Job Title: Head of Quality Standards & Registered Service Manager

Reports to: Director of Progression

Salary: Scale PO5, Points 44-47, £45,232 - £48,452 per annum, pro rata

Hours of work: Full Time (37.5 per week)

Purpose of the Role:

As the Head of Quality Standards and Registered Service Manager (for Ofsted services), you will assume responsibility for both the leadership, management, and development of Ofsted registered services and lead on the implementation and delivery of supported accommodation quality and performance standards in line with:

  • Local Authority commissioning and service specification criteria.

  • The Supported Accommodation (England) Regulations 2023.

  • The Supported Housing (Regulatory Oversight) Act 2023.

As the Head of Quality Standards and Registered Service Manager you will be part of our Senior Leadership Team and help drive service standards, quality assurance and customer satisfaction across all of St Basils supported accommodation services in line with our vision, purpose and values. This role involves developing, implementing, and maintaining quality assurance protocols and service standards and you will be responsible for:

  • Developing and overseeing quality assurance processes to ensure services are compliant and meet regulatory and organisational standards.

  • Establish and monitor quality service standards to enhance both service delivery and customer satisfaction.

  • Lead on initiatives for continuous improvement in quality and service delivery.

As the Head of Quality Standards and Registered Service Manager you will demonstrate a firm understanding of:

  • Equalities Act 2010.

  • Section 13 of the Care Act 2014.

  • Working Together to Safeguard Children 2026.

Supporting St Basils Ofsted Registered Person you will also carry out appropriate notifications in line with regulatory requirements, undertake internal inspections, prepare reports on quality of support reviews and respond to Ofsted inspectors as the first point of contact for all our Ofsted registered supported accommodation services across the West Midlands (Birmingham, Warwickshire, Worcester, Solihull, Coventry and Sandwell and any future areas where we may obtain Ofsted registered status).

As the Head of Quality Standards and Registered Service Manager you must complete the Ofsted registration process as the Registered Services Manager and have a Registered Service Manager qualification to undertake this role. At St Basils we want all of our senior people to create positive and motivational environments which positively drive services and teams forward. As the Head of Quality Standards and Registered Service Manager you will be responsible for coaching and supervising Operations Managers to make a positive difference to the services we provide and ensuring they are embedding quality standards and adhering to regulations across their operational service area.

As the Head of Quality Standards and Registered Service Manger you will actively identify opportunities to generate income in collaboration with our fundraising and business development teams and build influential partnerships with key stakeholders whilst supporting business development projects to expand and improve our supported housing and progression service offer, through contribution to tendering and procurement exercises for the organisation.

KEY RESPONSIBILITIES:

Leadership and Management

  • Take responsibility for providing additional management support, training and guidance to all staff providing direct support to Children Looked After (CLA) ensuring compliance with all DfE and Ofsted regulations, guidance and quality standards.

  • Oversee management of recruitment, induction, performance, conduct, and/or other personnel issues relating to those staff, utilising the appropriate policies and procedures to do so and providing regular supervisions and appraisals.

  • Develop a suite of training and development opportunities for staff linked to the effective delivery of the regulatory framework and standards and ensure access to opportunities/ statutory duties available to Children Looked After and care leavers.

  • Operate within a wider management structure where you will work closely with Youth Services Operations Managers and Service Managers, where CLA are placed, from the referral stage and throughout their stay with St Basils.

  • Ensure if there are any cases that require escalation to Children’s Services, that this is done in the appropriate manner and where required, act as lead representative for St Basils with placing authorities. You will be the main point of contact for Ofsted regulated provision, alongside the Nominated Individual.

  • Take responsibility for agreeing the placement terms and payment arrangements with the relevant placing authority, in line with St Basils pricing framework.

  • Oversee the development and implementation of the organisation’s workforce development and continuity plans.

  • To develop and oversee a ‘Vision’ and ‘Strategy’ for delivering an outstanding ‘Supported Accommodation for Young People’ service within St Basils and for children/young people and local authorities.

  • Be an active member of St Basils Senior Leadership Team and participate in the Agency On call rota.

Delivery and Operations

  • Develop and lead on a panel referral and allocation approach to ensure there are fair and consistent referral and allocations processes in place across all services and ensure there is capacity built into this process, in the event of annual leave or absent for less than 28 days.

  • In partnership with the management teams for regulated and unregulated services, ensure each child / young person is appropriately assessed at referral stage and that all background information reviewed and checked with the placing authority to ensure the appropriate matching process takes place.

  • Ensure young people are welcomed into the service with welcome packs/ guides that are up to date and accurate, placement meetings are held, and where applicable young people are allocated a Progression Coach who will work in partnership with Social Workers / Personal Advisers to ensure the delivery of support based on the child / young person’s individual needs.

