POSTING – EASTERN EUROPE AND CENTRAL ASIA (EECA) CONSULTANT OVERVIEW The Elton John AIDS Foundation has been at the forefront of the global AIDS fight for over 30 years. Established at Elton’s kitchen table in 1992, it has since raised over $600 million to support more than 3,000 projects across 100 countries, reaching 100m people and making it the fifth largest independent AIDS funder globally. Today, the Foundation has over 30 staff in multiple locations stewarding its grant making, finances, communications and fundraising. It is both a UK registered charity and a 501c3 nonprofit in the United States. Income is generated from individual donors, bilateral institutions, corporate partnerships, events, legacies and online fundraising. These funds are deployed as multiyear grants to frontline organisations, thus building local responses whilst retaining a lean team. The Elton John AIDS Foundation is seeking a consultant to support the delivery of the Foundation’s strategy to help end the HIV/AIDS epidemic in Eastern Europe and Central Asia (EECA). EECA remains the region with one of the fastest-growing HIV epidemics in the world. Despite significant progress, new HIV infections and AIDS-related deaths continue to rise, driven by structural barriers, stigma, and limited access to quality services for key populations. The Foundation is the largest philanthropic donor of HIV-related work in EECA. We support community-led programming focused on HIV prevention, testing, and care for key populations, including people who use drugs, sex workers, men who have sex with men, and transgender people. To help maximize the Foundation’s impact in the region, the Consultant will manage and support project implementation within the Radian 2 portfolio and related initiatives. This includes close collaboration with the Foundation’s grantee partners—predominantly community-based and non-governmental organizations—to design, manage, and evaluate high-performing programs that contribute to reducing new HIV infections and AIDS-related deaths. ASSIGNMENT DURATION, TIME COMMITMENT AND WORK ARRANGEMENT This is a fixed-term assignment with an expected time commitment (level of effort) of approximately five days per week from January 2026 through December 2029. The scope of work may be adapted based on the consultant’s expertise and evolving regional priorities. This consultancy will be completed remotely. The consultant may be expected to travel up to 25% of the time to visit project sites and attend regional events. 1 RESPONSIBILITIES AND DELIVERABLES • Manage the performance of select Foundation-funded HIV programs in EECA through regular analysis of grantee progress reports and communication with partners. • Ensure effective monitoring, evaluation, and learning processes are integrated within funded programs and used to assess progress and impact. • Support the design and implementation of new grant programs in line with the Foundation’s strategy and priorities in the region. • Facilitate alignment and collaboration among implementing partners to ensure synergy across the Radian 2 portfolio. • Provide timely, constructive communication with potential and current grantees. • Contribute to regional insights and strategic learning to inform Foundation priorities and decision-making. REQUIRED KNOWLEDGE, SKILLS, AND EXPERIENCE • Significant experience in Eastern Europe and Central Asia, preferably in public health, HIV, civil society, or related fields. • Proven project management experience, including monitoring and evaluation of complex, multi-country programs. • Strong analytical and problem-solving skills, with the ability to synthesize qualitative and quantitative data. • Excellent communication and reporting skills in English (additional Eastern European/Central Asian languages are an asset). • Ability to work independently and collaboratively in a fast-paced, multicultural environment. DESIRED KNOWLEDGE, SKILLS, AND EXPERIENCE • Experience with health or HIV-related program design and management. • Familiarity with the Radian model and the regional HIV response context. • Willingness and ability to travel to project sites when necessary.
