MAIN PURPOSE OF JOB:
To deliver efficient, effective and timely corporate communications advice to senior leaders and to develop products which increase public awareness of, and engagement with, the authority and its services. The overarching aims are to inform and engage with our communities and to protect and enhance the reputation of the authority.
MAIN DUTIES:
1. To advise and negotiate with senior leaders, peers and elected members and broker compromise where necessary in order to develop and deliver effective communication and engagement strategies.
2. All aspects of proactive and reactive media relations and stakeholder engagement – including maintaining good working relationships with any relevant media to maximise coverage; to handle media enquiries and provide swift and accurate responses; to write and issue press releases, all with limited supervision but applying sound judgment on which matters to raise with senior leaders.
3. Initiate, plan and manage innovative communications campaigns for the council, including careful analysis of problems, identifying issues that will promote the council and its services in a positive light. Includes the organisation of photo calls, press briefings and launches where relevant and agreeing all these products with key contacts
4. To provide advice, training and support to all departments on communication issues and media handling.
5. To monitor media coverage, including social media activity, and provide regular analysis and reports of communications activity and applying political acumen in knowing which points particularly need highlighting
6. To research and write copy for corporate publications such as Hertsmere News (the council newsletter), promotional leaflets, digital communications channels, advertisements and posters. To take an editorial role when required, proof-read copy, and liaison with printers and distributors. To develop eye-catching infographics, marketing material and produce short video clips for posting on our social media feeds.
7. To write copy for internal communication channels such as the intranet, our weekly staff e-alerts and our quarterly e-newsletter.
8. To develop and implement communications and engagement initiatives which contribute to enhanced employee engagement, reinforcing the brand and values within the multi-disciplinary business.
9. To monitor, update and respond where appropriate to social media activity on corporate accounts To be alert to developments and innovations in social media, ensuring Hertsmere can seize early opportunities to engage more effectively with our customers
10. To update the website with any relevant corporate information and, with relevant web infrastructure staff, manage a system whereby information published on the web is to an agreed standard, up-to-date and relevant. To maintain the council’s website home page.
11. To support the mentoring of, or management of, staff in development roles within the team. This can include supporting induction programmes, setting objectives, agreeing training and development programmes, checking drafts and offering constructive feedback.
12. To take good quality photographs for use in internal and external communications material.
13. To support any emerging communications issues out of hours on occasions when urgent
14. To represent Hertsmere on relevant working groups/public relations networks as and when required.
15. To safeguard children, young people and adults at risk and make referrals to the appropriate agency. To train and supervise staff to enable them to respond to the safeguarding needs of service users.
PERSON SPECIFICATION
Qualifications & Training
- 5 GCSEs (or equivalent) including Maths and English (E)
- Professional qualification such as Chartered Institute for Public Relations (CIPR), National Council for the Training of Journalists (NCTJ), or relevant equivalent/degree (E)
Experience
- At least five years’ experience within a communications environment (e.g., media/PR office or editorial department) (E)
- Portfolio evidence of developing effective communications and engagement strategies and liaising with senior leaders (E)
- Event management experience (D)
- Experience using IT packages (E)
Knowledge
- Knowledge of local government or public sector organisations (D)
- Awareness of the political and democratic context in which the council operates (E)
- Awareness of the importance of handling confidential information discreetly and appropriately (E)

- Confidence in own communication experience and ability to assert this at senior level (E)
- Excellent writing skills for corporate publications and other channels (E)
