The rebrand will be launched in 2026 and the Legal team will play an integral role in preparation, execution, and absorption of Mercy Corps name change process.
Purpose / Project Description:
The Legal Project Manager will support the organization’s rebrand effort by assisting with the legal and regulatory aspects from preparation through launch of the project. Reporting to the Deputy General Counsel, and working closely with the Rebrand Team, the People (HR) Team as well as Regional and Country Teams, the Project Manager - Rebrand will manage project deadlines, deliverables, and communications to internal stakeholders to ensure timely execution of the legal aspects of the global name change. The role will require project management skills, cross-cultural competency, and change management expertise to navigate complex, multi-jurisdictional legal/regulatory processes.
Consultant Objectives:
Successfully navigate the legal and regulatory aspects of a multi-jurisdictional project across Mercy Corps' U.S., European, and Country operations.
Consultant Deliverables:
The Consultant will:
- Support the preparation and effectuation of the corporate name change for Mercy Corps Global Support (HQ) offices in the U.S., UK, and Netherlands as well as coordination with charitable regulators.
- Assist in preparing and implementing updates to governance documents for adoption by the Mercy Corps board.
- Assist in finalizing the scoping and support planning for country name change administrative processes.
- Advise the Global People Team and country teams on associated administrative processes including, where applicable, updates to labor and employment agreements, consultancy contracts, and satisfying other potential statutory requirements across different jurisdictions, including, for example, any legal processes related to updating tax, insurance, or work authorizations.
- Lead the preparation and updating of Mercy Corps legal agreement templates, contracts, and policies, including support to the People Team in managing updates to templates and supporting HR documents.
- Advise on and support contract novation strategies, where necessary.
- Assist in providing legal consultation and risk mitigation guidance throughout the rebrand process.
- Deliver a final report summarizing corporate name change status, regulatory notifications, and updated legal templates/documents across global operations, as well as any recommendations for future efforts.

Required Experience & Skills:
- Juris Doctor degree and admission to a bar association in a U.S. state (in good standing).
- 5-10 years of experience in legal corporate transactional matters.
- Knowledge and experience of labor and employment law across multiple global jurisdictions preffered
- Demonstrated project management skills (Project Management training and/or certification is a plus).
- Excellent oral and written communication skills and demonstrated presentation skills.
- Ability to work efficiently and collaboratively while maintaining confidentiality of sensitive information.
- Strong interpersonal skills and ability to work effectively, flexibly adaptively, and with a strong sense of service orientation across departments and global operations and with a diverse range of stakeholders.
- Experience and knowledge of International NGO sector and registration efforts and personal affinity with our mission a plus.
- Experience with non-profit governance is a plus.
- Knowledge of one or more foreign languages and/or previous foreign travel is a plus.

The PROPEL Africa Project (Pathways to Resilience, Opportunities, Professional Employment and Learning) aims to address the persistent challenge of youth unemployment and underemployment in Liberia, Senegal, Tanzania and Uganda. Currently, young people encounter systemic barriers to securing dignified employment, arising from misalignments between skills development and labour market needs, and inadequate access to financial resources. Implemented by JA Africa and Mercy Corps, PROPEL responds to these challenges through a dual approach: equipping underserved youth aged 15–30 with relevant, demand-driven business, employability and life skills, while simultaneously improving the way the labour market works for young people.
Position Summary
The PROPEL Financial Inclusion Specialist leads the design and implementation of strategies and activities across the four countries to improve young people’s access to appropriate financial products and services. This includes providing strategic and technical guidance, planning and managing activities, identifying and managing partnerships with financial service providers (FSPs), and recruiting and managing consultancy support to ensure the availability and use of youth-friendly financial training and tools, and catalyzing market solutions that expand opportunities for underserved youth.
Essential Responsibilities
Technical Leadership
- Lead financial inclusion strategy across program countries to enable young people to access, use and benefit from formal and informal savings and credit products, including through digital services and channels
- Conduct market assessments to identify barriers and opportunities for youth financial access.
- Provide technical guidance on youth-friendly financial products and partnerships with FSPs, fintechs, and MFIs.
Program Quality & Innovation
- Ensure financial inclusion interventions align with market systems development principles.
- Support pilots and scale-up of innovative financial solutions.
- Work with the MEAL team to assess financial inclusion outcomes and adjust strategies.
Partnership Management
- Build and maintain relationships with financial institutions, regulators, and ecosystem actors.
- Support negotiation of partnership agreements and co-designed interventions.
Capacity Building
- Train country teams and partners on financial inclusion approaches.
- Provide ongoing mentoring and technical support.
Finance & Compliance Management
- In collaboration with the countries operations and finance departments, ensure proper financial management, procurement, administration, human resources and logistics (including transport and asset management) needs of the program are conducted within Mercy Corps’ policy and with the maximum benefit to the program.
Security
- Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
- Ensure that PROPEL activities are designed and implemented with a clear analysis and understanding of security.

Knowledge & Experience
- Master’s degree in economics, finance, development studies, or related field.
- Minimum 7 years of experience in financial inclusion, inclusive finance, entrepreneurship development, or market systems programming.
- Strong understanding of youth financial behaviors and constraints in African markets.
- Experience engaging with private sector partners, FSPs, or fintechs.

