Position Overview 

The Finance and Administration Consultant will establish, manage, and strengthen the financial and administrative operations of the Room to Read Rwanda Country Office (CO). The Consultant will ensure full compliance with Rwandan statutory requirements, Room to Read policies and procedures, and donor requirements, while supporting effective financial planning, reporting, and operational controls.

Key responsibilities include financial forecasting and budgeting, expenditure tracking, financial reporting, accounting and recordkeeping, payroll oversight, cash and bank management, procurement support, and asset administration.

The Consultant will report to the Rwanda Country Lead and work closely with the Global Office Field Finance & Accounting (FF&A) team, as well as regional and country program staff.

Key Deliverables 

Finance 

  • In collaboration with the Country Lead, Regional Operations Manager, and Program Team, support the development and monitoring of the Country Office annual budget in line with Room to Read policies and procedures.

  • Establish and maintain strong internal financial controls to safeguard organizational resources.

  • Prepare and update monthly cash forecasts based on the Program Implementation Calendar and support streamlined quarterly forecasting processes.

  • Compile and submit accurate and timely monthly financial reports, including bank reconciliations.

  • Maintain complete and organized financial records, including expense reports, payroll documentation, tax filings, accumulated leave balances, petty cash records, bank statements, and reconciliations.

  • Provide required financial records and reports to government authorities, the Global Office, and the Country Lead in a timely and accurate manner.

  • Review and provide recommendations on financial commitment documents as required.

  • Ensure compliance with all relevant Government Acts, rules, and regulations, including taxation and Value Added Tax (VAT) requirements applicable to Room to Read, and proactively identify and monitor statutory and compliance risks.

  • Coordinate and support internal audits, external/statutory audits, and audits of implementing partners, where applicable.

  • Perform other finance- and accounting-related duties as assigned by the Country Lead and/or FF&A team.

 Accounting 

  • Maintain accurate, up-to-date, and fully substantiated bookkeeping records related to expenses, funds, grants, and partnerships, ensuring readiness for spot checks and internal audits.

  • Ensure all internal processes and approvals are completed prior to releasing payments.

  • Track and monitor program expenditures against grant budgets and provide timely financial information to the Country Office Program Manager, Country Lead, and Global Office Development team.

  • Apply relevant accounting and audit standards, including Generally Accepted Accounting Principles (GAAP), and maintain current knowledge of accounting, tax regulations, and industry best practices.

Administration 

  • Identify and mitigate financial and operational risks to the organization.

  • Lead procurement processes, with guidance from the Procurement & Administration Manager and Global Office Program Operations team, for office space, furniture, IT equipment, office supplies, insurance, security services, and other operational needs.

  • Ensure procurement activities comply with Room to Read policies and best practices.

  • Safeguard Country Office assets through appropriate insurance coverage, security measures, and documentation.

  • Maintain a comprehensive, accurate, and up-to-date asset register for all Rwanda Country Office property.

Required Qualifications 

  • Professional certification (CPA – ICPAR, CIMA, ACCA) or a Master’s degree in Finance, Accounting, Business Administration, or a related field, with strong technical expertise in financial management and compliance.

  • Minimum of 6–8 years of progressive experience in accounting, financial operations, and budget management, including experience managing donor-funded programs.

  • Advanced proficiency in accounting software (QuickBooks or similar), including bank reconciliations, payroll processing, expense tracking, and financial reporting.

  • Strong knowledge of Rwandan financial laws, taxation, payroll regulations, and NGO statutory compliance, with demonstrated ability to maintain audit-ready documentation.

  • Proven experience in procurement and office administration, including vendor management and asset tracking.

  • Excellent analytical, communication, and problem-solving skills, with the ability to collaborate across country and global teams, present financial information clearly, and operate with a high degree of integrity.

  • Proficiency in MS Office applications and financial management systems.

Preferred Qualifications 

  • Experience developing or implementing standard operating procedures (SOPs), staff training, accounting system rollouts, internal audits, and grant management and reporting.

  • Demonstrated ability to interact and negotiate effectively with government officials, international partners, donors, and local stakeholders.

  • High level of personal and professional integrity, sound judgment, initiative, and ability to work independently.

Duration of Assignment 

The consultancy will be structured on a monthly Level of Effort (LOE) basis, with deliverables agreed upon for each period. The consultancy will start in January 2026 and end on June 30, 2026 with the possibility of an extension.

Level of Effort (LOE) 

The Consultant will provide services on a monthly LOE basis. The number of days or hours required each month will be agreed in advance based on planned activities and deliverables. Payment will be based on the actual LOE completed and approved for each month.

Payment Schedule 

Payment will be made monthly upon receipt and verification of the Consultant’s approved timesheet and invoice.
