Projects Manager – Building Services
Salary: £58,650 per annum plus eligibility to earn up to 5% Performance Related BonusContract: Full-time, permanentLocation: Hale Village, London, N17
Newlon Housing Trust is a successful charitable housing association and one of the major providers of new affordable housing in north and east London.
We have an opportunity for a talented and experienced individual to join our Building Services team and take responsibility for the development, management and control of component replacement and remedial work projects, with a strong focus on internal and external building and fire safety. You will also be responsible for the project management of M&E around compliance streams in our buildings and manage all aspects from design and installation to completion and post review of works.
Educated to degree level, or equivalent, and ideally with a qualification in Building Surveying, Architecture, Engineering, Construction or similar, you will have a proven track record in project management within the housing sector, dealing with budgets of over £150K. You will need to be resident-focused and have worked on either fire equipment, lift replacement and door entry system replacement projects. You will also have sound knowledge of building processes, health and safety legal requirements and building regulations. First-class communication skills are essential as you will be dealing with residents and stakeholders on a regular basis, along with the ability to climb ladders/scaffold to reach inaccessible/confined spaces.

Cowdray is a historic and diverse rural Estate set in the heart of the South Downs National Park. Best known as the home of British Polo, Cowdray also comprises a wide range of heritage properties, commercial enterprises, and community assets. We are now seeking an experienced and motivated Estate Quantity Surveyor to join our Works Department.
This is an exciting opportunity to contribute to the careful stewardship of the Estate’s unique buildings, landscapes and assets, playing a key role in their repair, conservation and development.
The Role
The Estate Quantity Surveyor will have a dual role working with both the Estate’s in-house building contractor and external third-party contractors. Key responsibilities include:

Acting as
Contractor’s QSfor in-house projects: preparing cost plans, quotations, bills of quantities, budget estimates, and obtaining subcontractor/supplier costs. -
Acting as
Client-Side QSfor external contractors: providing pre-contract services including cost planning, tender documentation, contractor selection, tender analysis, and contract preparation. -
Producing resource plans, cashflow forecasts, and project programmes.

Administering contracts, including site inspections, issuing instructions, interim valuations, certifying payments, and managing claims.

Monitoring project progress, budgets, and variations, providing regular reports to Senior Management and reconciling projects at completion.

Ensuring works are delivered to the highest standards of quality, design, and compliance with specifications, CDM Regulations, Health & Safety legislation, and statutory requirements.

Maintaining accurate project records, certificates, and documentation.
-
Providing regular management reports and attending team meetings as required.

Building strong relationships with colleagues, contractors, consultants, and stakeholders, ensuring collaboration and professionalism at all times.
What we’re looking for

Degree (or equivalent) in Quantity Surveying or related discipline

5+ years’ construction industry experience

Proven skills in estimating, contract administration, and project management

Experience working with historic buildings and conservation techniques

Strong communication and IT skills

Full UK driving licence and own vehicle
Desirable: Professional membership (RICS, CIOB, CABE), project/conservation qualifications, and knowledge of specialist software.

Quantity Surveyor (Full or Part Time) – Cliveden Conservation
Cliveden Conservation, an established and leading name in conservation and restoration of historic buildings and statuary are currently planning further sustainable growth of the business.
We are seeking to bolster our commercial team by appointing a QS to develop as our business continues to grow.
Based in the Midlands or the South East, with a requirement to travel to sites across the UK, the successful candidate will work alongside our project managers and report directly to the Commercial Manager. The ideal candidate will have at least 3-5 years in the Heritage sector, possess strong commercial awareness and a passion for historic buildings.
Cliveden Conservation have numerous heritage projects on site at any one time, from small (c. £5000) to large (c. £1.5m) and this role will see the successful applicant supporting projects valued at £50k and up. They will be able to manage their own workload, relish the opportunity of working with diverse teams of subcontractors, clients and consultants, and love juggling numerous projects at once.
The role includes the following activities:
- Visiting sites to prepare monthly Valuations, Applications and Final Accounts
- Managing change control and variations within specific project contracts
- Working alongside the project team to manage the commercial performance of projects
- Developing and applying systems and processes to improve commercial management of jobs.
- Undertake pricing and estimating for live projects and tenders.
- Performing risk, value management and cost control.
- Understanding the implications of health and safety regulations.