Position Summary
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist leads the design and implementation of a robust MEAL system for the PROPEL Africa program. They ensure that data informs decision-making, support adaptive management, and meet donor and organizational standards. The role oversees the development of harmonized tools and processes, data systems, and integrated learning across four countries and between the two principal implementing partners. The MEAL Specialist will work closely with the JA Africa MEAL focal point to provide overall consortium leadership, supervising the work of country-level MEAL team members.
Essential Responsibilities
MEAL Systems Design & Implementation
- Lead development of the program MEL Plan, including results frameworks, Indicator Performance Tracking Table, data collection tools, and learning plans.
- Ensure harmonized MEAL tools and processes across Mercy Corps and JA Africa, including standardization of data collection methods and integrated data management systems.
- Oversee annual surveys and baseline and final evaluations, ensuring compliance with donor and Mercy Corps best practices and requirements.
- Track value-for-money and social return on investment indicators as required to ensure stewardship of donor resources and effectiveness of programming.
- Manage data quality assurance processes and support country teams in MEL implementation.
Learning & Adaptive Management
- Facilitate consortium-wide quarterly and annual reflection and learning sessions with country teams and technical leads.
- Collaborate closely with the JA Africa MEAL focal point for joint analysis and reporting.
- Produce evidence-based insights for strategic decision-making and donor communication.
- Lead documentation of best practices, lessons learned, and program adaptations.
Capacity Building
- Provide training and mentorship to country MEAL teams and partners.

Position Summary
The Market Systems Specialist will facilitate changes that strengthen the systems around youth employment and entrepreneurship. Indicatively, the focus will be on business development services (BDS), market linkages, digital services, and access to finance for self-employment, digital job/job-matching platforms, vocational training, and other access-to-work interventions, such as childcare for gig and waged employment. Private-sector engagement is critical, and advocacy for regulatory changes may also feature. The purpose of the role is to influence private and public sector actors that shape youth employment markets to become more effective, inclusive, and youth-responsive.
Essential Responsibilities
Technical Leadership
● In collaboration with the PD and wider PROPEL team, provide leadership and strategic vision to the systems-change components of the program, including contributing to workplan development, market and labor assessments, partnership selection and management, and overall sector strategy.
● Lead analysis of labor market systems (using or adapting Mercy Corps’ system labour market assessment approach) to identify constraints, opportunities, and leverage points for improved youth employment outcomes.
● Design interventions that strengthen key market system actors’ (such as Business Development Service providers, jobtech platforms, vocational skills providers, and financial institutions) incentives and capacity to play critical functions in more inclusive and effective ways.
● Provide technical leadership and guidance to ensure interventions apply market systems development principles and best practices
● Coordinate with consortium partner technical leads to ensure direct and MSD interventions are as complementary as possible
Market Systems Interventions
● Identify and engage high-potential private-sector and public-sector partners.
● Support co-creation of solutions that improve youth access-to-work, job creation, or entrepreneurship pathways.
● Promote integration of digital tools and innovative service delivery models.
● Lead intervention implementation and partnership management
● Assume responsibility for translating program learning into tangible adjustments to intervention strategies, applying adaptive management principles
Program Quality & Learning
- Collaborate with MEAL teams to track ecosystem-level changes and learning.
- Collaborate with relevant teams to develop the evidence and learning agenda, and support any research on the project led by the Research and Learning team
- Contribute to thought leadership on youth employment systems.
- Collaborate with PD, TEQ team, donors, and other stakeholders to showcase PROPEL system-change successes
Capacity Building
- Build skills of PROPEL team members in market systems development approaches.
- Facilitate cross-country learning on ecosystem interventions.
Security

Knowledge & Experience
- Exceptional technical and practical implementation knowledge of the Market Systems Development approach.
- Master’s degree in international development, business, economics, or related field, or extensive experience in market systems development programme management.
- 7+ years of experience in market systems development or private-sector development programs.
- Strong understanding of youth employment ecosystems in Africa.
- Experience with market systems assessments (or equivalent), partnership brokering, and MSD intervention design.

A successful Ecosystem Support Functions Specialist can diagnose system-level constraints and design practical, scalable interventions. They have strong relationship-building and facilitation skills, and bring the ability to work collaboratively across technical areas and partner organizations.

The Position
In this role, you will be part of the Legal Department’s team that supports and provides oversight of corporate governance matters for the Mercy Corps Boards (and affiliates) and ensure corporate compliance with regulatory frameworks. You will play a core role in managing regulatory filings, coordinating the Mercy Corps’ policy framework and project managing enterprise risk management workstreams overseen by the Legal Department. Your duties include providing structured planning and advisory support to ensure the efficient running of processes and systems related to the governance and risk of Mercy Corps.
To be successful in this role you will use your strategic thinking and writing skills and high level of discretion to help manage projects, work closely with the General Counsel and other key stakeholders. Essential Responsibilities
- Manage governance policies and procedures for the Mercy Corps Boards; responsibilities include administration of minutes and entity corporate book; coordinating reports for Board Committees under the Legal Department oversight, and managing annual compliance requirements for Board Directors
- Maintain and advise on compliance with corporate charity regulatory frameworks for US, UK and Netherlands including IRS, OSCR, KvK, Companies House. Support annual reporting and manage regulatory filings.
- At the direction of the General Counsel and collaborating with other relevant stakeholders, develop, draft, and maintain governance-related documents, processes and reports.
- Advise internal and external stakeholders on governance requirements and processes, using expert knowledge of internal and external frameworks, including responding to donor requests and due diligence requirements.
- Coordinate Mercy Corps’ policy management framework and policy review process
- Support for the Legal Department’s oversight of governance for other Mercy Corps entities and affiliates globally

