Chief Executive Officer

Description

The Chief Executive Officer will be an outstanding strategic leader, who is able to develop and articulate the vision, values and ethos for Age Concern Hampshire and who will inspire and empower others to share in achieving it. The CEO will be accountable and take responsibility for the performance of the Charity: a leader who will be committed to creating the optimum support for all older people across Hampshire.

Responsibilities

Leading and managing the Charity

  • To lead the Charity in a time of change and ensure a long-term strategy is in place so that the Charity delivers its charitable objectives.
  • Be responsible to the Board of Trustees for the overall financial health and sustainability of the Charity; ensuring that expenditure is controlled in line with budgets as approved by them, and direct and support internal operations to achieve budgeted results.
  • Ensure the Charity discharges its constitutional and legal obligations.
  • Provide strong and effective technical and professional leadership to the senior management team.
  • Review and appraise the work of staff reporting directly to the Chief Executive Officer.
  • Provide leadership in the development of innovation and best practice across all areas of the Charity, including demonstration of outcomes / impact analysis.
  • Enable the Charity to articulate its mission and values, ensuring these are consistently applied across the Charity.
  • Ensure excellence in the management of Age Concern Hampshire’s resources – financial, human and material – and that all operational areas deliver to target.
  • Ensure the business systems support staff to deliver high quality, responsive services.
  • Ensure people management and development maximises the potential of staff and volunteers and is in keeping with the mission and values of the Charity.
  • Work with the senior management team to deliver a successful and financially secure charity including its trading operations.
  • Lead and manage all operations through the agreed organisation and accountabilities structures, and through the development, implementation and review of charity policies to achieve the CEO’s objectives as set by the Board.
  • Ensure the Charity’s management and organisation structures are fit for purpose and facilitate continuous improvement.
  • Ensure effective communications both internally and externally to the Charity including liaison with all stakeholders and local and national media.
  • Be responsible for the business plan and key documents.
  • Together with the Board, ensure a robust and appropriate risk mitigation and management strategy aligned to the Charity’s objectives is in place.
  • Create a culture of continuous improvement and be an inspired leader committed to the highest achievements in all areas of the Charity’s work.

Business Development

  • Win new business, secure contracts and develop sustainable income streams, aligned with our mission and values.
  • Research areas of opportunity in which Age Concern Hampshire can effectively develop new or enhanced services, and support our clients, to ensure the economic viability of the Charity.
  • Make proposals to the Board of Trustees on areas of business development and objectives.
  • Work with the senior management team to identify and pursue relevant income generation, contractual work and fundraising from statutory and non-statutory sources.
  • Lead and direct on tender preparation, bid submission and funding applications for projects for new and existing contracts.
  • Ensure the development of the Charity’s digital strategy to maximise the contribution from staff and volunteers and deliver innovative services to clients.

Governance

  • Ensure the Board of Trustees have at their disposal sufficient resources, guidance and professional advice on matters concerning compliance with its governance and quality obligations, the law and the need to remain solvent.
  • Provide timely and relevant information and analysis to the Board of Trustees at their meetings and liaise where necessary between meetings to inform and shape Trustee understanding and knowledge of emerging and best practice to advance the governance of Age Concern Hampshire.
  • Support the Board of Trustees to maintain good governance in line with the Charity’s Memorandum and Articles of Association, Nolan Principles and Good Governance: Code for the Voluntary and Community Sector.
  • Ensure that Age Concern Hampshire complies with its constitutional and legal obligations under charity, company and other legislative provision and with regulatory requirements.
  • Work with the Board of Trustees to manage the Charity’s Risk Register. Inform the Board of Trustees of risks to the Charity and financial constraints on a timely basis and the steps taken to manage these.
  • Ensure appropriate presentation and reporting on the progress of the Charity and on all matters relevant to the discharge of its responsibilities.
  • Develop policy proposals for Board of Trustees’ discussion and decision.
  • Support the Chair to ensure the continued engagement and involvement of the Board of Trustees. Monitor and advise on the composition of the Board and its sub-committees.
  • Help to facilitate the Board of Trustees’ knowledge and development.

Promotion of the Charity

  • Proactively engage in stakeholder relations and manage those relationships to the benefit of Age Concern Hampshire. Maintain effective networks with all principal supporters and stakeholders, including but not limited to Local Authorities, the NHS and other Age UK and Age Concern groups nationally.
  • Seek opportunities to expand and promote the Charity and undertake development work on new projects or initiatives as agreed with the Board of Trustees, whether as part of Age Concern Hampshire’s activities or in partnership with stakeholders and other Charities.
  • Engage fully with local, regional and national media to enhance public relations and ensure the profile of Age Concern Hampshire is consistently and positively raised within the local community to further the work of the Charity.
  • Promote the corporate image of Age Concern Hampshire through excellent stakeholder relations. Ensure the Charity is presented in an appropriate and professional manner to its stakeholders.
  • Enhance quality assurance, organisational systems, record keeping and their contribution to effective measurement and monitoring throughout the Charity.