  • Alongside Youth Services Operations Managers review the input of Team Leaders and Progression Coaches delivering support to young people on a monthly basis via case review meetings based on agreed support tools i.e. Outcome Star, Life Skills etc., and ensure suitable reports are provided to social workers / personal advisers and commissioning officers that integrate with local authority placement plans and pathway plans.

  • Develop and oversee a framework and audit process that clarifies that looked after children looked after and care leavers (aged 16 & 17) require ‘Support’ rather than ‘Care’ and an escalation process where ‘Support’ needs increase.

  • Monitor and address progress and challenges and provide support, training & development, and clear leadership direction in order for services to meet all relevant supported accommodation and other regulatory standards.

  • Take on full responsibility for St Basils Supported Lodgings services providing coaching, supervision and guidance to the Supported Lodgings Service Manager.

Quality Assurance

  • Take responsibility for, oversee and work in partnership with all Youth Services Operations Managers and Service Managers to develop and embed a range of supported accommodation quality standards across all supported accommodation services, with a high-level focus on Ofsted registered services to ensure they continuously comply with regulatory quality standards.

  • Develop a quality assurance programme, embed this across supported accommodation services and monitor services against the principles and standards set out by Ofsted and the Supported Housing Regulatory Oversight Act 2023.

  • Work with forums of children and young people to seek their views / feedback on meeting the regulatory standards and ensure their views are heard, to help inform our Care Leaver Strategy and Offer.

  • Work closely with St Basils Business Intelligence Team to ensure monthly and quarterly reports are produced and take responsibility for submitting 6 monthly support reviews / reports to Ofsted and any DfE / Ofsted notifications required.

  • Deliver quality services by enforcing quality and customer service standards; analysing and resolving quality and customer service problems; identifying trends; recommending system improvements.

  • Strategic & Policy Development
  • Alongside the Nominate individual lead on the development of a St Basils 'Care Leaver Strategy' and service offer and ensure key strategic partnerships are in place in order to ensure the needs of all young people, including children looked after and care leavers are met.

  • Attend local and national benchmarking events / training on behalf of St Basils and ensure information is fed back to SLT, Managers and staff where applicable.

  • In collaboration with St Basils Designated Safeguard Lead and Policy Team, ensure all policies, frameworks and practices in relation to service delivery are in place, used in day-to-day practice and reviewed or updated at the appropriate frequency.

  • Provide regular reporting to St Basils Board, SLT, Youth Services Operations Managers and Service Managers regarding Department of Education and Ofsted relate matters and concerns.

  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking practices; participating in professional networks and assisting in the review or development of policies, procedures and strategies

  • Establish strategic goals by gathering relevant business, financial, service, and operational information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes.

Business Development & Financial Management.

  • Ensure all contractual requirements are met, working in partnership with relevant Youth Services Operations Managers, Service Managers, Commissioners and Local Authorities.

  • Work to identify business development opportunities and in collaboration with the Director of Progression as and when required.

  • Working in partnership with Youth Services Operations Managers and Property Services to ensure Location Assessments and Business Continuity Plans are completed for all registered service accommodation and these are updated regularly.

  • In collaboration with the Director of Progression take responsibility for budget setting and monthly management accounting.

Performance Reporting, Audits and Continuous Improvement

  • Lead on improving and maintaining systems for data collecting and interpretation in relevant services in partnership with the Business Intelligence Team

QUALIFICATION:

Essential:

  • NVQ Level 5 or above in CYPW, Health & Social Care, Leadership Management or Advice and Guidance Housing

  • Higher Professional Diploma.

  • HND or HNC.

Desirable:

  • Degree in Social Work or equivalent

  • Social Work qualification

  • Level 7 Leadership Qualification or willingness to work towards

ROLE EXPERIENCE

Essential:

Experience of working within the following areas:

  • Youth Work.

  • Residential or Social Work.

  • Probation / Criminal justice.

  • Community Work.

  • Education and Training.

  • Housing and Support.

  • Minimum of 2 years management experience within the last 5 consecutive years.

Desirable:

  • Previous experience of working within Education or an Ofsted Regulated Service / Organisation.

  • Previous experience in leading on quality assurance within a supported accommodation, housing or related field.

KNOWLEDGE

Essential

  • Firm knowledge of Ofsted supported accommodation requirements and regulatory standards.

  • Knowledge of the Regulator of Social Housing’s requirements.

  • Up to date knowledge of health and social care (care standards act 2000), welfare rights and other relevant legislation (Children’s Act 1998, Care Act 2014).

  • E.O.P./Anti-Discriminatory Practice.

  • Knowledge of current welfare rights & relevant legislation.

  • Responsibility for managing community based or residential based services.

  • Manage staff performance appraisal systems and processes including disciplinary processes.

Desirable:

  • Up to date knowledge of welfare rights, housing benefit and relevant legislation.