Decreases in humanitarian funding overall from both US and European institutional donors will not respond to the needs, which are bound to increase due to climate change. The frequency and impact of climate-related disasters is likely to increase in the years to come, leading to further displacements and negative impacts on both households and small businesses. Many climate hazards are predictable – they do not have to be treated as surprises. We do need to find ways to protect the populations we are working with against those shocks – not only to respond to their immediate needs and help them rebuild after a disaster hits, but also to protect the economic gains our programs have contributed to.
It is in this context that Mercy Corps is currently re-evaluating its strategy and exploring how it can better leverage the insurance sector to 1. Improve impact in our support to climate-affected populations; and 2. Expand our programmatic approach into disaster risk finance.
Mercy Corps is not starting from zero, but rather seeks to build on its experience and a series of initiatives that have, over the years, contributed to generating a strong body of knowledge. Our experience ranges from establishing MiCRO in Latin America, a micro-insurance company providing insurance policies against earthquakes to the most vulnerable, to working with local insurance companies such as Takaful in Kenya to test remote-sensing insurance for pastoralist populations, or providing equity to Pula Insurance through Mercy Corps Ventures. While these experiences have been successful overall, it is now time to not only bring all of our experiences under one roof but also develop a strong value proposition for Mercy Corps in the disaster risk management and insurance space.
Purpose / Project Description:
Mercy Corps is seeking support from insurance experts to define our value proposition and partnership models for advancing inclusive insurance. Mercy Corps’ positioning will need to be built on our current experience; and considered at three levels – at the macro level, working with national governments and insurance partners to pool funds and protect a large segment of the population; at the meso level to protect aggregators such as agribusinesses and financial institutions who can then provide coverage to their members/clients; and at the micro level, working with small businesses, smallholder farmers and individuals to facilitate access to insurance. It also includes taking stock of Mercy Corps’ experience with different models such as anticipatory action models, parametric/index-based insurance and/or traditional indemnity insurance, and bundling insurance with other financial services.
Mercy Corps is already working with a student team from George Washington University to map the weather-related insurance sector, identify areas of opportunity, and compile lessons learned from the broader insurance sector in that region. Mercy Corps is seeking a consultant to complement this work and develop a strategic roadmap that will include:

PRO-WASH & SCALE is a capacity strengthening and learning award funded by the USAID Bureau for Humanitarian Assistance (BHA) and managed by the United States Department of State. It is implemented by Save the Children and Mercy Corps, with Mercy Corps’ subaward ending December 2026. The purpose of PRO-WASH & SCALE (PWS) is to strengthen the design, implementation, and overall effectiveness of WASH, agriculture, livelihoods, markets, and natural and water resource management activities within food security and nutrition programs, with a focus on emergency contexts. Mercy Corps leads activities related to agriculture, livelihoods, natural resource management and markets through the Agriculture Systems team of the Technical Support, Evidence and Program Quality (TEQ) Unit.
The Position
The Market-Based Programming Advisor will lead PWS’ markets-related work, supporting partners to apply market-based programming (MBP) approaches across technical intervention areas with a focus on fragile and emergency contexts. The Advisor will work across multiple agencies and countries, in line with DoS priorities. Key responsibilities include organizing and leading remote and in-person training and learning events; documenting and sharing MBP best practices; developing and adapting tools and guidance in response to partner needs; contributing to communities of practice; and liaising with relevant technical networks, private sector actors, and government entities, as applicable. As PWS enters its final year, the Advisor will also support culmination learning events, ensuring that the resources and lessons generated throughout the award are effectively disseminated and contribute to the program’s sustainability strategy.
Essential Responsibilities
PROGRAM IMPLEMENTATION
● Update and adapt PWS’ MBP capacity strengthening and engagement strategy to ensure alignment with implementers’ evolving needs and U.S. Department of State (DoS) priorities.
● Provide technical support and guidance to partners on applying MBP approaches within agriculture (including seed systems), WASH, and livelihoods interventions, particularly within emergency contexts.
● Lead and facilitate remote and in-person training, workshops, and knowledge-sharing events to strengthen partner capacity in MBP design and implementation.
● Identify, document, and disseminate best practices, lessons learned, and innovations related to MBP and private sector engagement within USG-funded emergency programs.
● Revise and tailor tools and guidance materials based on partner feedback, ensuring they are practical, context-appropriate, and applicable in emergency environments.

Mercy Corps is an international non-governmental humanitarian and development organization. It has been operational in the Democratic Republic of Congo (DRC) since August 2007 and currently employs more than 400 national and expatriate staff. Mercy Corps’ country office is based in Goma, with sub- offices/bases in Beni (North Kivu Province); Bukavu, Kavumu, and Uvira (South Kivu Province); Bunia and Mambasa (Ituri Province); as well as Tshikapa, Kalonda Ouest, and Ndjoko Mpunda in Kasaï Province.
In 2023, we reached nearly two million people through our key activities in the DRC, combining long- term development programs with emergency humanitarian response to: 1) improve water service delivery and ensure equitable access to water, sanitation, and hygiene services in both urban and rural areas (WASH); 2) enhance food security and nutrition; and 3) promote diversified livelihoods, economic recovery, and development. In this context, Mercy Corps DRC is seeking a Grants Manager for the Emergency Program for its Goma office.
The Position (General Position Summary)
As a member of Mercy Corps’ DRC Emergency Team, the Emergency Grants Manager will work closely with the Emergency Programs Director (EPD), the SAFER Consortium Director, and the Deputy Emergency Grants Manager to ensure the delivery of high-quality and impactful programming within Mercy Corps DRC’s emergency response portfolio. The position will contribute to humanitarian efforts across the DRC by supporting the implementation of life-saving interventions, including those under the multi-million-dollar, multi-donor funded SAFER program — a consortium of international NGOs working together to promote a rapid, principled, efficient, and effective response to humanitarian needs.
The Emergency Grants Manager will play a key role in securing new funding opportunities by coordinating or leading proposal development processes, while also ensuring the quality and timeliness of donor reporting and communications for ongoing programs. Additionally, the position will oversee and support the sub-award management process.

- Monitor approved grants and monthly burn rates, ensure submission of timely financial spend projections and reporting is completed in line with Mercy Corps and donor templates through monthly BvA meetings and ongoing budget tracking.
- Work with HQ to ensure on-time and on-budget reporting and manage donor communications and requests.
- Coordinate with Finance to address any reporting challenges in a timely manner.
- Ensure the monitoring of the grant agreement for compliance with Mercy Corps policies and procedures as well as donor/government/external rules and regulations, particularly in regard to subawards and partners.
INFLUENCE & REPRESENTATION
- Represent Mercy Corps with donors and within the humanitarian community through communications and attendance at key internal and external meetings as requested by the EPD.

