TORs for development of country strategy
Background:
International Medical Corps is seeking a consultant to review the current country strategy and facilitate a consultative session to update the existing strategy document. The revised strategy should address key thematic areas including but not limited to Health, Gender-Based Violence (GBV), Mental Health and Psychosocial Support (MHPSS), Water, Sanitation, and Hygiene (WASH), Livelihood and Climate Change. The consultant will also carry out comprehensive stakeholder mapping and review -covering relevant national and provincial Govt. departments UN agencies, donors, and International Medical Corps teams-to strengthen coordination and collaboration across these sectors.
Objectives:
The consultant will be responsible for accomplishing the following objectives:
- Update the country strategy: Update the existing country strategy that outlines the key priorities, goals, and activities for addressing Health, GBV, MHPSS, WASH, Livelihood and Climate Change within the country context.
- Stakeholders review: Mapping of relevant stakeholders involved in the Health, GBV, MHPSS, WASH, Livelihood and Climate Change sectors. Analyze their roles, responsibilities, capacities, and potential for collaboration. Provide recommendations for strengthening partnerships and coordination among stakeholders.
Scope of Work:
The consultant's tasks and responsibilities will include, but are not limited to, the following:
a. Conduct a comprehensive literature review: Review existing national policies, strategies, reports, and relevant documents related to Health, GBV, MHPSS, WASH, Livelihood and Climate Change. Analyze the current situation, challenges, and opportunities in each sector.
b. Consultation and interviews: Engage with key stakeholders, including government agencies, civil society organizations, UN agencies, and other relevant entities. Conduct interviews and focus group discussions to gather insights, perspectives, and recommendations for the country strategy.
c. Strategy development: Based on the findings from the literature review and consultations, design a comprehensive country strategy that aligns with international best practices and addresses the specific needs and priorities of the country. The strategy should include clear objectives, activities, indicators, and timelines.
d. Stakeholder analysis: Identify and map the stakeholders involved in GBV, MHPSS, WASH, Livelihood and Climate Change sectors. Assess their roles, mandates, capacities, and areas of expertise. Identify gaps and opportunities for collaboration, coordination, and resource mobilization.
e. Conduct risks assessment: Identify potential risks, threats, and vulnerabilities that could impact the successful implementation of the strategy. The purpose of risk assessment is to analyze and evaluate the likelihood and potential impact of various risks, allowing International Medical Corps to develop strategies to mitigate or manage those risks effectively.
f. Recommendations: Provide actionable recommendations for strengthening partnerships, coordination mechanisms, and knowledge sharing among stakeholders. Highlight potential synergies and opportunities for integrating interventions across sectors.
Deliverables:
The consultant will be expected to deliver the following:
a. Update country strategy: Prepare a comprehensive draft country strategy document that addresses Health, GBV, MHPSS, WASH, Livelihood and Climate Change. Include a logical framework, clear objectives, activities, indicators, and a results framework. Template will be shared with the consultant.
b. Stakeholder review report: Provide a report summarizing the stakeholder analysis findings. Include an overview of stakeholders, their roles, capacities, and recommendations for improving coordination and collaboration.
c. Risks assessment matrix: Provide a risk assessment matrix analyze and evaluate the likelihood and potential impact of various risks, allowing International Medical Corps to develop strategies to mitigate or manage those risks effectively.
d. Presentation: Prepare a presentation summarizing the key findings, strategy, and stakeholders review. Present the findings and recommendations to International Medical Corps and other relevant stakeholders.
e. Final country strategy: Incorporate feedback received on the draft country strategy and submit a final version that reflects the inputs and recommendations from relevant stakeholders.
Timeline:
The expected timeline for the assignment is one month starting from the commencement date of the contract.
