Position Overview:
The Technical Officer, GEP is a key role to support the successful design, review, and redesign of Room to Read’s Girls’ Education Program (GEP) signature and new accelerate approaches that will be covered as per the GEP strategy. The Technical Officer will primarily be responsible for contextualization, review of program materials and support capacity building related to GEP Signature and accelerates interventions which focuses on key GEP components of Life Skills Education, Mentoring, Family and Community Engagement and Alumnae Strategy. This position also provides technical support for other GEP components and activities, including contributing to overall development of accelerate initiatives, Government engagement for system level change, guiding program implementation, training, insights for monitoring & evaluation, general planning, and project reporting. Regular interaction is required with other Room to Read staff, education officials, partners, school administrators, teachers, parents, and students. This position will report to Senior Manager, Gender Equality Portfolio
Roles & Responsibilities:
Technical Oversight
- Support the Program Manager to review and contextualize Gender Equality Program contents and professional learning materials aligning with different introduced approaches for Tanzania
- Assist GEP technical department in the development of GEP accelerate initiatives for implementation in new Geographies.
- Support Program Manager to improve professional learning materials and conduct trainings to field Program officers, Social Mobilisers and other identified educators and partners on contextualized program contents aligning with accelerate initiatives.
- Provide technical oversight to Field Office GEP staff, Social Mobilizers (SMs), educators from the system and program partners; including providing on-going capacity building, on-site coaching, and technical support as required to address issues of overall program implementation quality.
- Participate in Proposal development for funding various components of the GEP program, as needed.
Planning, Monitoring and Evaluation, Reporting, Documentation
- Provide technical expertise to the Country Research, Monitoring & Evaluation (RM&E) team to support design and refinement of monitoring and evaluation systems and procedures used to track progress against planned program outcomes that align with new introduced approaches.
- Participate in development of annual program goals and establishment of budgets for accelerate approaches while ensuring alignment with organizational strategies and priorities.
- Monitor and collect feedback/best practices on GEP approaches, including conducting regular field visits for both deliver and accelerate models of Implementation.
- Prepare and share technical Program updates and recommendations to the GEP Program to inform program improvement.
- Assist PM in documenting and share best practices with the global audience as needed.
- Participate in the development of weekly, monthly and quarterly technical activities plans and reports for Manager`s review and approval
External Coordination, Advocacy and Networking
- Support in the development of Government engagement activities which will result in adoption of Room to Read frameworks/approaches into Government system.
- Support in developing and maintaining relationships with the Education Partners and stakeholders in supporting Gender Equality approaches in Tanzania including representing Room to Read at relevant meetings as needed.
- Liaise with and explore opportunities for knowledge sharing with NGOs, experts, and institutions involved with Gender Equality program approaches to inform program improvement and accelerate mission.
- Participate in any other activities, which may be required to be undertaken to fulfill the objectives of the organization.
Qualifications and Experience:
Required
- University degree in a related field (e.g., Education, Social work, Sociology, Gender, Community Development).
- 3 - 5 years of relevant work experience
- Prior experience in contextualization (adaptation, translations, design).
- Prior experience working in projects/programs delivered using accelerate implementation model.
- Prior experience in planning, facilitating training and coaching.
- Prior experience in project planning and budgeting.
- Good interpersonal skills and a team player.
- Strong organizational and planning skills include the ability to monitor progress of program implementation.
- Ability to juggle multiple priorities simultaneously and take initiative.
- Prior success working closely and building relationships with diverse groups of people including the government institutions and other NGO`s.
- Desire and ability to spend a quarter or more time traveling and providing direct support to partners and Rom to Read Project sites with deliver projects.
- Strong computer skills including Microsoft Office and Outlook.
- English and Swahili fluency strongly preferred.
- Strong Writing Skills including project reports and other project documents.
Preferred:
- Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead
- Prior experience working with the government in obtaining materials approvals.
- Prior experience in a fast-paced, growth-oriented global or regional organization
- Proven track record of achieving results
- Report writing experience