Crisis Analysis at Mercy Corps has until now largely relied on institutional donor grant funding – a revenue source that has declined across the sector during 2025. Mercy Corps is mapping and assessing alternative revenue stream options for Crisis Analysis work to ensure sustainability of this function while ensuring these alternative funding streams are mission aligned.

Mercy Corps is present in the DRC since August 2007 with a current workforce of more than 300 national and expatriate employees and operational presence in Goma and Beni (North Kivu Province), in Bunia (Ituri Province), and in Tshikapa, Kalonda West and Ndjoko Punda (Kasai Province). As a leading NGO in DRC working with more than 40 partners in 2024, Mercy Corps reached 2.12 million people in North Kivu, South Kivu, Ituri and Kasai with integrated programs that ensured equitable access to improved water, sanitation and hygiene (WASH) services in humanitarian and development settings; supported a comprehensive, rapid response to ongoing humanitarian needs; promoted economic and livelihood development to strengthen food security and resilience; as well as institutional capacity strengthening and social cohesion to foster peace and good governance.
Green Growth Programme Component 3: Scaling Finance for Established Agri-businesses in the Democratic Republic of Congo forms part of FCDO’s Green Growth Programme (GGP) in the Democratic Republic of the Congo (DRC). This component aims to increase access to finance for climate-smart agribusinesses, catalysing private investment and promoting sustainable economic growth. The programme will work with financial institutions, impact funds, and agribusinesses to expand the use of innovative financial products, improve access to finance for DRC firms, and incentivise lenders and investors to support green activities such as the uptake of resilient seeds, irrigation systems, and solar technologies. Through a combination of technical assistance, catalytic grants, and concessional finance, the programme will mobilise additional private capital, strengthen financial markets, and build the resilience and productivity of DRC’s agricultural sector. This component forms part of FCDO’s broader efforts to promote low-carbon, climate-resilient development and deliver measurable results under the UK’s International Climate Finance (ICF) commitments.
The Position (General Position Summary)
The MEL Manager is responsible for providing overall leadership, coordination and technical supervision of the monitoring and evaluation activities for the Green Growth Programme Component 3 programming. The MEL Manager will drive evidence generation, learning, and adaptive management. S/he will work closely with the delivery partner to align data requirements, reporting expectations, and performance indicators. They will coordinate regularly with partners to ensure that partner-level data (e.g., on pipeline development, TA support packages, and investment facilitation outputs) is collected consistently and feeds into the programme’s overarching MEL framework. The MEL Manager will also liaise with the external GGP Component 4 MEL supplier to harmonise methodologies, ensure data quality, and integrate evidence and learning across components.
Essential Responsibilities (Safeguarding Responsibilities are required for all roles)
TECHNICAL OVERSIGHT
● Ensure active collaboration with program/technical managers to develop M&E tools and integrate M&E across all program components.
● Identify and develop the tools needed to measure program impact.
● Ensure effective use of ICT4D in data management systems (using CommCare, Excel, QGIS, and other tools as appropriate) to promote data-driven decision-making.
● Lead coordination with the external GGP MEL supplier (Component 4) and delivery partner to ensure harmonised data collection, reporting, and learning systems across all components.
● Drive adaptive management by analysing trends, generating insights, and facilitating regular learning reviews to inform strategic and operational decisions.
PROGRAMME MANAGEMENT

● Define programme indicators and develop data collection tools, databases, dashboards, and reporting templates that align with the overarching Green Growth Programme MEL framework and FCDO reporting requirements.

● Collaborate with the external MEL Delivery Partner (GGP Component 4) to harmonise approaches to data quality, verification, and impact measurement, and to ensure the programme contributes to shared learning and evidence generation across all Green Growth components.
● Organise regular MEL coordination meetings to review progress, validate results, and document lessons learned across consortium partners, supporting adaptive management and learning.
● Consolidate quarterly performance data and contribute to programme reporting, synthesising evidence on financial leverage, climate-smart investments, and enterprise outcomes.
● Ensure string design, quality data collection, and analysis for baseline and endline exercises.
● Support the commissioning and oversight of key studies and assessments, including the final evaluation , ensuring robust data collection and analysis.

INFORMATION MANAGEMENT
● Facilitate the achievement of performance-based targets and outcomes and lead efforts to design effective, proactive, and iterative M&E systems following the program's logical framework and results chain measurement.

Living Conditions / Environmental Conditions
The position is based in Kinshasa, DRC. Housing for this role is in a private apartment under housing allowance regulations. The rest and recovery cycle follows the Country Office R&R policy. Kinshasa has limited security regulations and has many options for healthcare, shopping, restaurants, and social life. The position requires regular travel to various locations within Kongo Central, Kwilu, Mai-Ndombe, and Kwango. This may include unstable areas with strict security rules and limited amenities. Living conditions in the field locations are clean and secure, but basic. While conditions in much of the country are improving, there are still pockets of violence and insecurity, and petty crime is present. Mercy Corps' offices experience variable levels of insecurity and adapt their procedures accordingly. Due to poor infrastructure, air travel is often necessary to get from one end of the country to the other.
Mobile phones and cellular service are widely available. The Internet is limited, but available in all Mercy Corps’ offices. There are a number of health services available with several evacuation options for serious illnesses. There is reasonable access to most consumer goods, although it must be noted that imported goods can be more expensive than in other locations.