Due to a growing pipeline of projects, we are seeking a Bid Manager to join our Team on a hybrid basis. This permanent role offers potential for progression into a more senior preconstruction role. The successful candidate will have a construction background with strong technical credentials and excellent bid and tender experience. Reporting to the Bid Director you will be responsible for leading the bid management process, from initial tender identification through to submission, ensuring that bids are completed on time, within budget, and to the highest quality standards. Experience in leading large strategically important public or private bids is a distinct advantage.
Qualifications and Experience:
- A bachelor’s degree (or other relevant professional qualification) in construction management, engineering, architectural, or a related field is essential.
- 10 years + experience in bid/tendering roles within the Construction industry is essential, preferably in large scale contracting projects.
- Excellent written and verbal communication skills, with the ability to prepare, review, write and articulate high quality technical proposals.
- Strong understanding of the tendering process and procurement practices (Public and Private) in Ireland and the UK.
- Excellent project management skills, with the ability to manage multiple bids simultaneously.
- Strong analytical and problem-solving abilities, with strong attention to detail.
- Proficiency in Microsoft Office Suite and bid management software/tools.
- Ability to work collaboratively in a multi-disciplinary team environment.
- Flexibility to travel as needed for client meetings and site visits.

- Bid Management: Lead the end-to-end bid management process, including bid kick-off meetings, bid strategy development, timeline management, resource allocation, and submission.

The Special Projects team is a specialist task force responsible for investigating, managing, and delivering capital latent defect programmes across Newlon’s existing housing portfolio. The team leads on the rollout and monitoring of large-scale capital projects, managing contractor performance and applying in-depth technical knowledge of building fabric, statutory processes, and compliance requirements to deliver what are considered highly complex projects.
Reporting directly to the Head of Special Projects, you will be responsible for managing Latent Defect and Remediation Projects, with a strong focus on external wall defects, fire safety compliance, and latent defects. You will play a key role in expediting a complex remediation programme aligned with the Building Safety Act and Fire Safety Act. Overseeing projects from investigation through to completion.
Your role will include the day-to-day management of remediation and latent defect projects, technical coordination across consultants, contractors, and internal teams, monitoring compliance, safety, quality, and contractor performance, and taking the lead on project management for works.
You will also support residents during major works programmes, ensuring clear and consistent communication, and required to attend occasional out-of-hours and evening meetings to provide updates to residents and stakeholders, in line with project communication plans. Ensuring a high level of customer.
You will ideally hold a degree or NVQ (or equivalent) in Building Surveying, Building Engineering, Construction Management, or a related discipline, and be Chartered with RICS, CIOB, or an equivalent professional body, or have substantial relevant experience. And have a comprehensive understanding of cladding systems and external wall constructions, strong knowledge of fire safety standards and Building Regulations, and proven experience administering and tendering public-sector JCT contracts. Project management and contract administration skills are essential, along with experience acting in the Client role under CDM Regulations. A strong working knowledge of building safety and regulatory requirements according to part B is a must.

You will be a key member of our Special Projects Team and your main responsibility will be to undertake the quality control of remediation works through carrying out on sight inspections and pick up non-compliance and building defects and address issues with relevant parties to ensure that the highest standards are maintained and Newlon’s assets are maintained to reduce risk and maximise resident satisfaction.
With a keen eye for details, you will scrutinise drawings and specifications and audit them for errors and omissions, ensuring design issues are resolved efficiently and effectively. Working in collaboration with Project Managers, you will ensure that designs are developed to be low maintenance and cost effective with future maintenance and service charge costs in mind.
Having previously worked in a similar role, you will have solid experience of working as a Quality Manager, Site Inspector, Clerk of Works or in a Defects based role, preferably within the housing sector. Experience of auditing information, snagging and the handover process will be essential, along with the knowledge and experience to effectively inspect projects.
You will also be fully familiar with current building practice and regulations and have an understanding of the emerging requirements in respect of fire and structural safety of residential buildings. An understanding of the constraints and pressures that accompany housing development, particularly at handover and defects stage, is also essential.
