Context and purpose

Citizens Advice Flintshire’s aim is to provide the advice people need for the

problems they face and to improve the policies and practices that affect people’s

lives.

Our vision is that Citizens Advice Flintshire (CAF), through advice and
campaigning, will help to create a fairer Flintshire where people are empowered,
treated equally and have their rights respected.

We provide information, advice, casework and representation on issues facing
Flintshire residents.

Treasurer role description

We are looking for a person with the following competencies, skills/experience :

●  Qualification in accountancy
●  Experience of financial management in a medium/large business
●  Experience of Data Analysis
●  Experience in presenting financial information to a range of colleagues
●  Charity and board experience desirable

The Treasurer will:

●  Work closely with the Finance Officer (who is a qualified accountant)
●  Lead  at  Board  meetings  on  presenting  and  interpreting  regular  financial

reports, annual accounts and making recommendations.

●  Lead  on  the  appointment  of  auditors  and  responding  to  changes  in

legislation.

As a Trustee you will:

●

In conjunction with senior staff, set the strategic priorities, and review

delivery for the organisation;

●  Set policies and procedures to support and enable staff to work as

effectively as possible;

●  Agree targets for evaluating organisational performance, and review and

monitor these;

●  Be responsible for ensuring the organisation is compliant in matters

relating to finance, human resources and other relevant legislation, e.g.

Health and Safety etc; together with meeting the Citizens Advice nationally

agreed standards;

●  Focus on the long term sustainability and capability of the organisation,

including succession planning, risk management etc;

●  Ensure the service is responsive to both emerging and specific local

needs.

To do this you will:

●  Participate actively in trustee board meetings, and sub-groups (see time

commitment below);

●  Work on specific projects with other trustees or staff to further the

strategic objectives of the organisation;

●  Ensure that all the finances and supporting financial control systems of

the local Citizens Advice are in order, including full financial records are

kept for all transactions, money is only spent for the purpose given, and

that proper financial controls are in place to safeguard the organisation’s

resources;

●  Engage with local residents, service providers and other partners;

●  Review the work of the trustee board regularly.

Person specification

You’ll need to:

●  be willing to learn about and follow the Citizens Advice aims, principles

and policies, including confidentiality and data protection; understand and

accept the responsibilities and liabilities as trustees;

●  be non-judgmental and respect views, values and cultures that are

different to your own;

●  have good listening, verbal and written communication skills;

●  be able to exercise good independent judgement;
●  be ready to take a full and active role as a board member;
●  be willing to undertake training in your role.

Time Commitment

The trustee board meets at least 4 times per year. The meetings are typically in
the evening and last for around 2 hours. You will need to commit some
additional hours to reading the papers prior to the meeting.

You will also participate in the Monitoring and Review (MARG) sub group. There
may also  be the need to participate in working groups on a task and finish basis,
both with other trustees and with staff.

Some of these commitments will be in person, others may be held virtually.