Evidence consistently shows that prioritizing prevention, adaptation, and resilience in fragile and conflict-affected contexts can reduce humanitarian needs and promote long-term stability. Yet these lessons risk being sidelined as bilateral aid budgets tighten and donors focus on immediate life-saving relief.
There is expectation that development finance institutions may be able to fill this gap – providing prevention, recovery, and resilience in fragile places not yet in crisis. However, challenges to operating in these settings – access, security, perceived risk, poorly functioning government institutions, and internal bureaucracy – and the particular challenges of loans/return seeking investment – means that this work currently makes up a small portion of DFI’s funding. Yet given rising needs and the extraordinary pressure of global ODA, there is an increasingly urgent need for DFIs, including MDBs, to increase investments in resilience in the most fragile contexts.
Mercy Corps is currently implementing a project to produce key learning and recommendations around how to build resilience in fragile places, grounded in practical insights based on our experience programming in such places. While the learning and guidance will be designed to inform FCDO and their implementing partners, we are looking for ways to ensure that this learning can inform DFI/MDB action in such places.
In preparation for this we are looking to deepen our understanding of how key development finance actors are, or could be, supporting effective resilience programming in fragile settings.
Purpose/Project Description:
The consultancy aims to strengthen Mercy Corps’ understanding of the existing role and potential of key development actors, primarily the World Bank, African Development Bank, IFAD, and the Green Climate Fund to support resilience programming in fragile and conflict-affected settings. We are looking for a consultant with strong expertise in this area, who can draw on previous experience and contacts from one or several of these institutions.
The consultancy will be in partnership with the Policy and Advocacy team, working with colleagues to complete the below objectives.
Key objectives include:
1. Understand how key development actors are currently, or could be, supporting resilience in these contexts; (including in what ways they are able to directly or indirectly provide grant-based/highly concessional or blended support to local level projects in fragile settings).
2. Ensure key recommendations from RAFLF products are relevant and usable for these actors;
3. Product dissemination and engagement with key actors to build support for increasing the quantity and quality of adaptation and resilience-building investments in fragile and conflict-affected settings.
The Consultant will support:
Task 1: Target analysis report
Produce a concise target analysis setting out key institutions’ role in resilience programming, mechanisms, and modalities of implementation and key activities in six countries. We expect this to include desk research and strategic Key Informant Interviews.
Task 2: Bespoke briefing and recommendations
Using the products published under RAFLF, the consultancy will support the tailoring of key messages and recommendations to select development actor targets. This could include a written briefing, in addition to a roundtable or policy discussion.
Timeframe:
The consultant should propose an outline scope of work including a time estimate of no more than 10 days. Work should be completed between January 2026 and March 2026.

Gaza Sky Geeks has multiple components, i.e., individuals, companies, and community. All these components have their own data based on the work they accomplish, and we need help in working on this data with activities such as data cleaning.
Consultant Objectives:
● Extract and translate program log frames and budgets into structured data requirements
● Work closely with a third-party consultant to support the design and implementation of a scalable, integrated database architecture covering all GSG functionalities

THE POSITION
The Commodity Manager is responsible for the overall management of Title II commodities as part of the Graduating to Sustainable Agriculture, Income, Nutrition and Food Security (GAINS) Resilience Food Security Activity (RFSA) funded by the Office of Global Food Security of the U.S. Department of State. The Commodity Manager plans, manages, and provides technical and operational oversight of all supply chain activities—including procurement, logistics, transportation, warehousing, distribution, and reporting—to ensure the effective and efficient delivery of goods and services to poor and vulnerable populations. ESSENTIAL RESPONSIBILITIES
Strategy and Vision

