About the role:

As  Project  Manager  you  will  manage  a  range  of  projects  that  support  MEC’s  strategic
goals,  from  planning  and  delivery  through  to  evaluation.  The  role  will  involve  securing
funding, delivering impactful projects, supporting staff development, and working closely
with colleagues and partners to achieve lasting results.

An element of this role will be to re-energise and strengthen collaborative engagement
across  the  Tees  Valley.  As  strategic  lead  for  the  South  Tees  Affordable  Warmth
Partnership (STAWP), the Project Manager will work with partners to review and redevelop
the current action plan while driving forward a collective approach to shaping the new
strategy.

You will also take the lead on poverty reduction for MEC, making sure fuel poverty work
links with wider anti-poverty strategies and national policy. This will include working with
decision makers, influencing local policy, and  ensuring affordable warmth is built into
broader health, housing, climate, and economic plans.

Key Responsibilities:

•

 Work with the CEO and Deputy CEO to identify funding opportunities, prepare
strong bids, and secure investment for poverty and affordable warmth initiatives.

•  Lead  and  coordinate  the  South  Tees  Affordable  Warmth  Partnership,  driving
delivery  of  the  2024–2026  Action  Plan  and  revitalising  partnerships  across  the
Tees Valley.

•  Build and maintain strong relationships with local authorities, the NHS, housing

providers, voluntary sector organisations, and community partners.

•  Develop and deliver targeted projects and interventions, including fuel voucher
schemes,  home  energy  efficiency  measures,  and  health  focused  warm  home
initiatives, ensuring approaches are creative, solutions focused, and responsive
to emerging needs.

•  Ensure work addresses the needs of priority groups and supports both immediate
relief  and  long-term  goals,  such  as  reducing  carbon  emissions  and  improving
housing standards.

•  Align  fuel  poverty  work  with  wider  anti-poverty  strategies,  influencing  local  and

national policy to address root causes.

•  Manage,  support,  and  develop  staff  and  volunteers  working  on  poverty  related

initiatives, fostering a culture of learning, equity, and inclusion.

•

Identify and secure funding through high quality bids, and ensure compliance with
all funder requirements, legal standards, and MEC policies.

•  Develop and implement a poverty impact measurement framework to track both
immediate relief (e.g., households assisted) and long-term systemic change (e.g.,
policy  influence,  partnerships  formed),  informing  project  improvement  and
organisational strategy.

•  Promote the work and successes of MEC through reporting, case studies, events,

campaigns, and community engagement.

•  Ensure that projects are completed within the established scope, timeline, and
budget  whilst  adhering  to  funding  requirements  and  providing  comprehensive
reports on project outcomes to funders.

•  Ensure compliance with all relevant regulations, policies, and ethical standards.

initiatives.

•  Manage  and  monitor  the  administrative  work  around  reporting  and  impact,

identifying areas of growth and change where necessary.

Personal Specification:

Essential Criteria

•  A recognised qualification in Energy Awareness (or similar) to a minimum level 3.

•  An  understanding  of  some  of  the  complex  issues  and  needs  of  people  living  in

poverty.

•  Experience  in  delivering  training  and  awareness  raising  to  community  groups,

volunteers, and frontline staff.

•  Experience  of  delivering  energy  efficiency  programmes,  including  providing
advice, access home energy efficiency measures and making referrals to partner
agencies for additional support.

•  Experience  of  providing  one-to-one  advice  to  vulnerable  people  in  a  range  of

settings including virtual interventions.

•  Experience in running externally funded projects with defined targets, outcomes

and timescales.

•  Experience in building and maintaining relationships with a wide range of groups

and organisations.

•  Driving licence (Full, clean).

•  Computer  literate  with  knowledge  and  basic  use  of  Microsoft  packages  (Office

365; Word, Excel, PowerPoint).
