règles des donateurs et aux procédures financières de NEF.
- Examiner les prévisions financières, les processus d'approvisionnement et les rapports de dépenses en collaboration avec les équipes financières, administratives et d'approvisionnement.
- Assurer le strict respect des contrôles internes de NEF et des règles de l’UE.
5.Suivi, évaluation, rapports et apprentissage
- S'assurer que des processus rigoureux de suivi, d'évaluation et d'apprentissage du projet sont en place.
- Préparer des rapports narratifs, financiers et axés sur les résultats pour les parties prenantes internes et externes.
- Promouvoir la prise de décision fondée sur les données et la gestion adaptative tout au long du cycle du projet.
- Soutenir les évaluations externes, les audits et les exercices de vérification des donateurs, le cas échéant.
6.Direction d'équipe et développement des capacités
- Superviser directement et diriger l'ensemble du personnel du projet, y compris le personnel technique, administratif et financier.
- Faciliter le développement professionnel, le mentorat et la gestion des performances de l'équipe du projet.

Qualifications requises
- Maîtrise, ou licence avec au moins 2 années supplémentaires d'expérience pertinente (minimum 7 ans au total), en administration des affaires, développement du secteur privé, développement des entreprises, sciences sociales, études sur le développement, ou dans un domaine connexe.
- Au moins cinq ans d'expérience avérée dans la gestion et la coordination de projets au niveau national, y compris des programmes de développement des capacités et moyens de subsistance, de l'esprit d'entreprise ou des OSC.
- Expérience avérée de la coordination de projets multipartites impliquant des homologues gouvernementaux, des acteurs du secteur privé, des établissements universitaires et des donateurs internationaux.
- Solides connaissances techniques des moyens de subsistance, des services de développement, des modèles de soutien aux OSC, de l'inclusion financière et des programmes d'entrepreneuriat fondés sur l'innovation.
- Expérience avérée en matière de conformité aux règles des bailleurs de fonds, de gestion financière et de supervision de contrats pour des projets de grande envergure.
- Excellentes compétences en matière de planification de projets, de résolution de problèmes, de leadership et de gestion adaptative.
- Compétences de haut niveau en matière d'organisation, de gestion du temps et de négociation.
- Excellentes aptitudes à la communication (écrite et orale) en arabe et en français. L’anglais est un atout.
