Our missionstatement is: To provide public benefits for the inhabitants of the North of England without distinction of sex,or of political, religious or other opinions, by associating the Local Authorities, VoluntaryOrganisations, and local inhabitants in the following ways: (i) The prevention and the relief of poverty. (ii) To promote the education of persons who through their social and economic circumstancesare in need and unable to gain employment and in particular to provide or support schemeswhere such persons may acquire and develop vocational skills which will enhance theiremployment prospects their physical and emotional health and well-being. (iii) To provide facilities in the interest of social welfare for recreation and leisure timeoccupation with the object of improving the conditions of life of those persons in need,hardship or distress. (iv) To advance education for the public benefit by providing advice and guidance uponquestions of unemployment, housing, domestic abuse, safeguarding and social welfare andrelated topics (v) To assist persons of limited means in cases of social hardship or economic misfortune uponterms appropriate to their means whether or not members of the society to find appropriateliving accommodation and whilst so doing to provide where possible temporary shelter inproperties managed by the charity from time to time. PAC was previously known as Pendle Action for the Community, but due to demand for ourservices outside of Pendle our name was changed in 2016 to remove any barriers / confusioncaused to beneficiaries, ensuring access was for all. PAC is supported by a board of committed voluntary trustees who bring with them a wealth ofexperience, and knowledge ranging from Legal Services, Business & Project Management,Financial Management, Educational services, Health & Safety, Employment & TrainingOpportunities and Charity governance. PAC employs an incredible and dedicated frontline workforce ranging from volunteers,support staff, management, a central administration and project support team, alongside aCEO and senior leadership team who facilitate strategic and operational development of thecharity.OUR PROJECT AREASSafeSpace provides supported accommodation for young people in Lancashire between the ages of 16 and 21 (upto 25 insome circumstances), who are experiencing homelessness. We have 3 sites; SafeSpace Pendle, SafeSpace Rossendale andSafeSpace Hyndburn. Our supported accommodation is regulated by Ofsted, we also hold a trauma informed quality mark,awarded by ‘One Small Thing’. Each of our site provides a variety of accommodation including en-suite rooms and fully selfcontained flats. All our sites are staffed 24hrs a day, 7 days a week, all year round. Support provided to young peopleaddresses all their individual needs in relation to maintaining accommodation and skills to support their transition toindependence and fulfilling lives. Our HAPI (Homelessness Awareness Prevention Interventions) service is available toyoung people aged 14-25yrs and aims to prevent homelessness through a variety of early interventions, and also providesa responsive service to those who find themselves at crisis in relation to their housing needs. Be Free provides a locally based, accessible range of support and interventions for adult and child victims of domesticabuse in Pendle and Rossendale. Support for adults includes but is not limited to; helpline provision, outreach and IDVAsupport in the community bespoke to individual need, safety planning, advocacy, support with criminal and civil courtproceedings, recovery support, professional counselling services, sanctuary scheme provision and access to homelessnessprevention. Support for children includes therapeutic one to one, sibling and group support which is age appropriate andtailored to individual need, safety planning, advocacy, YPVA support and educational awareness on healthy and unhealthyrelationships. Be Free also provides safe accommodation for women and children who are escaping Domestic Abuse fromacross the country. Support is offered targeting safety planning and recovery as well as accessing move onaccommodation and resettlement support to sustain safety and support recovery. Evolve is a community wellbeing service. Evolve aims to provide the opportunity for people to access activities, education,awareness and information, access to community services, employability support and professional counselling at theearliest opportunity to meet their needs,. Evolve aims to develop the pathway to independence to support wellbeing,personal development and opportunities for service users future. Community services are delivered by experiencedworkers and the counselling service is delivered by qualified counsellors who are fully insured and comply with BACPregulations. The education, employability and life skills programme offers bespoke support to individuals addressingbarriers