LIVING CONDITIONS / ENVIRONMENTAL CONDITIONS
Mercy Corps offers a competitive benefits package for positions based in Kasai Province, which is an unaccompanied and hardship duty station. Tshikapa, the capital of Kasai Province, is a remote provincial city with a limited support infrastructure and a small but active humanitarian presence. Despite its population size of nearly one million people, services and amenities are constrained, and living conditions require a high degree of adaptability and self‑reliance.
Access to electricity and water is inconsistent, even in the city center, and generally depends on generator‑based systems. Housing options are limited, and access to hotels, restaurants, shops, and banking services is restricted and variable, with availability subject to outages, supply interruptions, and security considerations.
Healthcare services in Tshikapa are basic and limited. A small number of hospitals provide essential care; however, diagnostic and specialist services are minimal. Medical evacuation to Kinshasa or other regional hubs is required for serious illness or injury, and access may be affected by weather, transport availability, or security restrictions.
Telecommunications infrastructure is unreliable. Mobile phone coverage exists but can be inconsistent, and internet connectivity is often slow, unstable, or unavailable for extended periods. Daytime temperatures frequently range between 30–35°C, contributing to challenging working and living conditions, particularly during field travel.
Mercy Corps field offices and program areas may experience heightened security risks and limited freedom of movement. The security situation is closely monitored, and staff must strictly adhere to security protocols. Travel within the country generally requires air transport, and access to remote field sites can be logistically complex and time‑consuming.
Field site visits are a core component of the position and may involve travel to remote locations with very basic living conditions, limited services, and rudimentary accommodations. Consumer goods are available in limited quantities, subject to supply disruptions, and are often significantly more expensive than in major urban centers.
Team members deployed to Tshikapa represent Mercy Corps at all times, both during and outside of working hours. The PROPEL Africa Project (Pathways to Resilience, Opportunities, Professional Employment and Learning) aims to address the persistent challenge of youth unemployment and underemployment in Liberia, Senegal, Tanzania, and Uganda. Position Summary
The PROPEL Program Director provides overall vision, strategic leadership, and management for the PROPEL Africa program, ensuring high-quality implementation across Liberia, Senegal, Tanzania, and Uganda. The Director leads joint governance structures with JA Africa, manages program coherence and results, oversees technical and operational teams, and ensures safe, effective, and impactful delivery. Sudan INGO Forum
Sudan is facing one of the most severe humanitarian crises globally, marked by widespread displacement, disease outbreaks, and confirmations of famine in several ‘hunger hotspots.’ In an effort to coordinate INGO efforts and establish a common voice for INGOs operating in Sudan, the INGO forum was established in 2009 as a key representation platform. To date, the forum is made up of 51 members and 17 observers operating across the country, including in some of the most difficult to reach parts of Sudan.
The INGO Forum is a permanent member of the Humanitarian Country Team (HCT) and the Inter-Cluster Coordination Group (ICCG). It co-leads the Humanitarian Access Working Group (HAWG), alongside OCHA and spearheads collective engagement with Government and other Authorities as well as with donors. The forum also leads collective advocacy nationally, regionally and internationally through its Advocacy Working Group (AWG) and in close coordination with the regional Inter-Agency Working Group (IAWG) and Member liaison offices in key donor/diplomatic capitals around the world.
Since 2023, the situation in Sudan has dramtically shifted as state and non-state actors wage a brutal conflict. The situation in non-Sudanese Armed Forces - controlled areas is particularly dire, with humanitarian access severely restricted and the absence of United Nations (UN) presence exacerbating the challenges. As humanitarian needs continue to escalate, there is an urgent need for an interim solution to address critical gaps in coordination, common services and aid delivery.
To this end, the three core tenants of the INGO Forum’s work include:
- Coordinated aid delivery – Enhancing operational alignment across organizations to maximize humanitarian impact.
- This includes establishing an NGO-led coordination mechanism under the Sudan INGO Forum to provide immediate, effective, and well-managed humanitarian responses in these areas to ensure that urgent needs are met and operations are not disrupted.
- Common service provision – Offering essential support, analysis, and shared resources to facilitate NGO operations.
- This includes common negotiation support i.e. for access or against BAI, collective advocacy efforts, information sharing, donor and stakeholder engagement, security and admin SOPs and collective position papers, etc.
- Stakeholder coordination and representation – Engaging with donors, UN agencies, authorities, and the broader humanitarian system to advocate for improved response conditions.
- There is of course a convening and facilitation role included in this representation function
The Position
Access to people in need remains one of the greatest challenges for INGOs operating in Sudan. Deteriorating security, limited physical access and significant bureaucratic and administrative impediments have left many of those most in need with limited to no access to assistance. Given the highly dynamic security, political and conflict situation, humanitarians are preparing for increasing complexity in reaching the most vulnerable populations in hard-to-reach areas.
The INGO-F Deputy Director will have specific responsibilities for collating information to provide analysis and advice to members on matter of common concern related to access impediments including bureaucratic and administrative impediments in close coordination with the area coordination leads and with the INGO-F Director. This position will also focus on analyzing, facilitating, and coordinating collective humanitarian access to negotiations, products, and initiatives.
This position will have specific responsibilities for coordinating INGO access fora and co-chairing the HAWG together with OCHA. He/she will also serve as the secretariat’s representative in SLT discussions and meetings. This position reports to the Forum Director who will lead the overall Forum strategy and representation. The incumbent will deputize the Forum Director and may be required to provide ad hoc surge support to other roles within the Forum. S/he will also work closely with the Advocacy Manager to ensure that access related advocacy messages are evidence-based and aligned.
Essential Responsibilities
Coordination and representation:
- Coordinate field level access meetings amongst INGO forum members in collaboration with the Forum’s Area Coordinators, the ABC coordinators in Darfur and, as appropriate, with UN colleagues
- Represent the INGO forum in field level access and CMCoord related conversations/platforms
- Represent the INGO forum and its members externally and with local authorities
- Collaborate closely with OCHA, INSO and other data analysis units
- Ensure linkages between access and advocacy platforms are closely maintained through collaboration with the Advocacy Manager
- Expand the Forum’s network of relevant contacts in Sudan
- Contribute access trends and analysis to the Forum’s monthly bulletin
- As requested, provide advice on operational responses to identified access concerns to members
- Provide recommendations to the Forum Director and Steering Committee for high-level access negotiations and engagements
- Deputize for the Forum Director as necessary and rove to ensure continuity of coverage based on other senior secretariat member movements and priorities
Data collection, analysis and reporting
- Active outreach to Members to ensure comprehensive representation and systematic input from NGO actors into various reporting mechanisms including around visa tracking and other access-related trackers in collaboration with the Information Management & Membership Services Officer
- Regularly liaise with regional actors to provide analysis to Members and input into inter-agency mechanisms in Sudan of broader trends around access and geo-political influence
- Provide recommendations to the AWG, in collaboration with the advocacy manager, for collective messages and targets
- Produce timely reports on access trends in Sudan
- Assist with special information requests from the Forum’s members, in coordination with the information management officer
- Ensure attention to special protection issues that arise in Members’ areas of operations, particularly those involving vulnerable groups, sensitive topics, protection of sources and confidential data
- Identify emerging issues or concerns and ensure fluid communication of these to relevant stakeholders
Representation, administration and other tasks:
- When required, represent the Forum in key coordination groups and external meetings with Members, donors, the UN system or other stakeholders
- Maintain up to date contact lists and ensure consistent and smooth information sharing
- Ensure access products and tools are stored on an internal sharepoint with external permissions as agreed per Forum governance protocols to facilitate knowledge preservation and transfer

Mercy Corps is present in the DRC since August 2007 with a current workforce of more than 300 national and expatriate employees and operational presence in Goma and Beni (North Kivu Province), in Bunia (Ituri Province), in Tshikapa, Kalonda West and Ndjoko Punda (Kasai Province), and representation in the capital city, Kinshasa. As a leading NGO in DRC working with more than 40 partners in 2024, Mercy Corps reached 2.12 million people in North Kivu, South Kivu, Ituri and Kasai with integrated programs that ensured equitable access to improved water, sanitation and hygiene (WASH) services in humanitarian and development settings; supported a comprehensive, rapid response to ongoing humanitarian needs; promoted economic and livelihood development to strengthen food security and resilience, including through improved financial inclusion; as well as institutional capacity strengthening and social cohesion to foster peace and good governance.
Green Growth Programme Component 3: Scaling Finance for Established Agri-businesses in the Democratic Republic of Congo forms part of FCDO’s Green Growth Programme (GGP) in the Democratic Republic of the Congo (DRC). This component aims to increase access to finance for climate-smart agribusinesses, catalysing private investment and promoting sustainable economic growth. The programme will work with financial institutions, impact funds, and agribusinesses to expand the use of innovative financial products, improve access to finance for DRC firms, and incentivise lenders and investors to support green activities such as the uptake of resilient seeds, irrigation systems, and solar technologies. Through a combination of technical assistance and catalytic grants and guarantees the programme will mobilise additional private capital including debt and equity financing, strengthen financial markets, and build the resilience and productivity of DRC’s agricultural sector. This component forms part of FCDO’s broader efforts to promote low-carbon, climate-resilient development and deliver measurable results under the UK’s International Climate Finance (ICF) commitments.
The Position
The Team Leader will provide strategic leadership and overall management of GGP Component 3, ensuring timely, high-quality, and cost-effective delivery of all targets and outputs. They will oversee programme staff, maintain compliance with Mercy Corps and FCDO requirements, and serve as the main liaison with FCDO, government counterparts, partners, and other stakeholders. The Team Leader will ensure coordinated implementation, strong partner collaboration, and integration of technical inputs in line with the programme’s Theory of Change.

Living Conditions / Environmental Conditions
The position is based in Kinshasa, DRC. Housing for this role is in a private apartment under housing allowance regulations. The rest and recovery cycle follows the Country Office R&R policy. Kinshasa has limited security regulations and has many options for healthcare, shopping, restaurants, and social life.
The position requires regular travel to various locations within Kongo Central, Kwilu, Mai-Ndombe, and Kwango. This may include unstable areas with strict security rules and limited amenities. Living conditions in the field locations are clean and secure, but basic.
While conditions in much of the country are improving, there are still pockets of violence and insecurity, and petty crime is present. Mercy Corps' offices experience variable levels of insecurity and adapt their procedures accordingly. Due to poor infrastructure, air travel is often necessary to get from one end of the country to the other.
Mobile phones and cellular service are widely available. The Internet is limited, but available in all Mercy Corps’ offices. There are a number of health services available with several evacuation options for serious illnesses. There is reasonable access to most consumer goods, although it must be noted that imported goods can be more expensive than in other locations.

In southern Mexico, particularly in Chiapas, rural and Indigenous communities face persistent poverty driven by limited economic opportunities, weak agricultural value chains, climate vulnerability, and ongoing migration pressures. These challenges mirror dynamics observed in neighboring regions of Guatemala, underscoring the need for integrated, cross-border approaches to sustainable rural development. Based on this context Mercy Corps submitted a concept note in October 2025 to address rural poverty, violence and economic development in rural areas. Mercy Corps is preparing to submit a proposal to a private foundation in April 2026 for a project supporting 12,000 participants in border communities around Chiapas state in the municipalities of La Libertad, Palenque and Ocosingo and in Guatemala in the municipalities of La Libertad, Las Cruces and Sayaxch. The Guatemala assessment is being conducted separately in January 2026 and results will be compiled with the Mexico assessment to drive proposal design.
Purpose / Project Description:
The purpose of this consultancy is to conduct a livelihoods, value chain, and partner landscape assessment in Chiapas, Mexico, to inform the design of a multi-year, cross-border livelihoods initiative. The assessment will validate priority geographies, agricultural value chains, identify implementation partners, and will analyze key constraints related to agriculture, economic opportunity, climate vulnerability, and social exclusion affecting rural and Indigenous populations. The assessment will also examine the drivers of violence and insecurity particularly among youth including the role of limited economic opportunities, migration pressures, the presence of illicit crop production and/or armed groups in order to identify prevention-oriented entry points aligned with livelihoods, agriculture, and rural economic development along the border of Mexico and Guatemala.
Consultant Objectives:
- Meet, interview, evaluate and map out potential local partners (both public and private sector)
- Assess livelihood and agricultural systems in selected rural and Indigenous communities in Chiapas
- Validate priority agricultural value chains and market opportunities
- Validate geographic areas and propose new municipalities if necessary

Green Growth Programme Component 3: Scaling Finance for Established Agri-businesses in the Democratic Republic of Congo forms part of FCDO’s Green Growth Programme (GGP) in the Democratic Republic of the Congo (DRC). This component aims to increase access to finance for climate-smart agribusinesses, catalysing private investment and promoting sustainable economic growth. The programme will work with financial institutions, impact funds, and agribusinesses to expand the use of innovative financial products, improve access to finance for DRC firms, and incentivise lenders and investors to support green activities such as the uptake of resilient seeds, irrigation systems, and solar technologies. Through a combination of technical assistance and catalytic grants and guarantees the programme will mobilise additional private capital including debt and equity financing, strengthen financial markets, and build the resilience and productivity of DRC’s agricultural sector. This component forms part of FCDO’s broader efforts to promote low-carbon, climate-resilient development and deliver measurable results under the UK’s International Climate Finance (ICF) commitments.
The Position (General Position Summary)
Working closely with the Team Leader and partners, the GGP Component 3 Deputy Team Leader (DTL) will lead the design, implementation and management of activities and partnerships with local financial institutions and work closely with the main delivery partner to mobilise additional financing to achieve the programme’s objectives and. As the second most senior leader in the programme team, the DTL will also support the Team Leader to represent the programme and the consortium to donors, relevant government entities, partners, other implementing actors, and stakeholders.
Essential Responsibilities
PROGRAMME STRATEGY EXECUTION
● Support on setting and refining the vision and strategy of the programme, ensuring alignment with donor priorities, programme objectives, and the evolving financial and agribusiness landscape in the DRC.