to engaging in education or employment. In addition to this Waterside is our community hub, situated in Colne,Pendle. We currently deliver a varied programme of youth club / youth activities for young people aged 8-16yrs. OUR ORGANISATIONSTAFF BENEFITSJOB DESCRIPTIONJob Title: Business and Finance ManagerProject – PACGrade – SCP 21 - 23 (£33,211 - £35,641 ) Responsible to: Head of Business and Finance Responsible for: Business and Finance TeamWorking Hours: 37 hrs a week, Over 5 days per weekThe main objectives to be achieved by the post holder1.1 To work as an active member of and effectively manage the Charity Central Team. Taking a vital role in the managementand delivery of efficient financial, business and administrative systems for the charity and its trustees.1.2 To advise on and ensure best practise is maintained throughout PAC’s business and finance operation with a proactiveapproach1.3 To assist in ensuring that PAC projects are providing a responsive and quality service to vulnerable people.Finance and Resources2.1 To ensure that PAC financial policies and procedures are adhered to.2.2 To manage all financial administration including orders, invoices, monthly reconciliation of accounts, processing ofcreditor invoices, petty cash accounts and debt management.2.3 To ensure best practise for charitable income management is applied to all accounting and administrative systems.2.4 Prepare annual estimates on income and expenditure and formulate the budget in consultation with the Head ofBusiness and Finance2.4 Maintain effective internal controls to ensure all expenditure is appropriately accounted for, the assets for the charity aremaintained.2.5 Advise the Head of Business and Finance on all matters relating to finances and advise on any updates to generalfinancial, business and administrative policy and best practice in the sector.2.6 Management and maintenance of the charities accounting system (QuickBooks) and internal controls including regularreconciliations.2.7 Assist and maximise income generation opportunities within the ethos of the charity, including assisting in thepreparation and submission of bids for funding.2.8 Manage the process for purchase of resources and furniture; checking of stock books and the asset register2.9 Manage the collection of all financial monitoring and reporting processes.2.10 To be responsible for the effective management, collection, processing and recording of housing benefit, rent payments,and service charge payments alongside the Supported Accommodation Managers and finance assistants. 2.11 To prepare annual Housing benefit claim reviews and liaise accordingly with Housing benefit department, landlord andHead of Business and Finance to agree annual eligible increases.2.12 Monitor financial risks and advise on financial impact of strategic decisions2.13 Manage the relationship with our bank, including posting payments for authorisation, managing cash flow, and movingfunds between accounts as required.Human Resources Management 3.1 Be responsible for the day-to-day management of the Central Team members3.2 Lead in the recruitment, selection, induction and retention processes for all staff accountable to you3.3 Deliver and provide effective support and supervision for all members of staff 3.4 Identify learning and development opportunities and performance management issues3.5 Attend regular supervision with your line manager and annual appraisals 3.6 Support the Head of Business and Finance in ensuring that the project complies with PAC policies and procedures3.7 Provide assistance to the Head of Business and Finance in determining and reviewing the full central team’s delivery plan3.8 To embed and fulfil the operational scheme of delegation for own role and the service3.9 Responsible for the accurate payment of all wages, including overtime, HMRC, pension contributions and any otherassociated charges. Management Information 4.1 Support the Project Managers and staff to develop and maintain efficient management information systems and proceduresto meet changing requirements of the charity and its funders.4.2 To ensure accurate provision of statistical information, returns and performance indicator data collection ensuringcompliance with data protection legislation and legal and contractual obligations are met.4.3 To assist with ensuring all required funding and monitoring reporting is completed 4.4 To maintain backup copies of all financial data, administrative records, returns submitted and monitoring information.4.5 To liaise with IT and business providers to ensure data is safely managed and accessible4.6 Contribute to, support and review all required achievements of Quality Management Systems.4.7 To produce reports on data, finance and information as required.4.8 To ensure all PAC administrative systems are GDPR compliant and to assist the Head of Business and Finance with all GDPRrelated queries.