PROGRAMME MANAGEMENT AND TECHNICAL LEADERSHIP
● Create and implement workplans to ensure that FIs provide financing products to the agribusinesses as per programme objectives and targets
● Lead the scoping, identification, and management of consultants and other third-party providers to provide market studies, technical assistance, and training to the partner FIs and to support partner activities
● Lead the design, implementation, and management of blended finance mechanisms (e.g., loan guarantees) with the partner FIs to mitigate their risk of lending
● Support the partner FIs to access additional financing from investors identified by the delivery partner by supporting them to clarify financing needs, structure viable investment models, and create and manage partnerships with investors
● Provide regular reporting to the Team Lead as agreed and adjust workplans and partnership agreements as required to meet programme objectives and targets
● In coordination with the MEL Manager, ensure robust MEL and quality assurance systems to track progress, inform strategy adaptations, document promising practices and innovations, and ensure technical soundness and compliance with donor and Mercy Corps standards.

RISK MANAGEMENT

Minimum Qualification & Transferable Skills
- Advanced degree or equivalent experience project management, business administration, finance, economics, development studies, or a related field. A master’s degree is desirable.
- Minimum of 7–10 years of experience implementing complex donor-funded programmes, preferably with FCDO or similar institutional donors (USAID, EU, World Bank, etc.).
- Experience of working with financial institutions (e.g. banks and Microfinance Institutions) to provide inclusive finance to agribusinesses and other underserved markets and customers

Living Conditions / Environmental Conditions
The position is based in Kinshasa, DRC. Housing for this role is in a private apartment under housing allowance regulations. The rest and recovery cycle follows the Country Office R&R policy. Kinshasa has limited security regulations and has many options for healthcare, shopping, restaurants, and social life.
The position requires regular travel to various locations within Kongo Central, Kwilu, Mai-Ndombe, and Kwango. This may include unstable areas with strict security rules and limited amenities. Living conditions in the field locations are clean and secure, but basic. While conditions in much of the country are improving, there are still pockets of violence and insecurity, and petty crime is present. Mercy Corps' offices experience variable levels of insecurity and adapt their procedures accordingly. Due to poor infrastructure, air travel is often necessary to get from one end of the country to the other. Mobile phones and cellular service are widely available. The Internet is limited, but available in all Mercy Corps’ offices. There are a number of health services available with several evacuation options for serious illnesses. There is reasonable access to most consumer goods, although it must be noted that imported goods can be more expensive than in other locations.

The Proposal Writer(s) will work closely with the Mercy Corps LAC region team, which supports humanitarian and development programming across countries and islands in Latin America and the Caribbean. Mercy Corps is currently operational in Colombia, Guatemala, Haiti, and in various jurisdictions across the Caribbean (including Jamaica, St. Kitts and Nevis, St. Lucia, the US Virgin Islands, and others), with ambitious goals to expand its programmatic footprint in Central America and beyond in the coming years. Mercy Corps’ Sudan crisis response seeks to meet the humanitarian needs of vulnerable Sudanese and other conflict-affected people across the country. Mercy Corps Sudan is recognized as a leader in market systems, agricultural, and food security and building on this experience, the MC Sudan humanitarian program will layer in resilience and other program activities where appropriate and feasible to do so. Assistance is delivered with a focus on needs, in partnership with local actors and civil society.
Consultant Objectives:
The Sudan Policy & Advocacy (PA) Advisor will lead efforts, in collaboration with the Sudan country team members, and the Global Policy and Advocacy (GPA) team, to ensure effective policies and practices are implemented by local, regional and international actors to allow for an adequate, effective, and principled humanitarian and resilience response in Sudan.
The Sudan PA Advisor will lead on achieving the policy and advocacy objectives that align with the Mercy Corps Sudan country strategy and related country advocacy strategy. They will work closely with field teams and different internal Mercy Corps departments including program, communications, partnerships, and Crisis Analysis – Sudan teams to utilize all available resources and data to provide evidence to enhance Mercy Corps’ policy and advocacy objectives. The Sudan PA advisor will also work closely with relevant country team members to build and/or strengthen their advocacy capacity, ensuring they have the skills, knowledge and confidence to lead advocacy activities.
The Sudan PA Advisor will write policy-relevant documents - including talking points, statements, and policy briefs - for use by the Mercy Corps Sudan team as well as regional and global teams during advocacy engagements on Sudan. The Sudan PA Advisor will also work closely with the global P&A team to provide key messages and help respond to questions/requests about the situation in Sudan, our programs and recommendations on certain issues, to prepare global colleagues for relevant Sudan-related meetings and engagements. 1) New Initiatives and Partnership Manager
The Consultant will work closely with:
Sudan Country Director; Sudan Director of Programs, Mercy Corps Global Policy and Advocacy team, relevant Mercy Corps Sudan team members including from MEL, PAQ, Communications and Crisis Analysis-Sudan teams, as well as the Sudan Strategic Partnerships Manager and regional advocacy and media/communication staff.
Required Experience & Skills:
- A BA/S or equivalent is required with 3-5 years’ work experience; a degree in a relevant field such as political science, human rights, humanitarian or development studies, law, or public policy preferred.
- Proven ability to communicate effectively in English and Arabic, both verbally and written is required;
- Knowledge of the Sudan context, including the Sudan humanitarian response is preferred.
- Ability to work independently as well as work with teams to complete tasks with minimal supervision.
- Proven ability to work under and meet multiple deadlines, sometimes under very short notice.
- Ability to engage with external stakeholders including peer agencies and donors.
